A major part of this effort is the screening of alternative technologies. This thesis effort focuses on acquiring insight into a number of remediation technology trains that are candidates for the Paducah site. This insight is used to recommend and justify the screening of candidate technology trains. The research makes use of two decision analysis models (one is deterministic, the other is probabilistic) built to provide a quantitative assessment of …
Decision Support Model To Select The Optimal Municipal Solid Waste Management Policy At United States Air Force Installations, Johnathon L. Dulin
Decision Support Model To Select The Optimal Municipal Solid Waste Management Policy At United States Air Force Installations, Johnathon L. Dulin
Theses and Dissertations
The United States Air Force has recently defined three objectives in developing strategies regarding the management of municipal solid waste at the base level. They are: (1) 50 percent reduction in total waste generated, from a 1992 baseline amount, by 1999; (2) 50 percent recycling of all waste generated, beginning in 1999; and, (3) a minimum cost program. With these objectives in mind, base environmental engineers must take appropriate actions in an effort to develop a program that meets these goals. Through consultations with base environmental managers, as well as research of the available literature, a decision support model was …

Theses and Dissertations
The Idaho National Environmental Engineering Laboratory (INEEL), operating in conjunction with the Department of Energy (DOE), faces with the complex decision of selecting an environmental remediation strategy for the Subsurface Disposal Area (SDA) of the Radioactive Waste Management Complex (RWMC). This research uses value-focused thinking and multiattribute preference theory techniques to produce a decision analysis model to aid the decisionmakers as they select a remediation strategy. A deterministic analysis using expert opinion and the best available engineering data demonstrates the model's capabilities. The model ranks 27 specific remediation strategies based on how well they meet CERCLA's five balancing criteria: implementability, …
A Methodology For Evaluating And Enhancing C4i Networks, Christine C. Davis
A Methodology For Evaluating And Enhancing C4i Networks, Christine C. Davis
Theses and Dissertations
This effort focuses on expanding the bottleneck links of an existing C4I network to meet projected demands. The minimum cost-maximum flow algorithm is used to identify bottlenecks. A decision analysis approach enables the mapping of performance objectives for a network expansion into measurable attributes within the structure of a value hierarchy. A multi-attribute value function combines these measures into an overall system effectiveness measure. This allows for an evaluation of the impact of potential upgrade components on the system. A knapsack model imposes budgetary constraints on the selection of components. This methodology allows for the design of an optimized system …
Modeling And Analyzing The Effect Of Ground Refueling Capacity On Airfield Throughput, W. Heath Rushing
Modeling And Analyzing The Effect Of Ground Refueling Capacity On Airfield Throughput, W. Heath Rushing
Theses and Dissertations
This thesis develops five analytical models to understand the current ground refueling process, to optimize the airfield configuration and to determine the refueling policy which maximizes throughput, the primary measure of airfield efficiency. This study models the airfield refueling process as a continuous time Markov process to adequately represent the inherent stochastic nature of the transitory ground refueling system and provide an analytical evaluation of various airfield configurations. Also, the study provides an optimal refueling policy to minimize the number of aircraft on the ground which in turn minimizes the average amount of time aircraft spend on the ground in …
Numerical And Experimental Investigation Of The Flowfield Near A Wrap-Around Fin, Carl P. Tilmann
Numerical And Experimental Investigation Of The Flowfield Near A Wrap-Around Fin, Carl P. Tilmann
Theses and Dissertations
A wall-mounted semi-cylindrical model fitted with a single wrap-around fin (WAF) has been investigated both numerically and experimentally, with the objective of characterizing the mean and turbulent flowfield in the vicinity of the fin. Numerical and experimental results are used to determine the nature of the flowfield and quantify the effects of fin curvature on the character of the flow near WAFs. This research has been motivated by the need to identify possible sources of a rolling moment reversal observed at high speeds in sub-scale flight tests. Detailed mean flow and turbulence measurements were obtained in the AFIT Mach 3 …
Modern Flight Control Design, Implementation, And Flight Test, Phillip T. Edwards
Modern Flight Control Design, Implementation, And Flight Test, Phillip T. Edwards
Theses and Dissertations
This thesis addresses the application issues raised implementing flight control designs derived from optimal control theory and the challenges in obtaining acceptable handling qualities when using these techniques. Using the USAF TPS FCS project as the controller architecture, four controllers were designed using classical methods, and H2, H3, and mixed H2/H optimal control theory. These designs were implemented in the Calspan VSS II Learjet, simulating unstable aircraft longitudinal dynamics and a limited handling qualities flight test evaluation was performed. The design phase found the optimal control techniques, as applied, difficult to design to handling qualities specifications. The H2, H3 and …

