The testing and implementation of traffic signal performance measures at a local government agency revolves around three main performance measures: signal detector anomaly identification, signal split failures reports and red light running identification. Signal detector anomaly identification used the Kolmogorov-Smirnov test to compare current and past detector operation and was shown to be effective in identification of anomalies. Three different types of split failure reports were utilized to determine operational issues on signal systems. Long-term longitudinal, corridor scale, and single intersection split failure reports were implemented on active signal systems and found to be effective in determining and correcting problems. …

The Hillman-Composite Beam (HCB®), is an innovative structural member for use in highway and railroad bridges as well as marine facilities. The HCB is essentially a lightweight reinforced concrete beam strengthened and protected by a corrosion-resistant and resilient Fiberglass Reinforced Polymer (FRP) shell.

The beam is comprised of three main components, a concrete arch (compression reinforcement), an FRP bottom flange encapsulating steel strands tying the ends of the arch together (tension reinforcement) and the FRP shell. Galvanized Rebar “shear connectors” are used to make the beam composite with the concrete deck in the same manner as pre-stressed concrete beams.

Concrete pavement is cost effective and beneficial because of its sustainability and durability. The maintenance and renovation periods for such pavement compared to other pavements are relatively long; however, a significant issue with pavements, especially roller compacted concrete pavements (RCCP), is salt scaling which occurs due to saline solutions such as deicer salts. Until recently portable traffic signals, which are mounted on towable trailer supports, were not allowed in Indiana. However, portable signals have many advantages over fixed temporary signals, so the Indiana Manual on Uniform Traffic Control Devices was revised to allow them, and specifications for their use are now in place. Over the past few years, accurate 3D surface reconstruction using remotely-sensed data has been recognized as a prerequisite for different mapping, modelling, and monitoring applications. To fulfill the needs of these applications, necessary data are generally collected using various digital imaging systems. Among them, laser scanners have been acknowledged as a fast, accurate, and flexible technology for the acquisition of high density 3D spatial data. Throughout the U.S., state agencies are issuing an increasingly large number of permits for overweight vehicles every year. There are various methods used by state agencies to process permit requests; the Indiana Department of Transportation employs a screening process that consists of the Tennessee Formula (allowable weight is determined and checked, for every axle group) in combination with the Gross Vehicle Weight limit. Chip seals are among the most cost-effective surface treatments available for asphalt pavement preventive maintenance. Chip sealing typically consists of covering a pavement surface with asphalt emulsion into which aggregate chips are embedded. The asphalt emulsion cures through the evaporation of water, which helps to provide mechanical strength for the chip seal. Ultimately, the curing process enables the emulsion to adhere to the pavement while keeping the aggregate chips in place. The concrete industry increasingly emphasizes advances in novel materials that promote construction of more resilient infrastructure. Due to its potential to improve concrete durability, internal curing (IC) of concrete by means of superabsorbent polymers (SAP) has been identified as one of the most promising technologies of the 21st century. Currently, all steel bridges with members designated as Fracture Critical Members (FCMs) are required to undergo hands-on inspections every 24 months. A FCM is a primary steel tension member (or portion of) which failure results in collapse or loss of serviceability of a bridge. However, presently, there are no codified procedures used to evaluate system-level redundancy in steel bridges. The assessment of the influence of deicing chemicals on alkali reactivity of aggregates is still an area of active research, particularly with respect to the combined effects of long-term exposure to deicers, freezing and thawing cycles, and wetting and drying cycles.
