This study assessed a localized academic readiness model that measures academic skills relevant to an occupational program and the institutional context. Enrollment in the program’s mandatory gateway course is contingent upon establishing academic readiness either: (1) possess an associate-level or higher degree; (2) achieve placement test scores that permit enrollment in college-level English composition/critical reading; or (3) complete developmental education prerequisites to permit enrollment in college-level English composition/critical reading. In 2012, Governor Kasich instituted a call-to-action, “Campus leaders throughout Ohio must work together to rethink how the state allocates its investment in our public higher educational facilities.” (Ohio Higher Education Capital Funding Commission, 2016). The intent of Governor Kasich was to drive more equitable outcomes and opportunities in higher education, including capital allocation (2016). However, despite the changes in processes over time, there continues to be disproportion in allocation of capital funding (Maiden & Stearns, 2007; Manns, 2004; Tandberg 2010).

A Workforce Development Study To Explore Current Demand For Industry-Recognized Credentials, Debra Kay Smiley

In this descriptive research study, I identified industry-recognized workforce credentials that are or will be in high demand by employers operating in Virginia. I surveyed a targeted group of Virginia workforce development stakeholders including 17 Virginia Community College System workforce development leaders who represent each local community college, 47 Virginia local and regional economic development directors, and 11 Virginia Workforce Innovation Opportunity Act directors. Due to the economic disparity between rural and urban areas, I also examined the contrast between high-demand credentials needed by employers in rural and urban areas.

Basic skills instruction has had poor success in equipping adults with the training needed in today's global economy. The educational leaders in Washington State realized the necessity of rapidly equipping adults with career skills and developed the Integrated Basic Education and Skills Training (I-BEST) program to meet workforce needs. In 2004, Washington State piloted the I-BEST program in ten institutions, but it has since expanded to all 34 of the State's community colleges. The combination of a weak economy with a corresponding decline in tax revenue has created deficits in state and local budgets which adversely affect the financial stability of community colleges. This leaves community colleges struggling to continue to provide education in support of their missions. To provide a source of alternative revenue, community colleges are embracing the spirit of entrepreneurialism and transforming themselves into profit-seeking businesses.

Workforce Investment Act Services: Effect On Dislocated Worker Reemployment, Martha A. Walker

The effect of WIA services on the gainful reemployment of Virginia's dislocated workers was explored using a mixed method, non-experimental, ex post factoresearch design. Analysis of variance with follow-up post hoc tests probed for statistically significant differences in hourly reemployed wage and weeks dislocated determined by (a) WIA service level, (b) impact of training, (c) characteristics of training completers and non-completers, and (d) impact of dislocated worker characteristics. Qualitative methods were used to search for trends and patterns defined by the perceptions of both dislocated workers and employers.
