Enhancing The Oregon Crash Reporting Process: A Feasibility Study, Christopher M. Monsere, Erin E. Wilson, Amber Springberg

Civil and Environmental Engineering Faculty Publications and Presentations

In most states, police officers and trained investigators complete crash reports for nearly all reportable crashes that occur on public roads. Many states have made significant improvements in the quality and timeliness of their crash data systems by implementing, in addition to other improvements, electronic filing of these reports by police officers. Oregon relies on citizen reports for a majority of their crash data and paper forms must be submitted to the responsible state agency and are then manually coded into the crash data system. Police reports are also paper based. This process limits the improvements that can be made …

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.

With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Maine construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.

Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099-Miscellaneous Income forms."

This paper is concerned with identifying the organisational issues causing difficulty in the use of PPP and assessing the impact of PPP implementation on the organisational culture in the Irish public and private sectors. The authors address this issue by mapping the PPP process for one project type and comparing this process with that carried out in traditional procurement. Process differences through use of PPP are identified and organisational issues that have potential to impact on PPP success are assessed. Service-learning is defined as integrating the community service experience of students with their academic study so that learning is enhanced. The level of student participation in community service is at an all time high as students feel the need to confront today's technical and societal problems. However, service-learning is more than community service or volunteerism. Service-learning as defined above, integrates the community service experience with the student’s academic study (note the hyphen in "service-learning" means that both are considered equal). National Weather Service (NWS) personnel who are responsible for rating tornadoes have expressed frustrations in applying the Fujita Scale in a consistent and accurate manner. Weak links in a structural system or a slow-moving storm sometimes lead to an overrating of a tornado event. Several technical articles suggest that wind speeds associated with some descriptions of damage are too high. For example, a 260 mph wind speed is not required to completely destroy a well constructed house and blow away the debris. The damage occurs at significantly lower wind speeds. Minor et al.
