The strengthening of spatial database infrastructures, further promoted by the INSPIRE Directive adopted in 2007, has led to an increased use of spatial data in planning and decision-making. Given that land-use plans are intrinsically spatial, such evidence and approaches can significantly benefit plan-making. A spatial framework could especially support the specific Strategic Environmental Assessment (SEA) aspects of the plan-making process. Spatial tools such as Geographic Information Systems (GIS) are particularly well-placed to support the environmental integration sought in SEA by providing evidence through the spatial assessment of multiple environmental datasets. The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain good quality water and encourage or execute activities to improve poor water quality. Monitoring is done on the over 18,000 miles of flowing rivers and streams, our greater than 280,000 acres of surface water in lakes and reservoirs, and the vast storage of groundwater in Nebraska’s aquifers.

Several new wide band gap semiconductor nanocomposite photocatalytic materials have been synthesized from HTiNbO5 and HNb3O8 for solar energy conversion. As a source of renewable energy, the materials are being tested to produce hydrogen fuel from water via photolysis. The materials have high surface areas, are macroporous, and have flatband potentials suitable for reducing water to create hydrogen. Under visible or ultra violet light, the materials were found to be very promising as hydrogen evolving photocatalysts. As part of the synthesis of the composites, the catalysts also exhibited excellent catalytic activity under UV light for reducing ionic platinum and gold …

In the last two decades substantial advances have been made in the understanding of the scientific basis of urban climates. These are reviewed here with attention to sustainability of cities, applications that use climate information, and scientific understanding in relation to measurements and modelling. Consideration is given from street (micro) scale to neighbourhood (local) to city and region (meso) scale. Those areas where improvements are needed in the next decade to ensure more sustainable cities are identified. High-priority recommendations are made in the following six strategic areas: observations, data, understanding, modelling, tools and education. These include the need for more …

Rapid developments and tourism related activities in Islands have increased the per capita waste generation that led to increased waste disposal at landfill. To date, islands in Malaysia are generating approximately 400 metric tons of MSW. Approximately 60% of the waste are collected and disposed off in non-sanitary landfills. The remaining 35 % were illegally burned/ dumped and 5 % were dumped into ocean. 100% of landfills in Malaysian islands operate as mere open-dumps that lack proper lining system and without leachate treatment facilities. The disposal of 95% of the 1.4 million tonnes of MSW from Selangor, the fastest developing state in Malaysia, is rapidly exhausting landfill space and is also jeopardizing public health. A Solid Oxide Fuel Cell (SOFC) is a green energy technology that offers a cleaner and efficient alternative to fossil fuels. The efficiency and utility of SOFCs can be enhanced by fabricating miniaturized component structures within the fuel cell footprint. This research focuses on the microfabrication of parallel-connected inter-digitized design of micro single chamber SOFC (µ-SC-SOFCs). In this dissertation, candidate micro/nano fabrication techniques to precisely fabricate micro patterns on planar substrates have been studied. The goal of this study was to investigate three potential ways that the soluble organic nitrogen (N) fraction of wastewater treatment plant (WWTP) effluents, termed effluent organic N (EON), could contribute to coastal eutrophication - direct biological removal, photochemical release of labile compounds, and salinity-mediated release of ammonium (NH4+). Effluents from two WWTPs were used in the experiments. For the bioassays, EON was added to water from four salinities (∼0 to 30) collected from the James River (VA) in August 2008, and then concentrations of N and phosphorus compounds were measured periodically over 48 h. As air quality issues grow progressively in the consciousness of the global community, stakeholders are pressing for epidemiologic studies of air pollution. The effects of chronic exposure to ambient air pollution remain a difficult challenge due to its substantial small-scale spatial variation. Recent approaches to assess intra-urban exposure have employed the use of proximity-based assessment, interpolation methods, emission-meteorological models, dispersions models, and land-use regression (LUR) models.

In the long run, nuclear waste packages will fail gradually due to localized and general corrosion and radionuclides will be transported to the accessible environment by ground water.
Two main failure scenarios are expected for the waste packages: Flow-through model and bathtub model; in the flow-through model water flows through the waste container, while in the bathtub model water pools inside the waste package. Sandia National Laboratories (SNL) conducts pioneering research and development in Micro-Electro-Mechanical Systems (MEMS) and solar cell research. This dissertation project combines these two areas to create ultra-thin small-form-factor crystalline silicon (c-Si) solar cells. These miniature solar cells create a new class of photovoltaics with potentially novel applications and benefits such as dramatic reductions in cost, weight and material usage.
At the beginning of the project, unusually low efficiencies were obtained in the research group. The intention of this research was thus to investigate the main causes of the low efficiencies through simulation, design, fabrication, and characterization.

