The purpose of this research was to create a model that could potentially predict demand for military trained pilots in the airline industry. Specifically, this thesis sought to answer the research question addressing whether or not military trained pilots are currently more in demand or less in demand. The research questions were answered through a comprehensive literature review, collection of data relevant to airline industry growth, and regression analysis. The Aviation Continuation Pay Bonus, offered to all eligible Air Force aviators, has risen from $12,000/year to its current value of $25,000/year. This thesis developed models to forecast the KC-135R monthly Consumables (CONS) and Depot Level Reparable (DLR) Cost per Flying Hour (CPFH) for each U.S. Air Force service component. Using data for each operating location from FY1998 to FY2004, the models were constructed using panel data analysis, a form of regression that adds a cross-sectional and time-series dimension. In addition to including factors previously identified as prime contributors to CPFH, the models added new elements that may influence maintenance costs and be of interest to policymakers. These elements included mission capable rates, airframe operating hours, and climatology factors. An interaction variable …

The United States Department of Defense (DoD) is currently recapitalizing its aging fighter aircraft inventory with the F-22A and F-35. While the DoD may consider cost and performance issues, it does not use a quantitative model that effectively measures the tradeoffs between the two. This thesis constructs a hedonic model of the fighter aircraft market to measure the implicit price on fighter performance characteristics and specifically applies it to next-generation aircraft. Data from 50 aircraft from 1949-present were used to construct two models – one based on procurement costs and one based on research, design, test, and evaluation (RDT&E) costs. …

Successful space-based technologies like satellite imagery and GPS have increased military demand for a rapid-response launch capability. AF Space Command's Operationally Responsive Spacelift program was developed to ensure that the AF has the capability to launch a payload into orbit within hours of a tasking notification, and requires development of a new space launch vehicle. Reliability-centered maintenance is an approach to analyzing how and when equipment fails in order to maintain a desired level of performance or functionality. It employs the use of failure modes, effects and criticality analysis to rank order potential failures, and combines this rank order with the use of a prescribed decision logic process to determine what preventive maintenance tasks should be performed and when. Missile maintenance managers must explore new scheduling techniques to sustain weapon system readiness levels in light of published security enhancements. The problem of improving missile maintenance scheduling is modeled as a two-stage heuristic that utilizes the maximal covering location problem methodology. In an effort to improve aircraft availability, this research compared the efficiency of ten methods of determining variance-to-mean ratios (VTMRs, VMRs, V/Ms) for repairable, spare aircraft parts known as repairables. These methods are base pipeline quantity, Hill-Stevens (220 LRUs), a variation of Hill-Stevens (10 1s), Hill-Stevens (230 LRUs), the Sherbrooke, a variation of Sherbrooke (10 1s), historical data, a new regression function, variance-to-mean ratio equals 1.00 or variance-to-mean ratio equals 1.01. Strategic and operation planning play key roles in order to effectively implement this concept. During the planning process, separate courses of action (COAs) are developed. These COAs are evaluated based upon their operational effect, resource availability, nuclear and transportation feasibility. This thesis empirically assessed how duty schedule variance and overtime affect the job satisfaction and turnover intentions of USAF F-16 crew chiefs. A survey was completed by 346 active duty USAF F-16 crew chiefs regarding their perceptions of duty schedule variance, overtime, job satisfaction and intent to leave the Air Force. Theory suggests that turnover behavior is a multistage process that involves organizational, individual, and attitudinal components. Using multivariate correlation and regression analyses, plausible evidence was found to support the idea that duty schedule variance and overtime plays a role in USAF F-16 crew chief turnover intentions via job satisfaction. …

The performance of the Nuclear Facility (NFAC) incident module in modeling a nuclear reactor accident is evaluated. Fallout predictions are compared with air concentration measurements of I-131 in Europe over a five-day period. Two categories of source term specifications are used: NFAC-generated source terms based on plant conditions and accident severity, and user-defined source terms based on specifying the release of I-131. The Atmospheric Transport Model Evaluation Study report source term provided the needed detailed release information. For the C-17 Globemaster III cargo aircraft, these costs could exceed $64 billion dollars. Scheduling an air campaign is time and labor intensive. Exacerbating the problem, combat planners use manual methods to accomplish much of this daunting but critical task. While some work has been done to automate the process, the approaches used generate schedules that must undergo major modifications before they are "flyable."
