The proliferation of university educational demand in Nigeria occurred as a result of the oil boom and the subsequent creation of nineteen states. In 1974, Ibadan and Lagos Universities were the only federal universities; in 1976 seven more universities were created. The sudden increase, from two in 1974 to thirteen federal universities in 1976, necessitated the adoption of the formula funding model, which was perceived as being capable of allocating resources to all similar academic programs in the institutions. The problem of this study was to determine the difference between industrial practices and perceptions of management toward training and education programs in selected manufacturing industries. The survey was conducted within a 50-mile radius of a regional university to determine how academic institutions could better assist industries with training and education programs. Data were collected through the use of a two-part instrument sent to 426 industries in North Carolina, Virginia, and Tennessee. Part I collected data on the perceptions of industrial management. The purpose of this study was to determine if the System of Multicultural Pluralistic Assessment (SOMPA) information which included the Adaptive Behavior Inventory for Children (ABIC) and the Estimated Learning Potential (ELP) was redundant of information on the teacher-scored Hahnemann Elementary School Behavior Scale (HESB) and the Wechsler Intelligence Scale for Children-Revised (WISC-R) subtest scores for male and female Black, White, and Chicano Learning Handicapped (LH) and Resource Specialist Program (RSP) fourth grade-age students. The purpose of this study was not to determine all those attitudes which affect a student’s decision to remain in or leave the college. It was rather to survey the attitudes and opinions of the members of a group which had already left the college before completion of their studies insofar as Central Washington College was concerned. Three factors were determined on the basis of their proximity to the lives of the students and their concomitant effect on the attitudes of those students.
