Pavement performance models exist in various forms to cater to the pavement management agencies' needs and resources. Well-calibrated models are needed to accurately predict future pavement conditions, and to forecast and prioritize confidently the future rehabilitation and maintenance expenditures. Statistical tools are commonly used to develop the performance models. These statistical models may be impractical or misleading if not constrained with experts' opinions. To meet growing water demand, more water is being harvested from nontraditional sources like brackish water from deep underground aquifers. Since these sources contain salts, drinkable water is produced by separating salt and other minerals (TDS, Total Dissolved Solids) from water through a process commonly known as desalination. A typical desalination plant produces 50-60% potable water from brackish water and the remaining water (brine) is disposed in evaporation ponds or by injecting it below the ground surface. This thesis focuses on the area of traffic signal timing operations which is one of ITS components. The extensive use of ground water only began with the advances in pumping technology at the early portion of 20th Century. Groundwater provides the majority of fresh water supply for municipal, agricultural and industrial uses, primarily because of little to no treatment it requires. Estimating the volume of groundwater available in a basin is a daunting task, and no accurate measurements can be made. Usually water budgets and simulation models are primarily used to estimate the volume of water in a basin.

The objective of this report was to assess the ability of several different devices to measure moisture content and dry density of various compacted geomaterials. The experimental research involved the testing of different subgrade soils and one base material. More than a dozen specimens, 2 ft in height and 1.5 ft in diameter, were constructed to evaluate the Transtech SDG 200, Purdue TDR, and the Decagon 10 HS moisture content sensor. This thesis presents the reasons why the fuel tax is no longer a viable source of revenues and suggests new sources of funding. One possibility is to replace the fuel tax with a distance-based toll applied nationwide. Vehicle miles travelled (VMT) fee is compared to the fuel tax, and the relationship between road infrastructure spending and fuel taxation in the United States (U.S.) and the European Union (EU) is explored. Also the European approach to taxation and tolling is described and compared to the situation in Texas.

Since the 1930s, untreated and undertreated sewage from Tijuana, Baja California, México has been released into the Tijuana River Watershed causing contamination of the water supply, crops, the Tijuana Estuary and California beaches. Many rural intersections originally constructed with thin untreated flexible base and hot mix or a two-course surface treatment experience severe pushing, shoving and rutting. These failures cause an extremely rough surface that can cause damage to small vehicles and potentially cause motorists to lose control of their vehicle. These distresses almost always result in complete failure of the existing pavement that must be repaired several times during the life of the roadway by maintenance forces. Amargosa Desert, Nevada regional groundwater studies show that the surface runoff infiltration occurring in the arroyos following runoff producing storms, and this infiltration is considered to be a major source of groundwater recharge. Groundwater infiltration through alluvium was investigated in the Amargosa Desert using borehole drill cuttings, groundwater chemistry, and applying a novel method for collecting runoff water. The sampling process included sediment, precipitation, and runoff water. This work describes a comparison of a bead and powder form of anion exchange resin for removing humic matter from groundwater. The materials and procedures described herein involve a manufactured dry humic matter and two forms of the same anion exchange resin. Spectroscopy was the chosen procedure for analysis of organics.

In September 2007, the excessive vibrations played a significant role in the station operation since one of the rotary joints, which provides the station electrical energy, presented an anomaly. The replacement of its bearing components and re-lubrication were necessary to reduce the problem. To avoid a new anomaly, the inspection of the rotary joints performance continues by using the accelerometers data. Asphalt emulsion has been used for base material stabilization in a few TxDOT districts. Results from these practices were quite different. The initial performance of two projects on US287 constructed around 2000 in the Amarillo District has been found to be satisfactory. However, the Yoakum District has reported problems with asphalt emulsion for base work in a project on FM 237. The preliminary conclusion from these trials has been that asphalt emulsion may not perform well in the high humidity/high rainfall areas like east Texas. Current practical approaches used in structural health assessment programs of aerospace structures involve performing a fracture mechanics analysis to verify the safe life of structural components. The analysis typically makes several conservative assumptions implemented by NASA fracture control standard practices for critical structural components. This well-established paradigm for fracture control follows a deterministic approach and, in some cases, the calculations may produce overly conservative remaining life estimates.

A methodology to determine critical design parameters such as critical "design" particle size, and critical "design" impact speed for the shielding of the Solar Probe Plus spacecraft was developed in this thesis. Several critical components and surfaces of the spacecraft such as the Solar Array North, the Thermal Protection System, and the ISIS Instruments were analyzed in this study. Microscopic traffic simulation (MTS) is a cost-effective approach for the evaluation of traffic conditions in urban highways networks. This thesis is a presentation of particulate matter data collected from February 2007 to June 2008. Personal environment monitors (PEM), which measured 7-day PM2.5 concentrations, had been deployed at 14 homes during the 2007 year and deployed in 16 different homes during the 2008 sampling year. Within each sampling year, sampling occurred for two one-week (7-day) periods during each season. In addition to PEM sampling, a tapered element oscillating microbalance (TEOM) continuous sampler had been deployed in both indoors and outdoors at one pre-selected household per week. Sufficient bonding between the hot mix asphalt layers is essential to ensure the desired structural capacity of a pavement. Delamination or debonding problems are particularly more severe on airfield pavements, due to higher traffic loads applied by aircrafts. Traffic-related air pollution can be a major public health concern in any urban area. This problem is compounded in the Paso del Norte region that has experienced rapid economic growth, and a substantial number of people living in close vicinity of major roadways. The desert surroundings, arid weather, frequent temperature inversions, heavy border traffic at the international ports of entry between El Paso and Ciudad Juárez, and poorly maintained vehicle fleet further exacerbates this problem. This Dissertation characterizes the first asphaltene DSSC (dye-sensitized solar cell), in which light to electricity conversion efficiency has improved from 0 % to 1.8 %. Four natural organic asphaltene factions, namely, un-fractionated asphaltene, Fr. 1 Asphaltene, Fr.2 asphaltene, Fr.3 and Fr.4 were extracted and tested for various solar cell parameters of TiO2 based dye-sensitized solar cell DSSC. DSSCs were fabricated using the four individual asphaltene dyes. The photovoltaic performance of the cells was examined by determining the various parameters such as open-circuit voltage, short-circuit current, fill factor, and series resistance.
