This cross-national study comparatively analyzed determinants and outcomes of teachers’ work engagement and organizational commitment in Turkey and the United States. Informed by the relevant literature, teachers’ organizational identification, perceived organizational support, and principal authentic leadership were the determinants. The outcome variables included teachers’ organizational citizenship behaviors and counterproductive work behaviors. A simple cluster random sampling was used to sample teachers. Sampling inclusion criteria were school configuration and school type. The purpose of this grounded theory study was to develop a theory, grounded in data obtained by interviewing current superintendents on how TEACHNJ has impacted their ability to improve student performance. TEACHNJ is a law enacted by the state of New Jersey to improve teacher quality and raise student performance by changing evaluation and tenure processes in order to create greater transparency, equity, consistency, and accountability across districts. The United States education system has experienced an evolution of school accountability systems that has led to changes and variation in state school grading systems. This study shows that the Every Student Succeeds Act (ESSA) of 2015, a recent reauthorization of the Elementary and Secondary Education Act (ESEA) of 1965, provides greater autonomy to individual states in evaluating and reporting school accountability than in preceding years and provides opportunities for states to implement a more holistic or well-rounded approach to school grading.
