The Impact Of Highway Services And Expenditures On Regional Economic Development, Paulus Cornelius Lombard, Kumares C. Sinha, Deborah J. Brown

This report presents results from a study to determine the relationship between highway infraatructure and economic development in Indiana. Regression models and a computer model were developed to estimate the annual long-term impacts of highway construction on economic growth. Results from an analysis of economic impacts of the construction of 13 four-lane highway sections in Indiana, as well as an analysis of national data concerning industrial location determinants, are also presented.

The soils mapping of Jay County was done primarily by the analysis of landforms and associated parent materials as portrayed on stereoscopic aerial photographs. Valuable information for soils was obtained from publications of the Soil Conservation Service, United States Department of Agriculture. Test data from roadway and bridge projects was obtained from the Indiana Department of Transportation. Soil profiles for the landform/parent material areas mapped are presented on the engineering soils map, a copy of which is included at the end of the report.

A program has been written in Microsoft QuickBASIC to implement the traffic models developed for both rural and urban Indiana state highway segments during a two-phase HPR Project carried out for the Indiana Department of Transportation. The report ''TRAFFIC VOLUME FORECASTING METHODS FOR RURAL STATE HIGHWAYS" describes the models developed in Phase 1 of the study, while the report "THE DEVELOPMENT OF A PROCEDURE TO FORECAST TRAFFIC VOLUMES ON URBAN SEGMENTS OF THE STATE AND INTERSTATE HIGHWAY SYSTEMS" describes the models developed in Phase 2. The presence of heavy metals within aquatic environments can be attributed to sources such as industry, municipal discharges, agriculture and natural processes which release various amounts into natural systems. Metals such as copper, zinc and chromium are listed as essential micronutrients for many plant and animal species. Of potential concern, however, is the tendency of heavy metals to accumulate within the food webs of ecosystems. Classified as biologically hard to degrade, heavy metals may concentrate to significant amounts within the trophic levels of a particular ecosystem. At these increased concentrations many of these heavy metals become toxic to living organisms. …

Conceptually, stochastic parametric modeling offers a powerful tool to select a scale for expressing catchment variability for hydrologic simulation and relating model parameters to catchment characteristics. Practically, success depends on having an efficient method for model calibration. The calibration of a stochastic model is much more difficult than a deterministic one because simulation shifts from using fixed parameters to simulate of flows as deterministic values to taking multiple combinations of paramter values randomly from distributions to simulate flows as stochastic variables. Foreword: This report includes the results from a two year study in the Heber Valley to determine amounts of nutrients that are entering the groundwaters of the Heber Valley, and might ultimately enter Deer Creek Reservoir. Since Deer Creek Reservoir in Heber Valley, Utah supplies approximately 65 percent of the water distributed to Salt Lake County, the maintenance of its quality is of considerable importance. This paper presents an approach for computing economically optimal sustained yield ground-water extract ion strategies and supportable irrigated crop acreages. Computed regional strategies maximize the present value of net economic return_ They are useful for long-term agricultural planning because they are sustainable even beyond the planning period considered within the economic optimization. The hybrid approach uses only steady-state flow equations and iterative simulation/optimization to reduce optimization memory requirements below that required by conventional models utilizing both steady and unsteady equations. A methodology has been developed for identifying hazardous pesticides/site combinations threatening ground-water contamination. Screening methodologies are required to determine which locations and pesticides now in use should receive the greatest attention to safeguard the public health. The presented method uses a hazard to ground-water hydrogeological screening model (DRASTIC) and employs a one-dimensional pesticide transport model ( CMLS). The method is an efficient and practical technique to identify where particular combinations of pesticides, water management practices, soils, and geology result in the greatest potential hazard to ground-water contamination. Use of the presented approach can reduce sampling needs and expense.

Removing plastic from landfills does not solve the solid waste problem entirely. Plastic products are difficult to recycle because, unlike aluminum or glass, the plastics used in food packaging cannot be reused for the same purpose. Among the commonly used plastic resins, polyethylene terephthalate (PET) has been widely adopted by the packaging industry. This research study was concerned with recycling of PET thermoplastic in concrete as a way to reduce the volume of solid waste.

