Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. Craft worker retention is a constant concern of construction firms who selfperform portions of projects. These companies must maintain an understanding oftheir work force. A methodology is presented in this study for studying information in readily available employee databases to gain such an understanding. Using a sample of 10 of Missouri's 17 largest contractors, that employ 5,277 craft workers; this study examined the employee databases to identify differences in mean length of employment based on hire age, craft, union affiliation, and company size. The analysis of variance statistical technique was utilized to test four null hypotheses. Based on the test …

Driving under the influence of intoxicants (DUII) applies to operating a vehicle under the influence of any substance that can impair driving performance. Nationally and locally there is a strong desire to reduce the societal impacts of this significant social problem. The trend in U.S. alcohol-related motor vehicle crashes was generally decreasing in the mid to late 1980’s but has remained fairly flat since the early 1990s. In 1982, approximately 60% of all US traffic fatalities were alcohol-related. By 1994, this had decreased to 43% but in the decade that followed it has changed little. In 2005, nearly 39% of …

This research was focused on low-volume roads over expansive clayey soils in Texas. In spite of the redundant pavement designs recommended and widely used in Texas for roads in high PI clay areas, these pavements often fail prematurely. This failure occurs primarily because of the highly variable properties of the clayey subgrade throughout the year due to moisture fluctuations. In recent years, the techniques for screening transportation networks to identify high crash locations have become more sophisticated. Many transportation agencies, however, lack sufficient data, either in timeliness, completeness, or accuracy to implement many of the recent advances. This paper presents the results of an empirical analysis of screening and ranking for specific crash type (speed and ice related crashes) on rural 1.6 km (1 mi) highway sections of Oregon highways. The analysis includes data generated with the extensive use of spatial techniques and incorporates climate data to enhance environmental considerations. Spotlight On Construction: St. Simons' Library Welcomed 70th Anniversary In New Facility

The article announces the grand opening event of the St. Simons Public Library in Georgia in January 2007. The library also celebrated its 70th anniversary on March 16. According to Libby Hogan, chair of the library's board of directors, they have 1,200 extra square feet of space in the renovated building. St. Simons joined the Three Rivers Public Library System (TRRLS) and PINES (Public Information Network for Electronic Services), bringing its patrons access to more than 8.5 million items owned by other PINES member libraries. The library currently has approximately 35,000 volumes, according to manager Maureen Hersey.

The rising trend of motorization and improving socio-economic status of Thai people directly influences the aggravating road safety situation with fatalities and permanently disabled injuries of about 130,000 and 500,000 respectively over the past decades. An estimated annual cost from road crashes amounts to about US$2,500 million, 3.4 percent of Gross National Product (GNP), undoubtedly inflicts Thailand with a burning public health concern in the South East Asian region. With fast population growth and economic development in the US-Mexico Borderland, water diversion and usages has reduced the flow substantially in the Low Rio Grande River (LRGR). Tidal portion of the LRGR has posed an environmental drought issue since 1993 and the channel clogged with the invasion of non-native plants also causes environmental problems. As a result of the intensity of these natural and manmade factors, the Rio Grande stopped flowing to the sea in February 2001. The Soil and Water Assessment Tool (SWAT) is a process-based, watershed-scale model with a hydrologic response unit (HRU) as the basic computation element, which makes it difficult to accurately represent riparian buffers using their physical parameters (e.g., vegetation structure). On the other hand, the field-scale Riparian Ecosystem Management Model (REMM) provides the opportunity to consider details of hydrologic processes within a riparian buffer zone. By 2003 the first Irish Public Private Partnership (PPP) projects had reached the operational stage. Media reports were emerging of significant differences in the effectiveness of these projects.

This research set out to find a means by which effectiveness of PPPs could be increased and to develop a model that would assist PPP practitioners with this task in the future. Through a literature review, the Irish PPP process was mapped, the changes encountered in the introduction of PPP were investigated and a conceptual model – based on a traditional process model - was proposed. The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. The Girl Scout Wall (GS Wall) project was implemented in two classes at the University of Dayton (UD): a Mechanical and Aerospace Engineering (MAE) course, and a Health and Sports Science (HSS) course, and Sport Facility Management. The MAE course, Introduction to Materials, is a three-credit, third-year required course where students learn about the basic structure and properties of materials as well as the principles of material selection. The Sport Facility Management course is a three-semester hour, required HSS course where students are introduced to the processes of planning, constructing, equipping, maintaining, and managing sport facilities.

This article presents a modeling framework that represents bus priority at signalized intersections in the context of its potential network-level and intermodal effects. The model incorporates bus priority within an intermodal dynamic traffic assignment simulation model. It dynamically assigns travelers to different modes and routes in the network according to prevailing traffic conditions, which result from applying a certain network control/bus priority scheme. The model considers changes in traffic conditions as a result of (1) drivers’ route choice adjustments due to changes in traffic signals settings and (2) modal shifts by travelers to take advantage of improved transit service.
