Cyclic structures, such as antenna arrays, multi-bay trusses, and compressor blades, are significantly impacted by slight changes to system periodicity. Manufacturing errors of 5% or less can result in drastic changes to a structure's modal behavior. This change in modal behavior is significant, since it may result in the focusing of modal energy to individual substructures of the system. Poor modal identification can result in poorly designed control systems, resulting in shape control and pointing issues for space antennae. Additionally, modal energy localization may damage individual system components due to unanticipated levels of cyclic loading, leading to high cycle fatigue.

Closed loop instability caused by excess phase lag induced by actuator rate limiting has been suspected in many aircraft departures from controlled flight and pilot-induced oscillations (PIO). As part of the joint Air Force Institute of Technology Test Pilot School (AFITITPS) program, a nonlinear rate limiter pre-filter (RLPF) was developed to minimize the phase lag induced by rate limiting. RLFF performance was evaluated inside the feedback path, but primary emphasis was on the pilot command path. The USAF has developed the Space Maneuver Vehicle (SMV) to fulfill the requirement for flexibility, rapid response, and on-demand maneuverability of space assets. This reusable satellite merges the efficiency and readiness of aircraft-like operations with the capability of global coverage from space. Designed to provide over 10,500 fps of velocity change (or delta-v) while in orbit, the SMV out-maneuvers existing satellites by up to 100 times. This thesis helps transition the SMV to the operational area by demonstrating their responsiveness to varied mission taskings. Satellites are the only major Air Force systems with no maintenance, routine repair, or upgrade capability. The result is expensive satellites and a heavy reliance on access to space. At the same time, satellite design is maturing and reducing the cost to produce satellites with longer design lives. This works against the ability to keep the technology on satellites current without frequent replacement of those satellites. This study analyzes current expendable launch procedures and identifies truly lean, value-added steps in launch operation enterprises as they relate to the Lean Aerospace Initiative (LAI). LAI and the concepts of lean thinning are discussed and followed by a review of current and future launch system requirements and their opportunities for lean practices. During the past several years, there has been a significant increase in interest in the use of packetized audio over packet-switched networks due to economic and technical feasibility. However, distribution of real-time voice traffic is basically different from traditional reliable data transfer since continuous voice is sensitive to end-to-end delays and variations of delays. This research presents a first of its kind comparative analysis of the Extended Bellman-Ford and Darting algorithms, using the Iridium low earth orbit (LEO) satellite system configuration for the simulation environment. The algorithms are compared to one another via discrete-event computer simulation and evaluated based on their ability to route real-time voice communications under low, medium, and high network loading conditions. The algorithms' ability to meet real-time voice constraints is evaluated with a full and degraded satellite constellation using an algorithmic satellite removal method. A survey of space charge structures arising due to inhomogeneities in glow discharges was conducted. Space charge structures associated with tube geometries, the cathode sheath, striations, and shockwaves were examined. Space charge effects on the Electron Energy Distribution Function (EEDF) were explored for a geometric inhomogeneity using an approximate nonlocal solution to the one dimensional Boltzmann equation after Godyak. The approximate solution partially captured qualitative aspects of space charge effects on the EEDF. Simplification of collisional effects and adaptation of an approximate electric field restricted quantitative comparisons with experimental data. This research examines two proposed enhancements to the well-known Transport Control Protocol (TCP) in the presence of noisy communication links. The Multiple Pipes protocol is an application-level adaptation of the standard TCP protocol, where several TCP links cooperate to transfer data. The Space Communication Protocol Standard - Transport Protocol (SCPS-TP) modifies TCP to optimize performance in a satellite environment. While SCPS-TP has inherent advantages that allow it to deliver data more rapidly than Multiple Pipes, the protocol, when optimized for operation in a high-error environment, is not compatible with legacy TCP systems, and requires changes to the TCP specification. This thesis explores the use of periodic open slots as passive antenna scatterers to enhance the radar cross section of a simple target. Two slot geometries are considered, thin rectangular slots and circular slots. Targets are modified with slot arrays of various element size, spacings, numbers, and geometries. These geometries were later backed by a cavity in an attempt to further enhance RCS. Measurements were taken and the results were compared to target baselines, which are nothing more than the unslotted version of the same target. Standard computational tools predicting frequency selective surface (FSS) performance model periodic structures as an infinite-by-infinite array of perfectly placed elements with perfect, identical dimensions, and with dielectric layers of uniform thickness and material composition. These models do not address perturbations caused by manufacturing tolerances of elements and dielectric layers, nor do they address edge effects caused by finite-by-finite dimensional arrays. This research proposes and evaluates a novel technique for detecting LPI/LPD communication signals using a digital receiver