Military construction (MILCON) represents 40% of the federal government's $30 billion construction budget. The federal budget is fixed; therefore, any cost overages likely affect project scope or requirements. This study investigated if MILCON procurement costs more than private industry construction and if so, what causes the cost premiums. A combination of in-depth literature review, expert interviews, a unique case study, expert surveys, and geospatial statistical analysis answered the research question. The case study evaluated two nearly identical projects to determine how internal factors affect MILCON cost premiums. This study confirmed the existence of MILCON cost premiums. Silver nanoparticles (AgNPs) are widely produced and used. Because of their potential toxicity and the possibility of their release into the environment, it is important to understand the factors involved in their transport; particularly how they may move in groundwater, which is a potential pathway to human and environmental receptors. By passing a solution of 15 mg/L AgNPs with an average size of 17 nm through sand-filled glass columns, this study looks at the physical effects of flow rate and media size on transport. This study examined the fate of malathion, a surrogate compound for VX studies, in bench-scale sequencing batch bioreactors being operated under varied solid retention times (SRTs) to simulate the activated sludge process in wastewater treatment facilities. Results show that a constant influent of the malathion will largely be removed. However, the heterotrophic bacteria undergo a stress response which temporarily inhibits malathion removal, the extent of which increases with increasing SRTs. After this stress response takes place, the activated sludge is able to resume a high degree of malathion removal, even with increased influent concentration; however, this is done so at …

Organophosphate compounds are used as pesticides and in chemical warfare agents such as nerve agents. VX (O-ethyl S-[2-(diisopropylamino)ethyl] methylphosphonothioate) is one of the most toxic and environmentally persistent of these nerve agents. This research examined the fate of malathion, a pesticide and surrogate of VX (O-ethyl S-[2-(diisopropylamino)ethyl] methylphosphonothioate), in bench-scale activated sludge (AS) sequencing batch reactors. Sorption kinetics and sorption equilibrium isotherm experiments indicate that sorption to AS biomass was not a statistically important removal mechanism. However, approximately 90% of the initial 4.25 mg L-1 malathion concentration degraded primarily via heterotrophic activity.

Over the past two decades, pavement engineers at the Air Force Civil Engineer Center have noticed the majority of identified distresses from PCI airfield surveys are climate related. To verify these trends, a comprehensive analysis of the current airfield pavement distress database was accomplished based on a climate region perspective. A four-zone regional climatic model was created for the United States using geospatial interpolation techniques and climate data acquired from WeatherBank Inc. A potential retention problem is facing company grade officers (CGOs) in the Air Force Civil Engineer (CE) career field. The United States Air Force (USAF) needs aggressive new techniques to compliment its asset management of its real estate portfolio. Air Force officials are experiencing budget cuts that have led to degraded facility infrastructure. Two areas of operations in which there are opportunities to improve the asset management of Air Force facilities are roof maintenance and energy retrofits. Aircraft deicing fluid used at airport facilities is often collected for treatment or disposal in order to prevent serious ecological threats to nearby surface waters. This study investigated lab scale degradation of propylene glycol (PG), the active ingredient in a common aircraft deicing fluid, by way of a laboratory-scale sequencing batch reactor containing municipal waste water treatment facility activated sludge (AS) performing simultaneous organic carbon oxidation and nitrification. Voluntary turnover is a concern for the military and many other organizations from a financial and performance standpoint. This study applied grounded theory to code and network comments provided by CE officers in 2010. The results of this study found the most influential construct that predicts turnover intentions to be the relationship of OPSTEMPO influencing interrole conflict. Nanoscale zero-valent iron (nZVI) is an emerging tool for the remediation of groundwater contaminants. The nanoparticles are capable of reductively destroying or immobilizing a wide range of contaminants. Their small size results in a high surface area to mass ratio, making them much more reactive compared to their more-coarse predecessors. Small particle size also allows nZVI particles to be injected directly into contaminated areas via a well, limiting the above-ground footprint and allowing access to contaminated areas that are beyond the reach of some conventional methods. nZVI technology has the potential to facilitate remediation in difficult situations, improve remediation outcomes, …

The federal construction sector was a leader in the development and implementation of an early form of relational contracting known as partnering. Since then, alliancing has emerged as the new evolution of relational contracts. Throughout DoD, chlorinated aliphatic hydrocarbons (CAHs), a type of Dense Non-Aqueous Phase Liquid (DNAPL), have been frequently used. In the subsurface, spilled DNAPLs may pool atop low permeability clay layers. In this study a numerical model is constructed using the Groundwater Modeling System to assess how cracks in the clay, either pre-existing or the result of DNAPL-clay interactions, might impact a dissolved CAH plume generated by the DNAPL source. Predicting, determining, and linking theater-related source-specific exposures to health effects has proven difficult. The purpose of this research is to delineate retrospective exposure zones using spatially interpolated particulate air sampling point data from Joint Base Balad, create burn pit exposure isopleths from dispersion model outputs, and merge into a combined exposure model in GIS. Interpolated monitoring results and dispersion modeled results were combined to compare modeled exposures across base. Burn pit contribution to total PM10 was also modeled. The purpose of this research is to understand how scheduling operates in the Department of Defense environment and identify how project change underscores schedule uncertainty. This pilot study explored the effect snow removal operations have on thermoplastic pavement markings. Including snow removal as a separate independent variable is unique because much of the previous research performed on pavement marking degradation mentioned snow removal as a direct cause in a marking degrading more rapidly; however, it is mentioned as an afterthought and a suggestion to be considered in future research. The first manuscript validated a previously published model with an expanded data set, updated service life predictions for painted pavement markings using recently released pavement marking retroreflectivity minimums, and incorporated recent cost data to evaluate two alternative methods of compliance with the new retroreflectivity minimums for two-lane roads. An upward Vertical Flow Treatment Wetland (uVFTW) at Wright Patterson AFB designed to bioremediate contaminated groundwater exhibits hydraulic short-circuiting. Prior studies estimated that groundwater flowed through less than 50% of the wetland’s volume, and that the mean residence time was significantly less than the nominal residence time, which was calculated assuming flow through the entire wetland volume.
