Images or videos are generally coded before transmission, and they can be either non-scalable coded or scalable coded, which can be further classified into fine-scalable coded and coarse-scalable coded. In this paper, we focus on delivery of fine-scalable coded content. The objective of our work is to design algorithms to optimize the quality of fine-scalable coded images or videos on peer-to-peer networks when a requesting peer is delay-sensitive and has to display content within a certain delay bound. A 10-week course was designed with funding from the Society of Manufacturing Engineers (SME) and input from industry representatives, to offer upper division engineering students a course on advanced automation. The objective was to provide engineering students theoretical and hands-on practical experience with automation technologies that will be of prime importance over the next decade: data acquisition and instrumentation, machine vision and motion control. This study was conducted to determine long-term thermal regime of landfill liner systems using a field temperature monitoring program and numerical analysis of heat transfer. Temperatures in liner systems that contain geosynthetic clay liners (GCLs) were monitored prior and subsequent to waste placement. Data were collected in three cells at a landfill in Midwestern USA for more than five years. The liner system in one of the cells was left exposed (not covered with waste) for a period exceeding one year subsequent to cell construction. This article provides a technical evaluation of the traffic control element of the Anaheim Advanced Traffic Control System Field Operations Test (FOT), sponsored by the US Department of Transportation. The primary objective for this test was the evaluation of adaptive traffic signal control technologies, including the Split Cycle and Offset Optimization Technique (SCOOT) for intersection signal control. The SCOOT evaluation was defined relative to existing, first generation Urban Traffic Control System (UTCS)-based control using standard US field detectorization. There is an increasing demand for replacing tin-lead (Sn/Pb) solders with lead-free solders in the electronics industry due to health and environmental concerns. The European Union recently passed a law to ban the use of lead in electronic products. The ban will go into effect in July of 2006. This paper is a progress report on the development of an undergraduate course in environmental design and manufacturing. The importance of the topic is clear from National Academy of Engineering statements regarding the need to incorporate content on sustainable technology. The multidisciplinary team includes academic faculty from engineering, science, liberal studies, and business in collaboration with industry partners. The team's approach is to create a case-based course by adapting existing educational modules from Ford Motor Company. The group has received National Science Foundation funding for this project (DUE-0511322), and the project is currently in its beginning phases.

This paper evaluates how well the FAO-56 style soil water evaporation model simulates measurements of evaporation (E) from bare soil. Seven data sets were identified from the literature and in all but one case, the individuals who took the measurements were contacted and they provided the writers with specific weather and soils data for model input. Missing weather and soils data were obtained from online sources or from the National Climatic Data Center. Simulations for three possible variations of soil data were completed and compared. Literature regarding evaporation from soil, wet plant surfaces, and sprinkler droplets was examined, normalized, and interpreted. Much of the evaporation literature is difficult to compare and interpret; this paper offers comparisons and discussions of various findings by others as well as by the writers. Techniques of measuring and estimating evaporation from irrigation and rainfall are discussed. The partitioning between increased evaporation and decreased transpiration from a variety of research is quantified. Factors that impact the various forms of evaporation are listed and quantified. The paper describes the use of multiple objective decision analysis to qualitatively and quantitatively assess the quality of an endangered watershed and guide future efforts to improve the quality of the watershed. The Upham Brook watershed is an urban watershed that lies at the interface of declining inner city Richmond, Virginia and growth-oriented Henrico County. A section of stream within the watershed has been identified as so dangerously polluted that it threatens the health of the residents who live within the watershed boundaries. In the past few years, the W3C has been establishing standards for the fundamental building blocks of the Semantic Web. With RDF a common data model has been provided. A major step was the introduction of the ontology definition languages RDFS—offering very basic semantics—and the Web Ontology Language OWL As these standards are still very new, only a limited support of tools for inferencing and querying exists. Still, the availability of such tools will be crucial for the development of the Semantic Web.

