Varying legislation and executive orders coupled with needs for energy resiliency have led the United States Air Force (USAF) to pursue sustainable construction. However, the limited understanding of initial costs to implement these changes have contributed to poor project cost estimating, resulting in 62 percent of USAF projects experiencing more than 5 percent cost growth. After reviewing 1628 USAF Military Construction (MILCON) construction projects in 922 category codes (CATCODEs), a twotailed t-test for populations with unequal variance was accomplished on the final normalized contract cost for 340 projects in 16 CATCODEs executed between 2002 and 2017. Cruising sailboats operate with a power requirement modest enough to operate mostly or completely on renewable energy technology sources. Cruisers without renewable energy systems use the vessel’s diesel engine to charge the boat’s batteries; if the systems are operated at anchor, this dramatically decreases the time before the engine needs major overhaul. System users estimate a diesel engine can run approximately 8,000 hours underway before needing major overhaul, whereas operating 500 hours at anchor produces similar wear and tear on engine pistons. One promising technology to combat an energy shortage in austere locations is wind energy. In combination with battery storage and generator backup, we explore the feasibility of using a hybrid energy system to reduce the volume of diesel fuel required. Modeling the energy demands in austere locations will enable missions in remote settings to optimize their energy costs, increased their energy resiliency and assure their supply. For a modeled time-series energy requirement that varied between 2.4 MW and 5.1 MW, the optimal wind system size was 9.9 MW of installed wind power paired with a 741 kWh battery. Assuming an …

During the last century, airbases were attacked at least 26 times in an effort to destroy the enemy at its base. Attacks on military airbases impose prohibitive losses to critical infrastructure, which in turn impacts the maintenance of air power projection. The primary enemy threat facing critical infrastructure today is the use of ballistic and land-attack cruise missiles to disrupt an airbase’s ability to launch and recover aircraft. This study is an exploratory analysis combining military construction (MILCON) data from the Selected Acquisition Reports (SAR) of Major Defense Acquisition Programs (MDAP) with the associated Automated Civil Engineer System project actual costs. The analysis uses both descriptive and inferential statistics to identify cost growth of MILCON at the programmatic level as well as to bridge the gap between SAR estimates and actual project costs within those program-level estimates. Overall, programs experience more negative growth (cost savings) in MILCON estimates on SARs, typically less than 0.2% of the total program cost implying minimal impact to program decisions. Air Force policy dictates that only epoxy can be used as a treatment option for shrinkage cracks in concrete airfield pavement. However, since epoxy is not ideal for shrinkage cracks, this research focuses on the evaluation of high molecular weight methacrylate (HMWM) as a treatment option. Laboratory experiments were performed on four sealants to determine whether they could penetrate a crack 24 inches deep, bond to the concrete, and resist water intrusion. Three HMWMs (TK-2415, Kwik Bond KBP 103, and Castek Transpo T-70) and one epoxy (TK-2110) were assessed. The four sealers were applied to 32 concrete specimens with crack …

The 2018 National Defense Strategy defines a transition to agile basing, where the logistics footprint of new conceptual systems can be distributed across a set of airfields, instead of one main operating base. Currently, there is no capability to assess early concepts using airfield data. This research develops a methodology and a tool that assesses system concepts using world-wide civil and military airfield infrastructure, such as runway parameters, parking, munitions, fuel and warehouse storage, and distance to areas of interest. The purpose of this study was to investigate the stability of the cost performance index (CPI) for environmental remediation projects as the topic is not addressed in the literature. CPI is defined as the earned value of work performed divided by the actual cost of the work, and CPI stability represents the point in time in a project after which the CPI varies by less than 20 percent (measured in different ways).

