Mining within ancestral territories reveals an ongoing conflict between technical viability and Indigenous consent. This collaborative study, conducted by an engineering scholar and a policy researcher of Indigenous heritage in Benguet among the Ibaloi and Kankanaey peoples, investigates how risk transparency and policy alignment can bridge existing divides, while formulating principles applicable to other Indigenous mining contexts. The study provides an initial evaluation of the feasibility of a proposed large-scale mining operation within a risk-informed, data-driven governance framework. This thesis develops a framework to determine track access charges for shared high-speed rail corridors, with a focus on rail replacement cost driven by train-induced loads. The method explicitly accounts for both static loads, resulting from axle weights, and dynamic loads that arise from train speed and track geometry, particularly curvature. Train characteristics such as axle load, operating speed, frequency of service, and number of wheels are integrated with track parameters, including curve radius, to calculate the total vertical load. This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. Contrary to much of the modern literature finds transportation infrastructure leads to decentralization, I find the opposite-evidence of centralization. The overarching goal of this dissertation is to develop an integrated, simulation-driven framework to assess and enhance the resilience of interdependent transportation and healthcare systems before, during, and after natural hazards. By examining how spatial disruptions, social vulnerability, operational constraints, and infrastructure interdependencies affect access to and functionality of hospitals, this research offers a multifaceted evaluation of system performance under stress. This dissertation examines the impact of natural hazards, particularly floods, on the interdependent transportation and healthcare systems. This thesis presents a study on the application of Distributed Fiber Optic Sensing (DFOS) technology for detecting pavement's strain response with high spatial resolution. Using a Rayleigh-based optical frequency domain reflectometry (OFDR) system, DFOS sensors were calibrated and embedded in full-scale asphalt slabs subjected to accelerated loading using a Model Mobile Load Simulator 3 (MMLS3). Calibration of the DFOS sensors was conducted using a three-point bending flexural test with known load conditions and reference strain gauges to validate theoretical and numerical models. The goal is to propose effective solutions that enhance the use of public infrastructure during both event days and normal traffic conditions. This thesis develops an implementation plan for an on-demand charging solution for the El Paso International Airport to address the current limitations in charging infrastructure. This thesis presents a study on the crashworthiness of two commonly-used roadside safety devices: Type II barricades and luminaire poles supported by TB1-17 transformer bases. The first part focuses on designing and evaluating a non-proprietary, Type II barricade that meets MASH criteria. A validated LS-DYNA model, based on a previously-tested Type III barricade, was used to guide the design. However, limited research exists to develop bridge railing systems for high-service-level roadways that meet current vehicular impact safety standards. This dissertation aims to understand how disruptive events —particularly the COVID-19 pandemic—affect driving behaviors, transportation safety and equity by leveraging advanced statistical modeling techniques and data from Virginia. This research pursues three overarching objectives. First, it employs multigroup structural equation modeling (SEM) to uncover the complex interrelationships among risky driving behaviors, injury severity, and pandemic-related factors, delineating the mechanisms through which COVID-19 has impacted crash outcomes via changing risky driving behaviors. In 2022, 7,522 pedestrians and 1,084 bicyclists were killed and approximately 67,000 pedestrians and 46,195 bicyclists injured in motor vehicle crashes on public roadways in the United States, according to the Insurance Institute for Highway Safety (IIHS). Traditionally, traffic incident management (TIM) programs coordinate the deployment of emergency resources to immediate incident requests without accommodating the interdependencies on incident evolutions in the environment. However, ignoring these inherent interdependencies while making current deployment decisions is shortsighted, and the resulting naive deployment strategy can significantly worsen the overall incident delay impact on the network. In coastal urban areas, tidal flooding brings water carrying nutrients and particles back from land to estuarine and coastal waters. A statistical model to predict nutrient loads during tidal flooding events can help estimate nutrient loading from previous and future flooding events and adapt nutrient reduction strategies. We measured concentrations of dissolved inorganic nitrogen and phosphorus in floodwater at seven sentinel sites during 15 tidal flooding events from January 2019 to September 2020. Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. With the impact of climate change, the intensity and frequency of tornado events have been increasing. Enhancing tornado reconnaissance methods can comprehensively capture building damage and recovery data following tornado events and outbreaks, thereby strengthening community resilience against the threat of future tornado events. This study investigates the causes and consequences of shoreline erosion at Kkotji Beach, a prominent tourist destination on the west coast of South Korea, where the degradation of the coastal environment has increasingly threatened the local tourism industry and economy, by employing a mixed-methods approach that combines field observations with MIKE 21 hydrodynamic simulations and by integrating perspectives from coastal engineering and the social sciences to develop practical, site-specific strategies for mitigating erosion, enhancing public awareness, and promoting sustainable coastal planning and development that support long-term environmental resilience and economic stability. Discarded objects like munitions in marine environments pose public safety risks. The behavior of various density objects deployed at four cross-shore positions in the surf zone of a large-scale 120 m x 5 m x 5 m wave flume were observed under different forcing conditions. Net migration was predominantly directed offshore, with approximately 70 % offshore migration observed near the outer surf zone. Density, shape, and initial orientation were identified as important to object behavior, with density acting as the dominant driver in 67 % of the object pairing scenarios. Cycling is increasingly recognized for its wide range economic, environmental, and health benefits as a mobility option. However, disparities in the provision and the quality of bicycle infrastructure persists. Ensuring fair access and usage of these benefits for all presents a significant challenge. As a result, establishing effective methodologies to evaluate cycling equity is critically important. This paper synthesizes research on infrastructure asset management with a focus on equity considerations in bicycle infrastructure. A systematic review of 19 North American studies critically examines how existing research categorizes vulnerable populations and assesses fairness.