Twenty years of testing in the field has consistently revealed that food intake is inadequate when packaged military rations are fed as the sole source of food. Food intake is much lower and there is a loss of body weight. Conversely when these rations are fed to students or military personnel for periods ranging from 3 to 42 days in a cafeteria-like setting, food intake is comparable to levels of a control group provided with freshly prepared food. Indoor surfaces have a sorptive capacity for organic pollutants which may be significantly influenced by other gases and the pH of the surface. in this research, we examine the influence of a common indoor gaseous acid, CO2, and base, NH3, on the adsorption of a volatile organic base, trimethylamine (TMA), to a mineral surface, zirconium silicate beads. Varying ammonia and CO2 within concentration ranges of indoor relevance substantially influences the sorptive capacity of this mineral surface. Increasing the CO2 mixing ratio to 1000 p.p.m. enhances surface capacity of TMA by 40-50%; increasing the NH3 …

In this paper we describe a novel mode of human computer interaction based on gaze tracking using the electro-oculogram (EOG). Despite the relative simplicity of recording this signal, it is often discounted as a reliable method of gaze tracking because of problems arising from changing sensitivity and DC drift. We describe an original technique, Target Position Variation (TPV), which addresses this issue by presenting moving icons which, when followed with the eye, create a corresponding pattern in the EOG signal which can be used to infer the correct gaze position and to compensate for variations in sensitivity.

A technique for detecting note onsets using FIR comb filters which have different filter delays is presented. The proposed onset detector focuses on the inharmonic characteristics of the onset component and the energy increases of the signal. Both properties are combined by utilising FIR comb filters on a frame by frame basis in order to obtain an onset detection functions, which is suitable for detecting slow onsets. The proposed approach improves upon existing methods in terms of the percentage of correct detections in signal processing.

An algorithm for Non-negative Tensor Factorisation is introduced which extends current matrix factorisation techniques to deal with tensors. The effectiveness of the algorithm is then demonstrated through tests on synthetic data. The algorithm is then employed as a means of performing sound source separation on two channel mixtures, and the separation capabilities of the algorithm demonstrated on a two channel mixture containing saxophone, strings and bass guitar.

Therapeutic ultrasound angioplasty is an emerging minimally invasive cardiovascular surgical procedure that involves the delivery of ultrasonic displacements to the distal-tip of small diameter wire waveguides. The ultrasonic distal-tip displacements affect atherosclerotic plaque and thrombus by direct contact ablation, pressure wave components and cavitation, in addition to an acoustic streaming event around the distal-tip. This study uses experimental and numerical methods to investigate ultrasonic displacements in wire waveguides and the effect the distal-tip displacements have on the surrounding fluid. Planar printed antennas are often required to be fed by parallel feed-networks, which, when printed on the same substrate as the radiating elements, create mutual coupling, spurious radiation and excite surface waves. This considerably affects the array efficiency. Numerous architectures were proposed in the past; some of them use the multilayer structure (which by itself exhibits low efficiency), or perpendicularly fed structures. The latter consist of a substrate for the radiating element and another substrate which for the feed-network. The paper reviews some of the basic configurations proposed until now, and shows the specific improvements introduced by the proposed architecture.

A literature survey of wind turbine aeroelastic stability is presented. The subject received early interest as the emergent wind industry looked to lessons from the helicopter industry. There has not been a utility-scale turbine with flutter problems, but there is a concern over the behavior of larger, more flexible turbines. Blades of innovative design with bend-twist coupling and tip sweep are also a concern. Much of the aerodynamic modeling was formulated in the 1930s by Theodorsen. The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 mandated the consideration of safety in the regional transportation planning process. As part of National Cooperative Highway Research Program Project 8-44, "Incorporating Safety into the Transportation Planning Process," we conducted a telephone survey to assess safety-related activities and expertise at Governors Highway Safety Associations (GHSAs), and GHSA relationships with metropolitan planning organizations (MPOs) and state departments of transportation (DOTs). The Imperial Irrigation District is a large irrigation project in the western United States having a unique hydrogeologic structure such that only small amounts of deep percolation leave the project directly as subsurface flows. This structure is conducive to relatively accurate application of a surface water balance to the district, enabling the determination of crop evapotranspiration (ETc) as a residual of inflows and outflows. Research into the application of freeway loop detector data for traffic safety has gained momentum in recent years. The incompleteness of data from loop detectors has been a common problem in both the development and the implementation of models. The effect of individual crash precursors, obtained one at a time from a series of loop detectors, on relative risk of crash occurrence was examined through within-stratum one-covariate logistic regression models. The future of traffic management and highway safety lies in proactive traffic management systems. Crash prediction models that use real-time traffic flow variables measured through a series of loop detectors are the most important component of such systems. A previous crash prediction model was developed with the matched case-control logistic regression technique. Although the model achieved reasonable classification accuracy, it remained open to improvement because of the limited study area, sample size, and transferability issues.
