School funding has been an area of contention in the courts of nearly every state. Many of these court cases have challenged the constitutionality of state funding formulas, arguing the funding system was inadequate or inequitable because poor urban or rural districts often faced a disadvantage in garnering tax dollars for education. Specific to Arkansas, in the 1983 decision Dupree v. Alma School District, the Arkansas Supreme Court declared the state’s funding system was not meeting its constitutional requirements.

In the spring of 2008, Dwight Jones, Commissioner of the Colorado Department of Education, invited six Colorado school districts to partner with the department and an outside provider to close their achievement gaps in reading and math between minority and poverty students and White students and non-poverty students. Districts were invited to partner based on an achievement gap that exceeded the state‟s average gap in reading and math, and its perceived leadership capacity to initiate change.

This study examined the process the six districts used to select a provider to assist in closing its achievement gap. The multi-case study analyzed …

Influence Of Ethnicity On English Vocabulary Measurement: Using The Montgomery Assessment Of Vocabulary Acquisition In One Rural Southeastern New Mexico School, Eileen M. Gatliffe

This study examined vocabulary acquisition of elementary students in grades kindergarten through fifth in one rural New Mexico school. The school had 277 students. Hispanic students comprised nearly 80% of the student body. All students received free lunch and breakfast. The 65 students who participated in the study were assessed using the Montgomery Assessment of Vocabulary Acquisition (MAVA). This new assessment, published in 2008, tests receptive and expressive vocabulary utilizing the three-tier vocabulary model introduced by Beck, McKeown and Kucan (2001). The study assessed each student for proficiency in identifying and using tier-I, tier-II and tier-III words. Hispanic and non-Hispanic …

Research has shown that financial illiteracy is widespread among women, and that many women are unfamiliar with even the most basic economic concepts needed to make saving and investment decisions. This gender gap in financial literacy may contribute to the differential levels of retirement preparedness between women and men. However, little is known about the determinants of the gender gap in financial literacy. Using data from the RAND American Life Panel, we examined potential explanations for the gender gap including the role of marriage and division of financial decision-making among couples. In September of 2009, the Office for Education Policy (OEP) released a report titled “An Analysis of Charter Schools on Desegregation Efforts in Little Rock, Arkansas.” In this report, we presented data from the 2005 to 2009 schools years for students who transferred to open-enrollment charter schools in Pulaski County from the Little Rock School District (LRSD). The aim of this report was to show what impacts – if any – these transfers were having on the desegregation efforts of the LRSD. The purpose of this study was to determine the relationship between secondary principal leadership style and Hispanic student achievement. Student achievement was measured by the graduation rate for each school. The principals' leadership styles were defined by scores in the Leadership Orientations Profile. The online survey was sent to 549 potential participants with 105 responses. Four types of schools were included in the data: public, alternative, charter, and continuation. Sixty-three percent of the public high school principals were male. Eighty percent of the non-public school principals were female. Most of the principals in the study had eight or less years …

This study explored the perceived value of reflective thinking by preservice teachers and new teachers in Missouri. Surveys were randomly distributed to 1200 preservice teachers who attended NCATE (2008) universities in Missouri and to 1200 new teachers who taught in accredited private or public schools in Missouri. A total of 261 (22 percent) preservice teachers and a total of 345 (29 percent) new teachers participated in the study. The preservice teachers who were surveyed attended NCATE (2008) universities and the new teachers were teachers who had taught three years or less in accredited private or public schools in Missouri.
