Over the last twenty years or more, Uganda has benefitted from significant strides in water and sanitation initiated by the United Nations' Millennium Development Goals. While the rapid progress towards development has been vastly beneficial, it is also important that it does not occur at the expense of the environment. The environmental impacts of these water sources must be evaluated and understood. However, to develop a robust understanding of the impact requires inclusion of the community members who use these sources and their perceptions of them. Spatial transferability of travel forecasting models, or the ability to transfer models from one geographical region to another, can potentially help in significant cost and time savings for regions that cannot invest in extensive data-collection and model-development procedures. This issue is particularly important in the context of tour-based/activity-based models whose development typically involves significant data inputs, skilled staff, and long production times. Assessing Appropriate Technology Handwashing Stations In Mali, West Africa, Colleen Claire Naughton

Proper hand hygiene is the most effective and efficient method to prevent over 1.3 million deaths annually from diarrheal disease and Acute Respiratory Infections (ARIs). Hand hygiene is also indispensable in achieving the fourth Millennium Development Goal (MDG) to reduce the childhood mortality rate by 2/3rds between 1990 and 2015. Handwashing has been found in a systematic review of studies to reduce diarrhea by 47%#37; and is, thus, capable of preventing a million deaths (Curtis et. al., 2003). Despite this evidence, hand washing rates remain seriously low in the developing world (Scott et al., 2008).

The Colorado Oil and Gas Conservation Commission (COGCC) recently initiated a rule making process to develop new, statewide regulations for baseline sampling and monitoring of groundwater near new oil and gas wells. COGCC’s first rule making hearing was held November 14; the rule is expected to be finalized December 10. Analysis Of Travel Time Reliability For Freight Corridors Connecting The Pacific Northwest, Miguel A. Figliozzi

Civil and Environmental Engineering Faculty Publications and Presentations

A new methodology and algorithms were developed to combine diverse data sources and to estimate the impacts of recurrent and non-recurrent congestion on freight movements’ reliability and delays, costs, and emissions. The results suggest that traditional traffic sensor data tend to underestimate the impacts of congestion on commercial vehicles travel times and variability. This research also shows that congestion is not only detrimental for carriers and shippers costs but also for the planet due to major increases in GHG emissions and for the local community due to large increases in NOx, PM, and other harmful pollutants.

There is national interest in building data that expands upon the existing Institute of Transportation Engineers (ITE) trip generation rates to include sites located in a multi-modal context. Current ITE rates represent travel behavior for development in single lots and uses, primarily measured in low-density suburban areas. Despite evidence that a more compact urban form, access to transit and a greater mix of uses generates fewer and shorter vehicle trips, local governments are often compelled to use current ITE trip generation rates to evaluate transportation impacts and calculate transportation system development charges (TSDCs). The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Value Of Travel Time Reliability Part Ii: A Study Of Tradeoffs Between Travel Reliability, Congestion Mitigation Strategies And Emissions, Miguel A. Figliozzi, Alexander Y. Bigazzi

Civil and Environmental Engineering Faculty Publications and Presentations

Capacity, demand, and vehicle based emissions reduction strategies are compared for several pollutants employing aggregate US congestion and vehicle fleet condition data. We find that congestion mitigation does not inevitably lead to reduced emissions; the net effect of mitigation depends on the balance of induced travel demand and increased vehicle efficiency that in turn depend on the pollutant, congestion level, and fleet composition. In the long run, capacity-based congestion improvements within certain speed intervals can reasonably be expected to increase emissions of CO2e, CO, and NOx through increased vehicle travel volume.
