Demonstration Of Improved Software Support Labor Estimation For Air Force Operational Flight Programs Through Functional Orientation, Ronald R. Warner Jr., Darrel L. Wright
Demonstration Of Improved Software Support Labor Estimation For Air Force Operational Flight Programs Through Functional Orientation, Ronald R. Warner Jr., Darrel L. Wright
Theses and Dissertations
This study demonstrated two approaches to improve current software support effort estimation models for aircraft software. Both approaches involved a functional orientation not used by existing models. The first approach demonstrated how to orient a model to reflect the block change cycle modification process and how to represent support effort changes over time in order to improve effort estimation accuracy. Current software models do not reflect the support environment or the temporal characteristics of aircraft software support. The second approach demonstrated how to calibrate a model by properly selecting source data in order to increase accuracy. Support calibration is not …
An Evaluation Of Aircraft Maintenance Performance Factors In The Objective Wing, Mark A. Gray, Margaret M. Ranalli
An Evaluation Of Aircraft Maintenance Performance Factors In The Objective Wing, Mark A. Gray, Margaret M. Ranalli
Theses and Dissertations
Prior to 1992, organizational maintenance was aligned under a - separate maintenance organization. In 1992, the Air Force restructured into Objective Wings with organizational maintenance aligned under the flying squadrons. This study looks at the impact of this reorganization on maintenance performance factors. The researchers developed maintenance performance models using regression and principal component analysis. Mission Capable Rate and Total Not Mission Capable Maintenance Rate are used as dependent variables. A comparison of key maintenance performance indicators and model predictions before and after the reorganization is accomplished. Based on the results of this analysis, the researchers conclude that there is …
Scheduling Air Mobility Command's Channel Cargo Missions, Gregory S. Rau
Scheduling Air Mobility Command's Channel Cargo Missions, Gregory S. Rau
Theses and Dissertations
Through the use of a linear programming model, this research revised the initial schedule for AMC's channel cargo missions to eliminate any excess delay enroute by minimizing the cumulative, weighted time-in-system for all cargo, according to a given cargo flow. In fact, the revised schedule minimizes any assigned nonnegative weighting of the time-in-system, due to the properties of equivalent measures of performance. When combined with Step One of a proposed two-step process for revising AMC's channel mission schedule, this research can be used to improve the current schedule based on Step One's cargo flow. By carefully defining the notation and …
The Use Of Simulation To Evaluate Strategic Aeromedical Evacuation Policy And Planning, Charles W. Wolfe Jr.
The Use Of Simulation To Evaluate Strategic Aeromedical Evacuation Policy And Planning, Charles W. Wolfe Jr.
Theses and Dissertations
Strategic aeromedical evacuation (AE) of casualties from the theater of operations to the CONUS during wartime is a complex operation that involves the integration of medical personnel and policies with airlift concepts and capabilities. Military analysts within the Air Mobility Command Analysis Group (AMC/XPY) have traditionally used deterministic linear programming techniques to estimate the number of aircraft the United States Air Force (USAF) requires for given contingency scenarios. However, this group has yet to develop a stochastic approach to validate their resource recommendations, and more importantly, to study the interrelationships between key factors comprising strategic aeromedical evacuation. As the possibility …
Patient Scheduling And Aircraft Routing For Strategic Aeromedical Evacuation, Michael J. Loftus
Patient Scheduling And Aircraft Routing For Strategic Aeromedical Evacuation, Michael J. Loftus
Theses and Dissertations
The objective of this study is to develop an approach that would assign patients to aeromedical evacuation aircraft and route each aircraft to a single CONUS airport. The goal is to minimize total patient wait time. A heuristic algorithm is developed which exploits the structure of the problem. The first subproblem solved is the assignment of aircraft to airports. This subproblem is solved using integer programming and the results are input into the second subproblem. The second subproblem is the patient to aircraft assignment problem. This subproblem minimizes patient wait time and is solved using network flow programming. The two …
Models For The Optimization Of Air Refueling Missions, Clayton H. Pflieger
Models For The Optimization Of Air Refueling Missions, Clayton H. Pflieger
Theses and Dissertations
This research follows A. Yamani's work on the problem of minimizing total fuel costs for airlift missions that require in-flight refueling. Yamani's major assumptions were removed and the resulting enhanced formulation was applied the the original problem and the related problem of maximizing allowable cabin load. This optimization is accomplished selecting the rendezvous point and initial fuel for each aircraft. The formulation considers a C-141B airlifter refueled once by a KC-135E tanker. Flight is assumed to be at constant altitude and follow great-circle routes. The fuel costs of climb and cruise flight are modeled as functions of gross weight, while …

