This dissertation examined the leadership storytelling uses and practices by rural, public school superintendents in North Georgia who are engaged in change and innovation through agreements with the state in exchange for flexibility waivers from Title 20 of the Georgia Code. This study was the result of the participation of five rural, Appalachian superintendents in semi-structured interviews. Two of the districts were Strategic Waivers School Systems (SWSS) and three of them were Charter Systems. The intent of this paper is to provide a mixed-methods audit of professional development provided to K-12 school leadership in Virginia's diverse landscape to include identification of providers, funding, effectiveness, and expectations.
In the Commonwealth of Virginia, geographical, political, and socio-economical differences across 132 school divisions cause variability in leaders' experiences with professional development. A mixed-methods approach was used, including a review of current literature, an online survey, virtual interviews, and virtual focus group discussions. The failure of educators to meet the needs of elementary students who require separated, differentiated, and intensive reading interventions (Tier 3) has been attributed to the scarcity of administrative resources and a lack of effective collaboration between reading specialists and classroom teachers. Experts opine that common barriers to effective collegial collaboration between institutional reading specialists, who are employed by the school, and classroom teachers include: an unsupportive school culture, the classroom teachers’ fear of losing pedagogical autonomy, the absence of mutual trust and interdependence between the reading specialists and their students’ classroom teachers, and the inability of reading specialists …

School districts spend millions of dollars each year to provide training and learning to staff working in direct and indirect service to students (National Council on Teacher Quality, 2021). This financial commitment says nothing about what is even more important: the need for school employees and the systems in which we work to serve students more effectively. The research study was conducted to analyze effect of an attendance support team in urban middle schools. The study utilized a six-month time window using students in three middle schools that accumulated five unexcused absences. The attendance support team was comprised of a school social worker, a family resource student support coordinator, a district-level director of pupil personnel, and a court-designated worker from family court. The function of this team was to share attendance policies, requirements, and mitigate barriers through system support to increase regular attendance for students. For the past two decades, student perception surveys have become standard tools in data collection efforts. At the state level, however, “student voice” is still used sparingly. In this study, we examine the ways in which including student survey results might alter state accountability determinations. Reconstructing the accountability system in Massachusetts, we draw on a unique set of student survey data, which we add to the state’s formula at a maximally feasible dosage in order to determine new school ratings. As we find, student survey data shift school accountability ratings in small but meaningful ways and appear to enhance functional …

In the Commonwealth of Pennsylvania, there is significant variation in kindergarten programs and the entry assessment systems used in school districts. There are no reliable data on the kindergarten entry assessment (KEA) systems used in public kindergarten programs across the Commonwealth. It is well-established that comprehensive KEAs should be part of a broader preschool through third grade (P-3) continuum of early childhood education to assess whole-child skills, include families and community partners, be culturally and linguistically responsive, and developmentally appropriate. Work-life balance (WLB) is a challenge for principals to navigate as the ever-increasing responsibilities require more time. Because time is limited, achieving balance between principals’ workloads and home responsibilities can cause significant stress. Often, women principals face additional challenges because of childcare and household responsibilities. To support principals in their practice and encourage them to enter and persist in the role, better policies and practices should be implemented. By providing more site level staff, fostering a culture where WLB is valued, releasing principals from non-essential obligations, and training principals to prioritize tasks, districts can help mitigate the overload principals experience.

This paper focuses on quantitatively assessing the implementation of a freshman academy on multiple educational outcomes for students including academic, behavioral and emotional indicators. Existing research presents mixed findings on the effectiveness of freshman academies on student success, and rarely attempt to measure indicators other than grades or standardized test scores. This study examines not only students’ grades and credits attained, but also attendance, behavior referrals and most innovatively, students’ emotional engagement and connectedness. Data from cohorts prior to and post-freshman academy implementation were quantitatively analyzed using a causal-comparative design. Implementing Discipline Reform: One District’S Experience With Pbis, Catherine Robert Ed.D.