The framework not only integrates transportation and emission modeling but also improves the accuracy of the emission estimates. Progress in commercializing renewable energy technologies is being advanced by developments in Zinc Oxide material science. The photovoltaic cell, for example, generates electricity by receiving solar energy into the cell, generating electrons, and simultaneously transporting electrical charge out of the cell. Metals are capable of removing electrical charge but block transmission of sunshine. Glass and plastics are capable of transmitting sunshine but block the removal of electrical charge. Therefore an exterior layer that is both optically transparent and electrically conductive is desirable. JP-8 fuel is easily accessible, transportable, and has hydrogen content essential to solid oxide fuel cell (SOFC) operation. However, this syngas has sulfur content which results in a poisonous hydrogen sulfide that degrades electrochemical activity and causes complete SOFC failure in some cases. The goal is to synthesize and verify a cost-effective, catalyst supported on cerium oxide that either stabilizes ionic conductivity in the presence of hydrogen sulfide and/or is highly sulfur-resistant. After thorough computational analysis, it was concluded that the platinum-copper skin catalyst was the most cost-effective, sulfur-resistant catalyst. Hazardous waste site remediation cost estimation requires a good estimate of the contaminated soil volume. The United States Environmental Protection Agency (U.S. EPA) currently uses deterministic point values to estimate soil volumes but the literature suggests that probability bounds analysis (PBA) is the more accurate method to make estimates under uncertainty. The underlying statistical theory is that they are more accurate than deterministic estimates because probabilistic estimates account for data uncertainties. Renewable energy sources, such as wind and solar, have vast potential to reduce dependence on fossil fuels and greenhouse gas emissions in the electric sector. Climate change concerns, state initiatives including renewable portfolio standards, and consumer efforts are resulting in increased deployments of both technologies. Both solar photovoltaics (PV) and wind energy have variable and uncertain (sometimes referred to as “intermittent”) output, which are unlike the dispatchable sources used for the majority of electricity generation in the United States. This project examined biomass pathways for hydrogen production and how they can be hybridized to support renewable electricity generation. The project considered many potential hybrid systems before narrowing the focus to two. The systems were studied in detail for process feasibility and economic performance. The best-performing system was estimated to produce hydrogen at a cost ($1.67/kg) within range of the Department of Energy target for central biomass-derived hydrogen production, while also providing value-added energy services to the electric grid.

Clothing directly affects the level of heat stress exposure. Useful measures to express the thermal characteristics are WBGT (wet bulb globe temperature) clothing adjustment factor (CAF) or apparent total evaporative resistance (Re,T,a). The CAF is assigned through laboratory wear trials following a heat stress protocol in which the air temperature and humidity are progressively increased until the participant clearly loses the ability to maintain thermal equilibrium. This dissertation is organized as four stand-alone papers. Paper No. 1 describes the development of the Mask Scentometer and reports dilution ratios measured during use by twelve different people. Dilution ratios at the Mask Scentometer’s five dilution-to-threshold (D/T) settings were found to be 0.35, 1, 2, 4.5 and 18. In Paper No.’s 2 and 4, ambient odor assessment methods were compared in both controlled laboratory conditions and in the field. Laboratory analysis of ambient air samples using dynamic triangular forced-choice olfactometry (DTFCO) did not correlate well with any of the ambient odor assessment methods. Reflective Optics Cpv Panels Enabling Large Scale, Reliable Generation Of Solar Energy Cost Competitive With Fossil Fuels, S. Horne, M. Mcdonald, N. Hartsoch, K. Desy

The objective of this 18 month subcontract was the improvement of reflective optics CPV panels to enable the large-scale, reliable production of solar electricity to meet SAI-established LCOE targets, and ultimately provide a path to solar power at parity with or better than the cost of energy generated utilizing fossil fuels. To this end, SolFocus has completed this subcontract with great success as evidenced by the end results of a CPV panel with conversion efficiencies greater than the targeted 22% and manufacturing capabilities with a run rate capacity far exceeding the milestone benchmark >3MW.

Wind Energy And Power System Operations: A Review Of Wind Integration Studies To Date, Jennifer Decesaro, Kevin Porter

This paper provides an overview of the challenges associated with wind integration and summarizes the findings of the wind integration studies conducted over the course of the past five years. We begin with an overview of the approximate time frames used in grid operations. We then describe how wind integration studies are conducted, discuss the results on wind integration costs and grid impacts from these grid integration studies, and assess some of the grid planning and operation changes that may be necessary to incorporate higher levels of wind generation. We close with several conclusions.

World Energy Justice Conference (October 23-24)
The 2009 CEES Energy Justice Conference took place at the University of Colorado Law School on October 23rd and 24th, 2009. It featured 11 sessions, more than 40 speakers, and attracted over 200 attendees. The Conference brought together leading international and U.S. decision-makers in politics, engineering, public health, law, business, economics, and innovators in the sciences to explore how best to address the critical needs of the energy-oppressed poor (EOP) through long-term interdisciplinary action, information sharing, and deployment of appropriate sustainable energy technologies (ASETs).
