Some practical limitations of total stress and effective stress analyses are discussed. For clays having a liquidity index of 0.36 or greater, φ-equal-zero analyses based on laboratory undrained shear strengths give factors of safety close to the actual factor of safety. However, based on field vane strengths, φ-equal-zero analyses may yield factors of safety which may be too high. The difference between field vane and calculated shear strengths increased as the plasticity index increased. For clays having a liquidity index less than 0.36, φ-equal-zero analyses using laboratory undrained shear strengths give factors of safety that are much too high; but …

Manual arc welds were made on high-strength ASTM A 514 and A 588 steels. Different weldment configurations were employed in order to vary the restraint on the welds during cooling. The weldments were monitored 'in-cooling' with acoustic emission equipment. Weldments having greater restraint produced more acoustic emission, usually for longer periods of time. Weldments which fractured during cooling produced more acoustic emission than those which were unflawed.

It is widely recognized that suspended and dissolved solids in lakes, rivers, streams, and reservoirs affect water quality. In this report the research needs appropriate to setting freshwater quality criteria or standards for suspeneded solids (not including bedload) and dissolveed solids are defined by determining the state of our knowledge from a critical review of the recent literature in this field. Common literature sources and computer searching routines were used as an initial source of information followed by detailed journal searches. Inconsistent results have been obtained from previous experiments which have applied linear multiple regression techniques to remote sensing data for quantification of water quality parameters. The objective of this investigation is to define optical physics and/or environmental conditions under which the linear multiple regression should be applicable. To achieve this objective, an investigation of the signal response equations is conducted and the concept is tested by application to both analytical test cases and actual remote sensing data from a laboratory under controlled conditions.

A computerized, mathematical algorithm is described and presented for analyzing the semilogarithmic stress-strain (time-independent) properties of standard, controlled-gradient, and controlled-rate-of-strain consolidation tests. This algorithm is an automation of manual graphical procedures currently used in engineering practice to obtain stress-strain information necessary for use in time-independent settlement analysis. The Casagrande and Schmertmann constructions are analytically represented to determine the preconsolidation stress and the in situ, compressibility coefficients of compression and expansion. Values for each of these parameters range between a probable and minimum value. The point of maximum curvature is determined for the Casagrande construction by use of the mathematical definition …

The purpose of this study was to develop an effective method for identifying hazardous locations in Kentucky cities (over 2,500 population). Methods used in 45 other states were reviewed. Accident information for 69 of the 97 cities over 2,500 population was used to develop criteria for an identification method.

A Number Method was selected for initial identification of midblocks and intersections on arterial-collector streets and on urban freeways. A Rate-Quality Control Method was included in the form of a critical rate factor computed for each location. A set of critical rate curves was constructed for easy determination of hazardous locations. …

Laboratory investigations on concretes containing super water reducers, PVP and Melment, indicated their suitability for field utilization. Wax beads have been used by other states in concretes for bridge slabs. This report describes the reconstruction of a four-span bridge having three experimental slabs and one conventional slab. A solar energy-intensifier-thermal energy storage system was developed and tested under actual climatic conditions in South Dakota. Performance characteristics of the system are presented for its use in drying shelled corn and for agricultural space heating. Comparisons between solar and conventional drying between solar supplemented and conventional heating are reported.

The Department of Agriculture is concerned at the rapid disapearance of some poultry breeds and strains over recent years. This trend has resulted from the disposal of flocks previously held by commercial poultry breeders and fanciers.

One way to stop the trend of disappearance of poultry breeds is for interested people to maintain a breeding flock of pure-bred poultry, making the progeny available to others.

This article describes a small unit suitable for housing breeding fowls. The unit is based on designs developed by the Department of Agriculture.

Recent food shortages have heightened the concern for obtaining greater returns to irrigation through improved water management and use. A joint research effort by the Utah Water Research Laboratory and the Nevado Center for Water Resources Research applied two multiobjective planning models to the Virgin River Basin in order to test the efficiency and practicality of applying such tools in water resrouces planning. The surrogate Worth Trade-off (SWT) method couples mathematical optimization to quantify trade offs among noncommensurable objectives with interviews to compare public preferences with respect to these trade offs. Planning engineers commonly use generous factors of safety for peak flow estimates in urban water supply systems both as a hedge against unforeseen growth and because economies of scale result in relatively low user costs even with such reserve capacity. Transplanting of such design criteria into the rural setting, however, simply does not work. The low density portions of rural domestic systems require very realistic design criteria or the construction costs become infeasible for the small number of customers involved. Hail damage in Utah was examined for individual counties and the entire state. A survey of informal observes was taken and the resulting data base was analyzed. Data from NWS was also examined. County hail damage figures average 4 to 5 percent of production and ranking of counties according to dollar damage occurs in only 4 of the 29 counties (Box Elder, Utah, Millard, and Cache). In many cases the highest dollar damage occurred in the counties of greatest dollar damage should receive the greatest concentration of hail suppression effort. A method utilizing ice crystals to circumvent nucleation processes in cloud seeding activities is discussed in the framework of nuclei activation concepts. Ice, in the form of small crystals, would be a highly efficient cloud seeding materia up to 0 degrees Celsius. The lower limit on humidity would necessitate dispensing the crystals into air that is saturated with respect to ice but no requirement for 100 percent RH(relative humidity) was found. In fact, the lower limit varies with temperature linearly from about 95 percent RH at -5 degrees Celsius to 75 percent RH at -30 degrees Celsius. Preparation of small …

Water user fees imposed by a state on major water uses is a possible new alternative source of state water development funds. A fee, similar to an excise tax, might be charged for the use of the water resource per se, which in a number of states is declared to be the property of the public of the state. States generally have not employed such fees as a source of operating funds for water agencies or of development capital. An evaluation of a winter operational-type cloud seeding project in Utah is made by developing meteorological predictors of target precipitation. Twenty-four hour precipitation amounts in seven unseeded years are matched with 12:00 GMT rawinsonde data to form predictor-predictand relationships. Application of the predictors to the first two years of the project indicates that the observed seeded precipitation is about what would be found in the absence of seeding.

The primary objective of this research has been to collect and analyze data from (randomized) seeded and unseeded winter storms over the Wasatch Mountains for the purpose of developing and designing cloud seeding technology. Two field programs were conducted sequentially; the first was done by airborne seeding and the second by seeding from mountaintop generators. Analysis of precipitation estimators based upon radar and/or rawinsonde data and target precipitation show that increased precipitation due to seeding may occur under certain meteorological conditions. Previous researches have found single stage intermittent sand filtration to be a feasible and economic means of upgrading wastewater lagoon effluent to meet future standards. However the major constraint on their use has been the length of the filter runs. Laboratory scale and pilot-scale series intermittent sand filtration of wastewater lagoon effluents has been found to substantially increase the length of filter runs as well as produce a high quality effluent able to meet future standards. Frequency analyses of more than 1,000 small watersheds in the United States and Puerto Rico were used to develop the estimation method for design of peak flow for ungaged watersheds. This method, called the Federal highway Administration (FHWA) method, is conceptually similar to the Bureau of Public Roads (BRP) method developed by W. D. Potter. The FHWA method relates the runoff peak to easily determined hydrophysiographic parameters and is intended for use on watersheds smaller than 50 square miles.