This study examines the case of one large urban school district’s implementation of Positive Behavioral Interventions and Supports (PBIS) to review competing needs and challenges encountered over a four-year period. There are encouraging results supporting the finding of a successful PBIS implementation and plans for continued implementation of Tier I practices and expand Tier II supports. Reducing the continuing disparity between the percentages of African American and White students receiving disciplinary consequences remains a challenge for Middleton ISD. In addition, work remains to reduce the disproportionate number of students receiving special education services who receive higher levels of disciplinary consequences.

Beginning in March of 2020, public school educators at all levels were thrown into a situation in which they were required to drastically alter pedagogical approaches to teaching and learning. The move from classroom-based instruction to a virtual platform, whether synchronous or not, was too often done on-the-fly and with mixed results. With the realization and acceptance, albeit grudgingly, that web-based, internet-based, and/or virtual platforms need to be greatly expanded to the population and may become the norm for public education, there clearly exists a need for an expanded definition of instructional leadership.

At the end of every school year, new teachers either stay or leave public classrooms. Multiple challenges drive these new teacher choices. State, district, and local administrators struggle to fill teacher vacancies. New teacher departures challenge schools with the maintenance of an attractive work environment and provision of quality student education. This case study shares how five successful Minnesota educators apply extrinsic activities and intrinsic supports to not only meet these challenges, but effectively respond to the 2019-2020 onset of the COVID-19 pandemic. Facts And Trends Regarding Performance And Funding Of K-12 In Kentucky, John Garen

Kentucky’s K-12 experienced an 80% in increase in per pupil funds, after inflation, from 1990 to 2019. However, there have been only modest changes in its nationally-administered test scores, and no increases in the past decade. Moreover, per pupil funding seems to exceed that of all but the most exclusive private school tuition. Just over one-half of public funds goes directly to instruction and most funds to local schools come from Frankfort. Scoring on Kentucky’s own student assessment tests, the K-PREP, are higher than that of the comparable nationally-administered tests. Also, K-PREP shows improvement, while the other tests do not. …

This qualitative survey investigated how much authority high school athletic directors have when monitoring student-athletes’ social media accounts while also determining whether athletic directors believe it is necessary to implement social media policies for student-athletes. An in-depth literature review supports evidence of the legality of athletic code of conducts based on previous court cases and a theoretical framework. Twenty-five athletic directors from the state of North Dakota participated in the study via an online survey. Research indicates that parent involvement increases student achievement. This qualitative research examined 30 elementary Title I schools’ Parent Involvement Plans (PIPs), seeking roles parents played in urban settings. This document analysis reviewed the descriptive language presented in each school’s plan and examined for fidelity. Using Epstein’s Six Types of Parent Involvement and the Sample Practice, the researcher coded the Plans. Data displayed compliance with the mandated requirements of the Plans. Still, they indicated incongruencies with fidelity and alignment to proven best-practices research.

This research study analyzed the perceptions of special education supports by school administrators. Specifically, this research discussed comparative findings of perceptions of special education supports between building principals and building-based special education team chairpersons in one Massachusetts public school district. The findings are grounded in the district’s inclusive philosophy and its capability to ensure that all students are provided educational opportunities in the least restrictive educational environment. The problem studied was that many students with disabilities who are unable to find academic success within an inclusive academic environment are typically transitioned into a more restrictive—or substantially separate—alternative education setting. While professional collaboration between school counselors and principals has the potential to enhance the educational environment for students, preparation programs typically do not provide collaborative opportunities to preservice candidates. In response to concerns expressed by preservice school counselors and principals regarding this lack of opportunity, researchers designed and implemented a collaboration workshop. Following the workshop, a multiple-case study research design was utilized to explore the value of collaboration from the perspectives of both groups through participant interviews grounded by the Five Elements of a Professional Community. There is a lack of research on science-process skills and abilities of students with blindness and visual impairments to apply those skills (Jones, Forrester, Robertson, Gardner, & Taylor, 2012). Public schools in the United States have become more diverse due to immigration and the mass exodus of the White population to the suburbs. Growing demographic changes and a consistently White educational labor force raise concern regarding how schools address the needs of their diverse student populations. Much research exists concerning teachers’ implementation of culturally responsive teaching (CRT) practices.
