A Workforce Development Study To Explore Current Demand For Industry-Recognized Credentials, Debra Kay Smiley

In this descriptive research study, I identified industry-recognized workforce credentials that are or will be in high demand by employers operating in Virginia. I surveyed a targeted group of Virginia workforce development stakeholders including 17 Virginia Community College System workforce development leaders who represent each local community college, 47 Virginia local and regional economic development directors, and 11 Virginia Workforce Innovation Opportunity Act directors. Due to the economic disparity between rural and urban areas, I also examined the contrast between high-demand credentials needed by employers in rural and urban areas.

High school, community college, and university faculty attempted to address student readiness for first-year college English classes by working with each other across sectors in an ongoing, collaborative professional development project, Successful Transitions to College (STC). STC demonstrates that teachers can work across sectors to smooth transitions for students who often navigate multiple educational systems throughout their K-16 experience. This professional development work intentionally built opportunities for faculty to work collaboratively while honoring teaching expertise and shared problem solving. This quantitative study investigated faculty trust in their immediate supervisors (academic deans and faculty chairs) in a state college setting. A survey instrument created for this study was based on existing research on trust in schools by Bryk and Schneider (2002) and Tschannen-Moran and Hoy (1998), as well as research on trust in corporate setting. The standard model for college in America—a four-year bachelor’s degree that teaches critical thinking, analytic reasoning, and written communication skills—is unaffordable and unattainable for most Americans. Only about a third of citizens aged 25 and over have achieved a baccalaureate degree or better. Two-thirds are left behind in precarious jobs that pay substantially less and that are losing ground. This paper demonstrates why identity-oriented community college study abroad programs are more accessible for the diverse student populations that attend these institutions. The effect of business cycles, as evidenced by local unemployment rates, on individual community colleges needs to be understood so that public resources can be used to strategically align the supply and demand of educational opportunities. A countercyclical relationship indicates the ability to serve citizens may be most restricted during economic downturns when demand is highest. The purpose of this phenomenological, qualitative study was to explore the experiences of African American female leaders in higher education. More specifically, this study examined the experiences of these leaders who assume the role of presidents and vice presidents at Georgia technical colleges. The study contextualized the experiences of these leaders and illustrated how those experiences influence their leadership methods and the establishment of their leadership presence. The educational leaders in Washington State realized the necessity of rapidly equipping adults with career skills and developed the Integrated Basic Education and Skills Training (I-BEST) program to meet workforce needs. The effect of WIA services on the gainful reemployment of Virginia's dislocated workers was explored using a mixed method, non-experimental, ex post factoresearch design. Analysis of variance with follow-up post hoc tests probed for statistically significant differences in hourly reemployed wage and weeks dislocated determined by (a) WIA service level, (b) impact of training, (c) characteristics of training completers and non-completers, and (d) impact of dislocated worker characteristics. Qualitative methods were used to search for trends and patterns defined by the perceptions of both dislocated workers and employers.