Estimating The Operating And Support Cost Difference Between Royal Australian Air Force C-130e And C-130h Hercules Aircraft, Terrence J. Sidey
Theses and Dissertations
This research investigated the operating and support cost (O & S cost) of Royal Australian Air Force (RAAF) C-130E and C-130H aircraft. The purpose was twofold: to provide information about the relative O & S cost of the RAAF's old and "new" C-130 aircraft; and to increase knowledge and understanding of aircraft O & S costing within the RAAF. Preliminary research indicated that RAAF O & S costing was rudimentary and that suitable O & S data would be difficult to obtain. Accordingly, an analogous O & S cost system -- the U.S. Air Force (USAF) SABLE cost model and …
The Development Of A Performance Measurement Concept For The Royal Australian Air Force, David R. Mcdonald
The Development Of A Performance Measurement Concept For The Royal Australian Air Force, David R. Mcdonald
Theses and Dissertations
he Royal Australian Air Force (RAAF) needed to develop performance measurements (PMs) to support its Program Management and Budgeting (PMB) System. This research assessed the use of the concepts of the Theory of Constraints (TOC) to develop those PMs. The literature indicated that: traditional accounting PMs were not always suitable in an environment of continuous improvement; Activity Based Costing did not provide the required measures; and non-financial PMs were supplanting the older measures. Further, governments faced unique problems in developing PMs, particularly in defining the outcomes to be measured. Using the Critical Theory and Action Research methodologies, and a case …

An Investigation Of Project Management Techniques For Scheduling Raaf Depot Level Maintenance, Kerry M. Bayley
Theses and Dissertations
This research investigates scheduling performances of commercial project management software. It is based on difficulties that the Royal Australian Air Force experienced in evaluating microcomputer-based packages in maintenance task scheduling of aircraft undergoing Depot Level Maintenance. A literature review found only one paper quantifying commercial software performances. No standard performance metrics or test data were found. Several packages were evaluated using a common set of 110 single-project resource- constrained networks. The performance measure used was closeness to optimally minimum Total Durations. No package performed best on all problems. On average, the best produced schedules 5.2% longer than optimal, with 95 …
An Evaluation Of Logistics Support For F-16 Aircraft Owned By Foreign Countries, Paul J. Lyons
An Evaluation Of Logistics Support For F-16 Aircraft Owned By Foreign Countries, Paul J. Lyons
Theses and Dissertations
The purpose of this thesis was to examine the logistics support provided by the United States Air Force (USAF) for F-16 aircraft owned by foreign countries. The research drew from historical trends and personal experiences to examine the ability of the U.S. to provide logistics support for F-16 aircraft owned by U.S. allies. The study found that timely, efficient support of FMS customers possessing F-16 aircraft does not appear to be a principal concern of the USAF logistics system. Complexity of processes, untimely responses, and failure to consider customer needs are common failings on the part of the USAF.

Analysis Of Department Of Defense Organic Depot Maintenance Capacity Management And Facility Utilization Factors, Marlies Dewoody
Analysis Of Department Of Defense Organic Depot Maintenance Capacity Management And Facility Utilization Factors, Marlies Dewoody
Theses and Dissertations
This study investigated the effects of mandated depot capacity utilization rates on throughput, inventory, and operating expense. The measures of merit analyzed were work in process inventories, leadtime, and throughput. Since the services do not use a common computer system to track/compute capacity data, a computer simulation provided the data used to meet the research objectives. The simulation modeled a serially interdependent system subject to statistical fluctuations. Variability in the system was reduced by reducing the spread around the processing time mean. Buffer inventories were placed in front of each process to protect the process from variability. Constrained systems were …
