In this qualitative, phenomenological study, Maslow‘s Eupsychian theory was used as the guiding framework for exploring the perceptions of trust and the behavioral change potential of subordinates (includes frontline supervisors) and managers (excludes frontline supervisors) within selected aviation maintenance organizations in Arizona. The problem addressed in the study was the growing concern that managers willfully mistreated subordinates, which led to decreased trust, motivation, and productivity. A combined representative sample of 10 maintenance technicians and frontline supervisors was purposively selected from the production lines of a large commercial aviation repair and overhaul station located in Arizona. This study provides an overview of the low-cost carrier (LCC) model in the Russian market. The LCC model seeks to achieve a competitive advantage through the reduction of operating costs, below the traditional airline model. Since Russia is an emerging and developing economy, airlines face a high level of uncertainty. We describe an integrated decision-making framework and model that we developed to aid EUROCONTROL, the European air traffic management organization, in its vital role of constructing a single unified European sky. Combining multicriteria decision analysis with large-scale optimization methods, such as integer programming and column generation using branch and price, our model facilitates the process by which the numerous European aviation stakeholders evaluate and select technological enhancements to the European air traffic management system. Within the Department of Defense, with changing missions to counter dynamic and asymmetrical threats, the acquisition workforce strives to maximize capability for joint warfighting. How acquisition professionals measure and select capability improvements for the nation’s weapon systems is a perpetual challenge, made even more complex with constrained defense budgets. This study identifies a method for determining which upgrades should be purchased (production) for which aircraft in the F- 15C fleet by optimizing a capability proxy measure. While a number of studies introduce entrepreneurship in the public sector, there is still a need for empirical research in this field. We use a survey of U.S. general aviation airport managers to investigate the benefits of entrepreneurial spirit in public sector management. The results of logistic regressions suggest that the airport managers’ beliefs in importance of self-sustainability significantly improve the likelihood of general aviation airports to be self-sustaining. On the other hand, the airport specific characteristics, such as a favorable location, county population, and others are not statistically significant in achieving self-sustainability. This survey-based study investigates the current financial environment of US general aviation airports. Due to a dearth of data and research on the financial performance of general aviation airports, the paper provides vital information regarding the critical needs and major revenue sources of such airports.The findings suggest that general aviation airports can be self-sustaining regardless of their location, runway length and other airport-specific characteristics.The attitudes of the airport manager towards the importance of financial self-sustainability, positive relationships with local communities, and utilisation of non-traditional and non-aviation revenue sources are found to be critical for the financial health of general aviation …

This thesis developed models to forecast the KC-135R monthly Consumables (CONS) and Depot Level Reparable (DLR) Cost per Flying Hour (CPFH) for each U.S. Air Force service component. Using data for each operating location from FY1998 to FY2004, the models were constructed using panel data analysis, a form of regression that adds a cross-sectional and time-series dimension. In addition to including factors previously identified as prime contributors to CPFH, the models added new elements that may influence maintenance costs and be of interest to policymakers. The United States Department of Defense (DoD) is currently recapitalizing its aging fighter aircraft inventory with the F-22A and F-35. While the DoD may consider cost and performance issues, it does not use a quantitative model that effectively measures the tradeoffs between the two. This thesis constructs a hedonic model of the fighter aircraft market to measure the implicit price on fighter performance characteristics and specifically applies it to next-generation aircraft. Data from 50 aircraft from 1949-present were used to construct two models – one based on procurement costs and one based on research, design, test, and evaluation (RDT&E) costs. …

This thesis empirically assessed how duty schedule variance and overtime affect the job satisfaction and turnover intentions of USAF F-16 crew chiefs. A survey was completed by 346 active duty USAF F-16 crew chiefs regarding their perceptions of duty schedule variance, overtime, job satisfaction and intent to leave the Air Force. Theory suggests that turnover behavior is a multistage process that involves organizational, individual, and attitudinal components. Using multivariate correlation and regression analyses, plausible evidence was found to support the idea that duty schedule variance and overtime plays a role in USAF F-16 crew chief turnover intentions via job satisfaction. …

For the C-17 Globemaster III cargo aircraft, these costs could exceed $64 billion dollars. This study examined the effects of converting a large aircraft maintenance squadron from 8-hour shifts to 12-hour shifts. The squadron studied converted its 24- hour maintenance work force from three 8-hour work shifts to two 12-hour work shifts incrementally, with one section converting to 12-hour shifts in January, 1996, and the remaining section converting in July, 1996. Both sections remained on 12-hour shifts until September, 1997, when both sections converted back to a three shift 8-hour operation. Computer simulation was used to evaluate the impact of a Logistics Control Facility LCF with a Total Asset Visibility TAV system on the AF logistics systems ability to support a weapon system. For this study, the B-1B was chosen as the weapon system of interest. Two performance measures, expected fully mission capable rates and expected pipeline quantities, were used to evaluate the simulation results. Two-sample tests were used to compare the current logistics configuration of the B-1B with the same configuration, but with an LCF controlling the movement of assets. Previous research concerning aircraft maintenance officer training focused on the content of the training curriculum of the Aircraft Maintenance and Munitions Officers Course AMMOC. Conversely, this study sought improvement in aircraft maintenance officer training by evaluating the guidance and support provided to AMMOC. Two methods were employed for identifying such opportunities. First, a descriptive model of the training system supporting AMMOC was developed and analyzed. Second, feedback was solicited from AMMOC instructors through the use of a two-round Delphi.