This construction program will expand the footprint of facilities and change parts of the storm water management scheme, which may have second order effects on the underlying permafrost layer. The Air Force has established standard practices that utilize computational noise models to generate and display noise propagation from military installations. RED HORSE units, having existed for over 50 years, currently have 4 active duty squadrons currently employed overseas in multiple military contingency environments. As a medical waste product, the MS2 bacteriophage has been discharged into wastewater distribution and treatment networks. To categorize its impact to suspended growth treatment methods, this research investigated the effect of the MS2 bacteriophage on activated sludge through a series of respirometry tests. The effects of MS2 bacteriophage at a concentration of 3.2x108 PFU/mL were assessed by determining peak O2 consumption, cumulative O2 consumption, molar CO2/O2 ratios, and shape factors. The purpose of this research was to investigate the use of in-ear noise dosimetry and worker feedback to reduce noise exposures among combat arms instructors and heavy equipment operators in the Air Force. Specifically, this thesis sought to determine how effectively hearing protection devices (HPDs) are being utilized currently, and whether providing at-ear noise exposure data to workers results in reduced noise exposures or changes in worker attitude. The purpose of this research was to characterize jet fuel combustion emissions (JFCE) in an occupational setting. Prior research demonstrated that aircraft emit hazardous species, especially at engine start-up and ground idle. Complaints of eye, nose, and throat irritation from occupational exposures near aircraft exist. In this study JFCE were tested during an aeromedical evacuation engines running patient onload (ERO) on a C-130 Hercules at the 179th Airlift Wing, Mansfield-Lahm Air National Guard. This work examined ultraviolet (UV) light emitting diodes (LED) and hydrogen peroxide in an advanced oxidation process in support of a USAF installation net zero water initiative. A UV LED reactor was used for degradation of soluble organic chemicals. There were linear relationships between input drive current, optical output power, and first order degradation rate constants. When drive current was varied, first order degradation rates depended on chemical identities and the drive current. When molar peroxide ratios were varied, kinetic profiles revealed peroxide-limited or radical-scavenged phenomena. Molar absorptivity helped explain the complexity of chemical removal profiles. This research investigated the efficacy of granular activated carbon (GAC) as a method to treat water impacted with aqueous film forming foam (AFFF) after a firefighting response. Bench-top experiments were conducted and compared to field scale adsorber performance removing mg/L concentrations of PFAS in water contaminated with Military Specification AFFF. Batch tests compared four adsorbents, and determined Calgon F600 GAC and Rembind Plus mixed carbon media had the greatest perfluorooctane sulfonate (PFOS) capacities. Additional batch isotherm experiments using AFFF and higher PFOS concentrations (mg/L) indicated larger amounts of GAC are required (>30mg/L) for effective removal. Full-scale testing simulated an …

Perfluoroalkyl substances (PFAS) are metabolically stable synthetic chemicals that have been manufactured for commercial and industrial purposes since the 1950s. PFAS possess surfactant properties that make them ideal to fight hydrocarbon fires and are therefore present in aqueous film forming foams (AFFF). Furthermore, AFFF may contain blends of both linear and branched PFAS isomers. Research suggests that branched PFAS isomers have greater relative placental transfer efficiencies than their linear counterpart, but few studies have evaluated their toxicity. The objective of this study is to investigate the performance of the design-bid-build and design-build project delivery methods in Air Force military construction (MILCON). Project delivery performance is measured through quantitative cost, schedule, and change order metrics for 264 design-bid-build and 316 design-build MILCON projects from 2003-2014. The average response measures were statistically compared within each delivery method using three independent variables: time, facility type, and major command (MAJCOM). The Air Force is facing the challenge to preserve the current inventory of 154 million square yards of paved airfield assets while at the same time reducing the budget by $36.2 billion between fiscal years 2015-2019. This research sought to determine a selective maintenance and rehabilitation treatment approach that allocates resources efficiently to preserve the degrading pavement assets in the financially constrained environment. Switchgrass-derived ethanol has been proposed as an alternative to fossil fuels to improve sustainability of the US energy sector. In this study, life cycle analysis (LCA) was used to estimate the environmental benefits of this fuel. To better define the LCA environmental impacts associated with fertilization rates and farm-landscape topography, results from a controlled experiment were analyzed. The United States has spent more than $23 billion on construction in Afghanistan since 2001. The dynamic security situation created substantial project uncertainty, and many construction projects used cost-plus-fixed-fee contracts (CPFF) instead of the firm-fixed-price (FFP) norm. Using a dataset of 25 wartime construction projects managed by the Air Force Civil Engineer Center, the authors sought to confirm that both contract types yield project outcomes consistent with the established literature. As expected, they found CPFF contracts had greater cost and schedule growth than FFP. However, they did not find differences regarding as-built quality. The Air Force estimates military construction (MILCON) costs early in a project’s development as a part of the funding approval process. However, many of the initial cost estimates deviate significantly more than expected from the actual project costs, hindering funding allocation efforts. There is a need for improved estimation techniques. This research examines a cost estimation model for the initial programming stages of a project when only general scope information is available.

In terms of active duty personnel, the USAF is the smallest it has ever been since its creation in 1947. With fewer personnel to accomplish essential tasks, the training of Airmen is more important than ever. Outdated and irrelevant training can lead to gaps in the knowledge of trainees. The purpose of this research was to analyze the training needs of Civil Engineer (CE) Company Grade Officers (CGOs) in the contingency environment.