This thesis effort focuses on the development of an object-oriented simulation of C-17 personnel airdrop operations and provides a tool for risk assessment of jumper and wingtip vortex interaction. Using the initial modeling efforts of the Wright Laboratory, this model expands those efforts to include random aircraft, wind and jumper movement within the simulation using MODSIM III as its language. Once the model was built, verified, and calibrated, it helped perform a preliminary analysis of jumper risk with varying element spacing and no crosswind. The results of the simulation provided 15 data points with which linear and logistic regression provided …
Space Object Identification Using Feature Space Trajectory Neural Networks, Neal W. Bruegger
Space Object Identification Using Feature Space Trajectory Neural Networks, Neal W. Bruegger
Theses and Dissertations
The Feature Space Trajectory Neural Network (FSTNN) is a simple yet powerful pattern recognition tool developed by Neiberg and Casasent for use in an Automatic Target Recognition System. Since the FSTNN was developed, it has been used on various problems including speaker identification and space object identification. However, in these types of problems, the test set represents time series data rather than an independent set of points. Since the distance metric of the standard FSTNN treats each test point independently without regard to its position in the sequence, the FSTNN can yield less than optimal results in these problems. Two …

Analysis Of A Methodology For Linear Programming Optimality Analysis, Chanseok Jeong
Theses and Dissertations
The methodology of Johnson, Baner, Moore, and Grant can be applied to large scale linear programming models. A methodology for optimality analysis of linear programs was developed to create metamodels using response surface methodology techniques such as experimental design and least squares regression. A metamodel consists of a simple equation which is able to predict the optimal objective function value of a linear program. What is needed is some large scale application of the techniques to verify how accurate they are. In the research, I plan to use the large scale LP model, STORM. I use the "Hot Start" idea …

A Crosstalk Correcting Router That Uses Online Noise Simulation To Route High Speed Multichip Modules, Kenneth J. Mcclellan Jr.
Theses and Dissertations
Existing MultiChip Module (MCM) auto-routers either ignore crosstalk or use over simplified crosstalk approximations. Of the routers that do consider crosstalk, very few have the capability to correct crosstalk problems after they occur. This dissertation describes a router that not only has an internal crosstalk model for high speed MCMs which is more accurate than that of other existing routers, but also has the capability to use an online simulator to more accurately determine noise levels. After crosstalk problems occur, the router has the ability to correct these problems. Through memory usage reductions and routing efficiency improvements, this maze router …
Nested Fork-Join Queuing Networks And Their Application To Mobility Airfield Operations Analysis, Craig J. Willits
Nested Fork-Join Queuing Networks And Their Application To Mobility Airfield Operations Analysis, Craig J. Willits
Theses and Dissertations
A single-chain nested fork-join queuing network (FJQN) model of mobility airfield ground processing is proposed. In order to analyze the queuing network model, advances on two fronts are made. First, a general technique for decomposing nested FJQNs with probabilistic forks is proposed, which consists of incorporating feedback loops into the embedded Markov chain of the synchronization station, then using Marie's Method to decompose the network. Numerical studies show this strategy to be effective, with less than two percent relative error in the approximate performance measures in most realistic cases. The second contribution is the identification of a quick, efficient method …