primarily designed to detect radar signals, such as a Radar Warning Receiver (RWR) or an Electronic Support Measures (ESM) receiver. The proposed Cyclic Spectrum Analysis (CSA) receiver is a robust detector that takes advantage of the spectral correlation properties of second-order cyclostationary signals. A computationally efficient algorithm is used to estimate the Spectral Correlation Function (SCF). The focus of this research is to determine if applying edge detection segmentation (proposed by Ramin Zabih, Justin Miller, and Kevin Mai) to Unmanned Aerial Vehicle (UAV) video footage can provide meaningful segments for database storage and retrieval. The edge detection segmentation algorithm is applied to fifty-four UAV video sequences containing visual effects such as abrupt camera changes, camera zooms, motion (rapid and gradual), and cloud cover while varying the frame rate from 5 fps to 30 fps. Using already available data, a backscattering coefficient generator (BCG) for several types of terrain and measurement conditions is developed. The types of terrain are: (1) soils and rocks, (2) trees, (3) grasses, (4) shrubs, (5) short vegetation, (6) roads, (7) urban areas, (8) dry snow, and (9) wet snow. These data sets typically cover incidence angles ranging between 0 and 80 degrees where 0 is normal to the terrain. Scientists have long known that periodic structures can filter electromagnetic (EM) waves. In the last decade, extension of one- and two-dimensionally periodic structures into a third periodic dimension has produced photonic band gap (PBG) structures. A PBG structure is characterized by its omnidirectional stop band at a set of frequencies determined by the structure's periodicity and permittivity. In the present research, we investigate such a structure as an antenna reflector. Relevant literature in civilian sector outsourcing techniques is then studied to determine how they decide on what to outsource and what to keep insourced. Infinite periodic structures have been studied heavily because of their efficient filtering capabilities. They generally exhibit sharp frequency roll-offs at the frequency band of interest. In the RF region of the electromagnetic spectrum, periodic structures find applications such as radomes and photonic bandgap materials. Most studies have been done with infinitely periodic arrays because it is convenient to collapse an infinite array into one representative period using Floquet Analysis. Truncating an infinite array introduces an edge and invalidates Floquet analysis over the entire array. This thesis explores a potential integration technique to fuse information from an inertial navigation system (INS) and global positioning system (GPS) with synthetic aperture radar target measurements. Using Kalman filtering techniques, an INSIGPS/SAR integrated system was simulated in a single Kalman filter to analyze the SAR target geolocation accuracy benefits. Three different GPS receiver models were used in the integrated system: stand-alone (SGPS), differential (DGPS), and carrier-phase differential GPS (CPGPS). Housing allowances and military family housing make up approximately $7 billion dollars of the budget for the Department of Defense (DoD). The military uses a Housing Market Analysis (HMA) to determine rental housing availability around its installations. This thesis describes and analyzes the locational choices of military renters. This thesis examines 16 bases in the continental U.S. using military and census data. It is concluded that the locational preferences of military renters vary inversely with distance from their duty location and this needs to be accounted for when assessing the availability of military rental housing. The purpose of this study was to develop a tool for Remedial Project Managers (RPMs) to learn and practice the site characterization process. One of the key difficulties encountered by RPMs during site characterization is the need to develop a model of the site based on limited data. These limited data are used to determine parameters that describe hydrogeologic and contaminant properties (aquifer hydraulic conductivity, contaminant concentration, etc.) and are obtained using sampling techniques that interrogate a very small volume, usually much smaller than node spacing of the computer model used to simulate site conditions. Air Force members have three different housing choices: live in MFH, rent in the local community, or buy a house in the local community. A set of six constructs (Housing Attributes, Safety, Pet Importance, Location, Military Housing Perception, and Community) that encompass members' considerations is developed and analyzed. The data was extracted from a survey that was specifically designed to illicit the relative importance of each construct during the housing decision making process. Chlorinated solvents and their daughter products are the most common contaminants of groundwater at industrial and military facilities in the United States. Limitations of conventional technologies have intensified efforts to find alternative methods to remediate contaminated sites to regulatory goals set by CERCLA. Natural attenuation of chlorinated solvents is a promising alternative to traditional pump and treat methods but has not been well understood or widely accepted. The United States Air Force (USAF) is committed to assessing environmental compliance; this is achieved in the USAF through the Environmental Compliance Assessment Management Program (ECAMP). These ECAMP audits are designed strictly to assess compliance performance at one point-in-time. They are not intended to assess underlying environmental management systems. This study provides insight into the USAF Environmental Management System (EMS) through a textual analysis of ECAMP data. The analysis discovers eleven categories that emerged from the data: performance, communication, documentation, coordination, training, guidance, notification, resource, human resource, material resource, and financial resource.
