The Christian Regenhard Center for Emergency Response Studies, leveraging the expertise of its faculty, staff, Advisory Board and colleagues, has consistently programmed activities focused on high-rise fire safety. The upcoming 50th anniversary of the film The Towering Inferno was an inspiration.
We decided this would be more lighthearted and less purely technical than many of our events. We wanted to consider both the film, and use it to reflect on the state of fire safety in tall buildings in New York City.

Measuring flame, air, and soil temperatures during wildland fires, including wildfires and controlled burns in land management contexts, is crucial for research and applications in fire ecology, safety, and management in a wide array of ecosystems, from grasslands to forests. However, open-source and commercial systems are needed for measuring and logging flame and air temperatures that are user-friendly, economical, modular, and customizable. This paper details the design, development, and validation of the FireLog system. Civil infrastructure is continuously subject to aging and deterioration due to multiple factors, which lead to a decline in performance and impact structural health. Accumulated damage on structures increases operational costs and poses significant risks to public safety. Overreliance on cars can promote individual, environmental, economic and social problems, requiring the development of measures to reduce car use and encourage the use of more sustainable transport options. Contributing to this call, here we report a cross-cultural study conducted in Brazil (n = 312) and the United States (n = 518) investigating the applicability of the model of Bamberg and Möser in predicting the use of public transport. Results indicated the model is equivalent across samples, regarding both the measures and the relations between the variables of the model. Coastal areas like Virginia Beach, USA, are increasingly vulnerable to flooding. To mitigate the impact of flooding, it is crucial for the City of Virginia Beach to have reliable 72-hour-ahead (3 days) forecasts of water levels at key gauge locations. To support this effort, several sensors have been installed throughout the city to monitor water levels and other environmental parameters such as wind speed, precipitation, and atmospheric pressure. Leveraging sensor data from one of these locations, we developed an uncertainty-aware deep learning model to forecast water levels. This study intends to investigate the non-compliant behavior of drivers with seatbelt use in New Jersey. By examining various factors such as temporal and roadway characteristics, this study seeks to identify the underlying causes of this seatbelt non-compliance behavior. To overcome the limitations of traditional methods like cross-sectional data collection, a novel approach known as moving vehicle method was employed. Embankments have been widely used in the construction of transportation and flood defense infrastructure. Embankments constructed from clays experience a suite of weather-driven deterioration processes that lead to a progressive loss of hydromechanical performance, causing potentially severe and costly consequences. This study aimed to predict the time to failure of aging, deteriorating clay embankments supporting transportation infrastructure. A multi-phase numerical modeling approach was developed to replicate the long-term, weather-driven, hydromechanical behavior of clay embankments. Performance-based contracts (PBCs) used in road maintenance provide flexibility for considering new materials, design, and technology to achieve predetermined performance targets. Several states in the U.S. have already used these types of contracts in road maintenance, and their experience can inform the use of PBCs in California. The objectives of this research are twofold. First, identify the benefits and challenges of PBCs compared to traditional contracts. In a post-9/11 world, hostile actors are using vehicles as weapons to inflict civilian casualties. Pedestrians, vulnerable road users, military personnel, and police may be targeted using a vehicle as a weapon. The United States Department of Defense (DoD) also utilizes Entry Control Facilities (ECFs) which are carefully designed transportation corridors to manage how threat vehicles are able to access military facilities. This study investigates impervious surfaces — areas covered by materials with restricted water permeability, such as pavement, sidewalks, and parking lots—due to their crucial role in influencing water dynamics within urban landscapes. The impermeability of these surfaces disrupts natural water absorption processes, resulting in adverse environmental consequences such as increased flooding, erosion, and water pollution. The research employs impervious surface analysis, a method involving the mapping and analysis of these surfaces within specified study areas, including cities, counties, and census tracts. Decision-makers increasingly invoke equity to motivate, design, implement and evaluate strategies for managing flood risks. Unfortunately, there is little guidance on how analysts can develop measurements that support these tasks. Here we analyse how equity can be defined and measured by surveying 167 peer-reviewed publications that explicitly state an interest in equity in the context of flood-risk management. Our main result is a taxonomy that systematizes how equity has been, and can be, defined and measured in flood-risk research. The taxonomy embodies how equity is a pluralistic and unavoidably ethical concept. Despite this, we find that most quantitative studies fail …

The Hawaii Department of Transportation (HDOT) desired to evaluate the crashworthiness of a guardrail end terminal design in which the upstream guardrail anchorage was connected to a block partially buried in a cut slope, known as a “Buried in Backslope” or BIB design. The HDOT BIB system used an upper W-beam with 8-in. deep blockouts attached to W6x9 steel posts and a lower W-beam rubrail located 3 in. below the upper rail. The system used two horizontal flares: 7.4:1 near the upstream anchor block and a 13:1 flare through the ditch.

This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). Throughout the 1960s and 1970s, thousands of people in San José, California were displaced from their homes as the state used eminent domain to purchase land and uproot neighborhoods for the construction of Interstate freeways. This report presents a multifaceted research and public knowledge effort that uncovers some of the communities buried beneath these freeways, in the area where I-280 and CA-87 meet today near downtown San José. This study’s objective was to use data from existing traffic signal infrastructure to estimate pedestrian volumes. Pedestrian push-button actuations were collected from signal controller logs at 49 intersections in western Oregon and an additional 16 intersections in eastern Oregon. These actuations were then compared to observed pedestrian counts, totaling over 34,000 people, obtained from video recordings. After exploring various options, a simple quadratic relationship was modeled using a single measure of pedestrian signal activity: the number of push-button presses (filtered to remove multiple presses within 15 seconds). The model’s predictions showed a correlation of 0.86 with observed pedestrian volumes and …

Researchers and practitioners studied the effects ride-hailing had in cities before the covid-19 pandemic. Previous research found ride-hailing to produce negative externalities, such as reducing transit ridership and increasing congestion in various cities. Since the pandemic, ride-hailing ridership has nearly recovered to pre-pandemic levels in Chicago. Ride-hailing ridership has grown steadily since the pandemic while a rider’s willingness to share their trip stagnated. Ride-hailing ridership nearly recovering to pre-covid levels in Chicago suggests that transportation planners, and policy makers, will need to continue assessing the impacts ride-hailing trips have in their cities.

Right-turn collisions at intersections are one of the most dominant crash types in suburban areas, especially at unsignalized intersections. There is, however, a lack of comprehensive research on the speed patterns of vehicles during right-turn manoeuvres and their impact on crashes. To provide an in-depth investigation of the factors determining the safety of right-turn manoeuvres, driving behaviour data were collected through an instrumented vehicle study. Connected vehicles (CVs) will enable various applications to improve traffic flow. This paper's focus is to investigate how the potential implementation of variable speed limit (VSL) through different types of communication and sensing technologies on CVs makes it possible to mitigate congestion at a sag curve bottleneck. A VSL algorithm is developed and implemented in a simulation environment for controlling the inflow of vehicles to a sag curve to minimize delays and increase throughput. Vehicle collisions with wild pigs (Sus scrofa) are reported almost everywhere this species is found. However, this is one of the least studied and characterized forms of damage that these invasive animals cause in the United States (US). We analyzed 518 wild pig-vehicle collisions (WPVCs) that took place statewide in Georgia between 2015 and 2021. From that dataset, we analyzed several parameters in order to better understand and characterize these accidents on a scale that had previously not been done in the US. The concept of climate tipping points in socio-environmental systems is increasingly being used to describe nonlinear climate change impacts and encourage social transformations in response to climate change. However, the processes that lead to these tipping points and their impacts are highly complex and deeply uncertain.