In the process of creating this capability, work is accomplished to conduct the first study designed to quantify the effects of domain decomposition on the performance of a class of explicit hyperbolic partial differential equations solvers; to develop a new method of partitioning computational domains comprised of overset grids; and to provide the first detailed assessment …
The Effects Of Elevator Rate Limiting And Stick Dynamics On Longitudinal Pilot-Induced Oscillations, Patrick J. Peters
The Effects Of Elevator Rate Limiting And Stick Dynamics On Longitudinal Pilot-Induced Oscillations, Patrick J. Peters
Theses and Dissertations
This report presents the results of an investigation into the effects of elevator rate limiting and stick dynamics on longitudinal pilot-induced oscillations (PIO). A simulation study was conducted to prepare for the flight test, but also to gain insight into the effects of rate limiting and stick dynamics. Due to the non-numerical nature of the simulation results, a flexible three-phase flight test plan was developed, first varying the rate limits, then varying the stick dynamics, and finally flying a matrix determined in the first two phases. There were three major conclusions. First, the offset landing task flown was insufficient to …

Optimizing Airborne Area Surveillance Asset Placement, Douglas E. Fuller
Optimizing Airborne Area Surveillance Asset Placement, Douglas E. Fuller
Theses and Dissertations
Currently there is no automated planning tool for the optimum positioning of USAF area surveillance assets for a theater level campaign. This research seeks to find the optimum or near optimum placement of the limited USAF airborne surveillance assets against a theater level target set. The problem of finding the optimum orbit points can be modeled as a classic maximal covering location problem (MCLP). Operational constraints on the placement of surveillance aircraft can be handled by preprocessing the potential orbit points to eliminate infeasible orbit points. Heavy emphasis is placed on preprocessing the data to reduce problem size and hence …

Theses and Dissertations
Response surface methodology (RSM) is used for optimality analysis of the cost parameters in mixed integer linear programming. This optimality analysis goes beyond traditional sensitivity and parametric analysis in allowing investigation of the optimal objective function value response over pre-specified ranges on multiple problem parameters. Design of experiments and least squares regression are used to indicate which cost parameters have the greatest impact on the optimal objective function value total cost-and to approximate the optimal total cost surface over the specified ranges on the parameters. The mixed integer linear programming problems of interest are the large-scale problems in supply chain …
Sensitivity Of Availability Estimates To Input Data Characterization, Darren P. Durkee
Sensitivity Of Availability Estimates To Input Data Characterization, Darren P. Durkee
Theses and Dissertations
Reliability analysts are often faced with the challenge of characterizing the behavior of system components based on limited data. Any insight into which model input data is most significant and how much data is necessary to achieve desired accuracy requirements will improve the efficiency and cost effectiveness of the data collection and data characterization processes. This thesis assesses potential significant factors in the probabilistic characterization of component failure and repair behavior with respect to the effect on system availability estimates. Potential factors were screened for significance utilizing fractional. factorial and Plackett-Burman experimental designs for several system models developed using an …
Determining The Economic Plausibility Of Dual Manifesting Reusable Launch Vehicles And Reusable Orbital Transfer Vehicles For The Replenishment Of Military Satellites, Crystal L. Evans
Theses and Dissertations
Currently, the Air Force launches military satellites on expendable launch vehicles to low earth orbit (LEO), and with the use of a chemical upper stage or an apogee kick motor, moves the satellite to a higher orbit. This launch procedure is extremely costly because it requires additional launch preparations, technology considerations, equipment, and fuel. Also, the additional mass of the chemical upper stage causes a larger, and thus more expensive, launch vehicle to be required. An economical alternative is to utilize reusable launch vehicles (RLVs) and reusable orbital launch vehicles (ROTVs). This concept could possibly achieve even greater savings if …

Analysis Of Aircraft Sortie Generation With Concurrent Maintenance And General Service Times, Daniel V. Hackman
Analysis Of Aircraft Sortie Generation With Concurrent Maintenance And General Service Times, Daniel V. Hackman
Theses and Dissertations
The primary objective of this study was to develop an analytical methodology for evaluating an aircraft sortie generation process. The process is modeled as a closed network of general service queues with a fork join node to model concurrent servicing. The model uses the Mean Value Analysis (MVA) algorithm and general queueing network analysis by decomposition to approximate network performance measures including resource utilization and the overall sortie generation rate. The results of the study show that the analytical approximation's accuracy decreases as server utilization increases. However, when server utilization is kept in realistic ranges, the approximation is very accurate. …
