Disproportionate numbers of black students do poorly on standardized tests; strategies to improve American education thus frequently target inner-city schools. These strategies often have an unrecognized affirmative action component. A search for more minority students or teachers is clearly an affirmative action effort. But the elimination of all tracking or competency grouping is another matter. Normally viewed as nothing more than a pedagogical strategy, it, like other affirmative action efforts, amounts to a conscious effort to alter the low-track status of minority pupils. Similarly, the demand for curricular reforms, racial sensitivity training, and more culturally "appropriate" tests, while not obviously …

A Thoughtful Approach To Public Education Reform, John C. Rennie

This article restates the underlying rationale for the importance of high-quality K-12 public education. The author describes some of the difficulties reformers encounter in engendering support for and determining the most cogent elements of reform. The differences between the aims and capabilities of school-business partnerships, which essentially assist the current system, and systemic reform, which aims to change the system, led to the formation of the Massachusetts Business Alliance for Education. Rennie summarizes the process followed by MBAE in developing a framework for reform and meeting its objectives.

In American high schools, students are sorted into three "tracks" to cluster resources for students of similar abilities and interests. Much is known about the high track student, and especially in the past decade, the low track or "at-risk" student. However, the middle track--or marginally achieving student--has been largely overlooked in the literature. Acknowledged as "lost in the middle" (Judson, 1992), as well as deserving of higher quality of service in their school systems (Powell, Farrar, & Cohen, 1985), marginal achievers-defined here as having a GPA of 1.5-2.5, still maintain a profile of invisibility. The purpose of this study was to determine the beliefs of Tennessee principals and teachers in relation to national standards and national goals. This was a descriptive study, which utilized a survey methodology. The population under study was limited to 232 principals and 268 teachers randomly selected from the 1992-1993 membership of the Tennessee Education Association. The instrument, developed by the researcher for this study, was the National Standards/National Goals Questionnaire. This project gathered information about the teacher employment practices recommended by the literature and research, used in small high schools in Illinois Educational Service Region 26, and used in Martinsville High School, Martinsville, Illinois. The literature identified nine basic areas in which to divide the selection process. This study examined the development of a School Improvement Plan for the Oblong School District in preparation for a Quality Review visit. The Illinois State Board of Education was mandated by legislation pasted in 1984 and 1992 to evaluate the School Improvement Plan of each school district in Illinois. The steps taken to properly prepare for the Quality Review visit were documented in the study. The recommendations detailed in the paper were developed at the completion of the Quality Review visit and reflect the suggestions of the Quality Review Team. The purpose of this study was to identify elements commonly found in existing new teacher induction programs and incorporate those elements into an induction program that could be implemented almost exclusively by a single building level administrator. The information was obtained through an examination of existing literature and contacts with current practitioners who were involved in induction activities.
Survey instruments were provided for participating administrators and the new teachers in their buildings. The surveys identified elements of the existing program and the perceived importance of those elements from the perspectives of the administrator and the teacher.

The Illinois State Recognition Program, otherwise known as Quality Review, has stringent rules for documenting compliance with requirements regarding information on student demographics, outcomes, assessment standards, expectations, plans for improvement, and reporting that information to the public in a meaningful way. This field study provides new formats for the scoring rubric and auditors' Interpretive Key for the state rules and regulations which make them easier to understand. The purpose of this field study was to determine the effect of participation in extracurricular activities upon academic achievement. Senior students at Flora High School were asked to respond to several survey questions that provided information concerning their participation or lack of participation in extracurricular activities. In addition, they expressed opinions related to their own personal involvement in extracurricular activities. The cumulative grade point averages of participants and nonparticipants were also reported.
The results indicated that the respondents of the Class of 1994 of Flora High School strongly felt that participation in extracurricular activities had an effect upon academic achievement. …

Problem. Considering the rapid expansion of educational institutions in the Austral Union of Seventh-day Adventists and the lack of a job description for principals, there is a need for more research in the area of the principal's role.
Method. This was a descriptive survey research. A 71-item questionnaire created by Robert Kalangi in 1975 and modified by the researcher was used in this study. Recent, energy saving improvements in lighting technology have been made involving the use of more efficient lamps, silver coated light reflectors, and electronic light ballasts. Research indicates that it is economically feasible to retrofit existing light fixtures to utilize the advantages of these developments. This process consists of the removal of all standard lamps and ballasts in each light fixture, the installation of a highly refined light reflector and the replacement of the existing lamps with brighter, more efficient ones. With the current trend Iowa of school districts whole-grade sharing (WGS) with another school district followed by merging, the author examined the impact of such reorganization activities on library media programs in selected school districts. The case study approach was utilized to examine five districts. The author believed that changes occurred as a result in library media centers with most change discernible at the time WGS commenced rather than at the time of full merger. Despite the numerical growth of Seventh-day Adventist (SDA) membership and the number of private and parochial schools, there has not been a corresponding increase in student enrollment in Adventist church schools in British Columbia, Canada. This study investigated possible reasons for this trend through a study of the attitudes of church members toward the support of Adventist education in the province.

In the 1990-91 school year. Kentucky's public schools received a mandate to begin a preschool program to aid children who were at risk of school failure. Children to be served were three-and four-year-olds qualifying for free lunch or having handicaps.
This study is an evaluation of the preschool program in Hart County Kentucky. Two concerns were identified. These concerns were: (1) identifying teacher and parental perceptions of the program and (2) measuring student academic gains. California has a thriving climate for middle grade reform, with most middle grade schools in the state attempting some change. In this study, we examined the reform implementation process in 17 schools where staff members had devoted considerable effort to 1 of 4 instructional reforms: heterogeneous grouping, cooperative learning, active learning, or interdisciplinary instruction. Although different combinations of external and internal pressures prompted schools to focus on a particular reform, at all schools the principal or a small cadre of teachers took responsibility for building a reform vision and for logistical activities of implementation. The major purpose of this study was to examine variables in implementing a school breakfast program in Shelbyville Community Unit School District 4, Shelbyville, Illinois. All students in grades kindergarten through eight are eligible to participate in the program.
A review of the literature indicates a link between nutrition and academic achievement as well as behavior and attitude toward learning. One in three school children either does not receive an adequate breakfast or receives no breakfast. Children who are hungry cannot learn. Federal subsidies that provide school lunches to the economically disadvantaged are also available for school breakfast programs. Few …

This study was designed to research and statistically assess intrinsic and extrinsic factors associated with advancement of secondary level administrators, comparing males with females. Administrators from randomly selected high schools in Illinois were surveyed. The survey sought demographic information and reactions to attitudinal statements measured on a Likert scale. An evaluation of demographic information revealed that as groups, men and women administrators are different. T-test analyses of intrinsic and extrinsic factors associated with administrative advancement disclosed that no statistical significant differences exist between males and females.