The macro characters of the granular materials depend upon micromechanical parameters such as the void ratio, particle shape, contact force distribution, and initial state of the fabric of the assembly. Since it is difficult to evaluate these internal parameters from laboratory experiments, a macro measure is desired which depends directly on these internal parameters. One such measure has been shown to be dynamic shear modulus but it was incomplete in predicting directional changes in the internal parameters. The collapse behavior of a 22-story steel building during the September 19, 1985, Mexico earthquake is investigated by studying hysteretic behavior, ductility factors of individual structural components, and overall instability of the building. The hysteresis models for truss-type girders, bracing members, and box columns to be used in the inelastic analysis of this building are developed. A series of inelastic analyses have been performed for the building by using the multicomponent seismic input of actual Mexico City earthquake records. Roof systems constructed using cold-formed steel components, i.e., Z-shaped purlins and interconnected roof panels, have become a very popular form of construction. This roof system is used extensively for single-story commercial and industrial buildings in the United States. The popularity of cold-formed steel members is due in part to their superior gravity load strength-to-weight ratio; however, because of their relatively light weight, a cold-formed member is very susceptible to wind uplift loading. Currently available computer programs that model groundwater flow are inherently limited in their capabilities, in one way or another. Additionally, many of these computer programs are relatively inaccessible to the general user because they operate off of mainframe computers and sophisticated plotters. As a result, a simple to use computer program called 2DFLOW has been modified so it can be run on a personal IBM compatible computer. It models steady-state fluid flow through saturated porous media. Vacuum filtration is the most common method used for sludge dewatering. Filtering or dewatering was operated to reduce the moisture content of the sludge after anaerobic digestion treatment.
The main purpose of this study is to determine the effect of the operating conditions of anaerobic digestion system on specific resistance in sludge filtration. The anaerobic sludges used for the present study were produced from the conventional single stage system and the multiple-stage system. From the experimental results, presently obtained that it is possible to compare the advantage and disadvantage of the two different digestion systems.

The relationship between RBC scale-up factor (SUF) and wastewater temperature is successfully developed by using Dr. Wu's mathematical model as a basis and 114 sets of data from the operation of 8 full-scale and 5 pilot-scale RBC plants served for NH3-N removal. The objective of this study was to install a small number of lightweight metal u-channel posts with a round delineator and a small number of commonly used flexible posts and evaluate their performance. Three types of flexible posts were installed. They included two posts manufactured by Carsonite and one manufactured by Safe-Hit.
The results of the limited field tests does not support widespread use of flexible posts. Substantial durability problems were encountered with the flexible posts. Future use of flexible posts should be limited to potential high-hit areas such as gores at urban interchanges. While the durability of the metal …

The principal objective of the research effort was to develop historical performance data for bituminous sandstone pavements and bituminous limestone pavements relative to visual distress, pavement rutting characteristics, and structural condition using deflection measurements. Data relative to Road Rater deflections, pavement rutting, condition ratings based on subjective visual surveys and objective data such as skid resistance and rideability, were collected and analyzed during the course of the study and reported herein for the routes investigated.

Prior to 1989, highway edge drains were backfilled with the existing trench material and dynamically compacted with a tamping shoe. The net result was damage to the inner core of the edge drain.
In response to these problems the installation specification was revised in 1989 to insure the integrity of the drainage system. The revised method of installation consisted of moving the panel to the shoulder side of the trench and then flushing a sand slurry into the trench for backfill. Flushing the sand eliminates the need for mechanical compaction.

The Lake Mead Fertilization Project is a research program designed to investigate the potential for using large-scale artificial fertilization to enhance the game fisheries of this reservoir through an increase in the population of threadfin shad, the system's primary forage species. A substantial decline in the population of largemouth bass, together with poor condition of adult striped bass, are the two major issues affecting the Lake Mead game fisheries. Both issues have been hypothesized to be a result of an inadequate amount of forage in the reservoir. Previous studies have in turn suggested that a major factor limiting the shad …
