Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

This paper shows that robustness analysis is a technique with a potential for aiding decision makers in choosing transportation investment projects. In this paper, it has been demonstrated that it can be successfully used in urban transportation planning in conjunction with urban travel demand software. The robustness analysis procedure emphasizes the need, under conditions of uncertainty, to make early decisions in a time-phased sequence, while preserving future options that currently seem attractive. The results of the robustness analysis from the case study used in this paper indicate that the method is simple to understand, easy to use, minimizes future surprises …

Corn, wheat and coal are the most commonly carried commodities. Passenger vehicle occupant restraints are regarded as the easiest and the most effective way of reducing the number of highway fatalities. Strong vehicle occupant protection enforcement laws are regarded as the most effective way to increase seat belt use. The increase in restraint use in the United States and other countries has been largely attributed to mandatory seat belt use legislation. Many fatalities and injuries in motor vehicle crashes could be avoided if more passengers used their seat belts. It is well-known and generally accepted that all undeveloped land in New England cannot forever be protected from development; nor would this be a desirable goal, as continued economic development and population growth are near certainties. For these and other reasons, private land trusts and government agencies generally use explicit criteria to prioritize their land acquisition activities and prospects.

A 5-year, pooled fund study with the Iowa, Minnesota, and Wisconsin departments of transportation assessed the public's perceptions of pavement improvement strategies and developed thresholds of satisfaction using the departments' physical indices, such as pavement ride and condition on rural, two-lane highways in the states. Approximately 3,600 drivers in the three states were involved in the three phases of the project, which included 18 focus groups, 400 statewide surveys in each state, and 2,300 targeted surveys across the three states. This study assesses the impact of land use changes on annual energy production of the hydro stations of Cameron Highlands Hydroelectric Scheme. Land use affects sediment load and streamflow of Sungai Telom and Sungai Bertam, which influences power generation and energy production of the several hydro stations in Cameron Highlands. Data of rainfall, streamflow, suspended sediment load, land use and energy output for the period 1964 to 1998 were collected, processed and analysed. The Geodetic, Universal Transverse Mercator (UTM),and State Plane systems have traditional roles in various science, surveying, and government agency engineering applications. Presents a solution to the user equilibrium dynamic traffic routing (DTR) problem for a point diversion case using feedback control methodology. The sliding mode control technique which is a robust control methodology applicable to nonlinear systems in canonical form is employed to solve the user equilibrium DTR problem. The canonical form for this problem is obtained by using a feedback linearization technique, and the uncertainties of the system are countered by using the sliding mode principle. Simulation results show promising results.
