Mission Dependency Index (MDI) is a metric developed to capture the relative criticality of infrastructure assets with respect to organizational missions. The USAF adapted the MDI metric from the United States Navy’s MDI methodology. Unlike the Navy’s MDI data collection process, the USAF adaptation of the MDI metric employs generic facility category codes (CATCODEs) to assign MDI values. This practice introduces uncertainty into the MDI assignment process with respect to specific missions and specific infrastructure assets. Water treatment capability is required for military operations, production of drinking water, and industrial wastewater treatment. The Advanced Oxidation Process (AOP) is one of many viable steps for treating water; however, it is important to understand the byproducts of the treatment process to avoid creating other constituents more severe than the first. Tartrazine (TAR) was oxidized with pulsed Ultra- Violet (UV) Light Emitting Diodes (LEDs) in combination with hydrogen peroxide (H2O2) in an AOP at the laboratory scale. The construction of expeditionary bases is central to Department of Defense’s (DoD) responses to contingency operations. Usually expected to be transitory, expeditionary bases are constructed with temporary materials that can be erected quickly. The Global War on Terrorism is entering its fifteenth year and bases within Central Command that were expected to be temporary have provided an enduring presence. The decision to transition a base from temporary to semi-permanent or permanent is difficult, as it requires substantial capital investment for facility construction. Polyfluoroalkyl Substances (PFAS), like perfluorooctanoic acid, have been used for the last 50 years in a wide variety of industrial processes and consumer-based products, including polymer additives, lubricants, fire retardants and suppressants, pesticides, and surfactants (Buck et al. 2015). The Department of Defense (DoD) has used PFAS-based Aqueous Film Forming Foam (AFFF) at fire training facilities and aircraft hangars. AFFF has contaminated approximately 600 sites classified as fire training facilities with PFAS (Huang, 2013).

Department of Defense personnel often deploy to austere environments where clean water is not readily available. Ultraviolet (UV) radiation through the use of light emitting diodes (LEDs) in a portable device offers a potential method for expedient water treatment. This research studied the application of one diode, low power, UV LEDs and nine diode, high power, UV LEDs within a portable steel reactor and Teflon reactors of three different wall thicknesses. In the United States, industrial and terrorist use of chemical, biological, radiological, and nuclear (CBRN) materials pose a risk to public safety. During the initial phase of typical CBRN incidents, emergency responders establish hazard zones based on standard distances from published guidelines and recommendations. This research investigates how standard hazard zones change in a real world environment that accounts for physical boundaries. Using a python simulation in ArcGIS®, new hazard zones were created by expanding standard hazard zones to follow nearby roads, railroads, and rivers. The United States Air Force (USAF) owns a total of 30.9 million linear feet (LF) of storm sewer pipes valued at approximately $2.3B in its vast portfolio of built infrastructure. Current inventory records reveal that 78% of the inventory (24.1 million LF) is over 50 years old and will soon exceed its estimated service life. Additionally, the USAF depends on contract support while its business processes undervalue in-service evaluations from long-term funding plans. Ultimately, this disconnect negatively impacts infrastructure performance and overall strategic success, and the USAF risks making uninformed decisions in a fiscally constrained environment.

Emissions were characterized and compared from the open burning of four compositions of Meals, Ready-To-Eat (MRE) and four types of MRE fiberboard packaging in response to inhalation concerns at military forward operating bases. Measurements of particulate matter (PM2.5, PM10) showed that MREs account for 70-90 percent of PM emissions when burned in unison with the current fiberboard container and liner and that PM2.5 constitutes a vast majority of the particulates emitted. Targeted replacement of MRE constituents may be more effective in reducing volatile organic compound (VOC) and polycyclic aromatic hydrocarbon (PAH) emissions than the variation of fiberboard packaging designs, while …

Carboneous materials such as carbon nanotube (CNT), granular activated carbon (GAC), and biochar are promising materials for the removal of organic contaminants from aqueous phase solutions. CNTs have astonishing mechanical strength, chemical and thermal stability and high surface area. While biochar, similar to GAC, having an extremely porous structure and high surface area, can be produced in more austere conditions with native materials. In this study, novel CNT-Hybrid structures (CNT-HS), hardwood pellet (HWP) Biochar and standard GAC (F-600 GAC) were used as adsorbents to treat water contaminated by a model nitroaromatic compound, 2,4-dinitrotoluene (DNT).

The dissolution rate of nonaqueous phase liquid (NAPL) often governs the remediation time frame at subsurface hazardous waste sites. Most formulations for estimating this rate are empirical and assume that the NAPL is the nonwetting fluid. However, field evidence suggests that some waste sites might be organic wet. Thus, formulations that assume the NAPL is nonwetting may be inappropriate for estimating the rates of NAPL dissolution. A major environmental concern in the Commonwealth of Puerto Rico is increased sediment load to water reservoirs, to estuaries, and finally to coral reef areas outside the estuaries. Protection of the public water supply is a national security priority, and as such, it is important to better understand the fate of a chemical weapons agent injection into a public water distribution system. This study investigated the adherence of malathion to pipe materials that are used in public water distribution systems, with malathion serving as a chemical representative of the organophosphorus nerve agent VX. Copper and iron specimen were exposed to malathion solutions for periods of 4, 8, and 24 hours and then tested for evidence of chemical adherence to the metal surfaces. Using a dataset of 25 Afghan wartime projects, two questions were investigated: 1) What factors affect the success of construction projects; and 2) How do project outcomes differ based on the contract type? Current literature suggests that wartime projects may face the same cost and schedule factors as peacetime projects, with some notable additions. Project factors, health and safety compliance, quality of work, technical performance, work productivity, and external environmental factors were tested with contingency tables to determine dependency with schedule or cost performance. A study was conducted to evaluate the advanced oxidation of organic contaminants using pulsed ultraviolet light emitted diode (UV LED). Tartrazine was used as a surrogate organic compound. Low pressure Mercury-based lamps currently used in the treatment of water pose potential health risks if broken and create final disposal issues at the end of their service life. UV LED offers an alternative solution due to its non-toxicity, flexible design, and longer operating life compared to the mercury-based lamps. Thermogravimetry, the study of mass loss as a function of temperature, has been used for oxidation, decomposition, and solid-state studies. This research used a thermogravimetric analyzer (TGA) coupled with Fourier transform infrared (FT-IR) spectroscopy in the study of copper and iron specimens exposed to malathion. Exposure to the malathion solution created a visible silver coating on copper and graphite-flake particles on iron specimens. Thermogravimetric mass loss curves revealed linear and nonlinear decomposition stages associated with mass loss reactions. Copper specimens exposed to malathion exhibited lower activation energy (Ea) values (2.28 to 4.40 kJ mol-1) than for copper specimens exposed to …

Additive manufacturing is an exciting new manufacturing technology that could have application to Air Force Civil Engineer (CE) operations. This research replicates a Large Area Maintenance Shelter (LAMS) baseplate design for ultrasonic additive manufacturing (UAM). Due to production problems the test section was not built as designed. Instead, a smaller block of material was submitted for evaluation. After the UAM build, ultrasonic inspection was conducted to identify anomalies in the test piece. This raises concerns about the effect of chemical warfare agents (CWAs) on the microbial consortia that are responsible for cleaning the wastewater. This study investigated the impact of malathion on the microbial ecology of laboratory scale activated sludge communities. The Simpson Reciprocal Index decreased for three bioreactors operated in the absence of malathion, which showed that the microbial assemblage became less diverse during the course of the study. Cleanup from a hazardous chemical release can result in large volumes of water containing hazardous materials, such as organophosphates. Vapor-phase detection of the model organophosphate malathion was achieved using enzymes encapsulated in peptide nanotubes and attached to gold screen-printed electrodes. Malathion was chosen as the model for this experiment because its binding mechanism with acetylcholinesterase (AChE) is identical to its more potent counterparts (such as sarin or VX), but it has an extremely low human toxicity, which makes it both practical and easy to use. The peptide nanotubes had horseradish peroxidase encapsulated inside and were coated with both acetylthiocholine (ASCh) and AChE on the outside.
