This study focuses on the academic experience of English Learners (ELs) in Boston’s public schools in the year before and in the three years following the implementation of Referendum Question 2. In 2002, this referendum spelled an end to Transitional Bilingual Education (TBE) as the primary program available for children requiring language support in Massachusetts public schools, replacing it with Sheltered English Immersion (SEI). The instructional demands and pressures placed on today’s educators are constantly increasing, influenced by national and state learning standards, assessments, and changing student demographics. More specifically, the standards of Adequate Yearly Progress (AYP) set by the No Child Left Behind Act (NCLB) require academic gains to be made yearly by all students, including those with significant learning hurdles, such as the language acquisition difficulties faced by English Language Learners (ELLs). Research related to the bilingual and bicultural issues of emergent literacy, family literacy, and intergenerational literacy, factors that promote literacy, parent involvement, and family literacy programs was read, evaluated, and summarized. From this literature review it became evident that when children develop literacy skills in their native language and/or English and learn to interact with literacy, learning to read and write becomes easier. A handbook, written in English and Spanish, was designed and printed providing reading strategies and activities for parents to promote reading literacy in the home.

This project incorporates the use of games and activities as supplemental resources with today's technology enhanced environment. It was designed to create an easily accessible resource for teachers of Spanish language instruction. Our project focused on creating a Web site on the Internet which included several student-centered activities. The development of the project included research of similar Web sites, literature regarding best teaching practices and methods, Gardner's multiple intelligences, specifically bodily/kinesthetic intelligence, and a teacher questionnaire focusing on the need for the project. A curriculum has been developed for middle school English as a Second Language (ESL) students to improve their reading comprehension. A review of the literature found that vocabulary is an essential part of reading comprehension and becoming aware of English/Spanish cognates can increase the students' English vocabulary. The curriculum includes a survey to assess a student's knowledge and use of cognates, lesson plans to introduce the concept of cognates, to practice recognizing English/Spanish cognates, and learn the correlation of suffixes between English and Spanish. The curriculum also includes lists of English/Spanish cognates divided by subjects.

The purpose of this project was to influence student reading comprehension by involving parents in the literacy learning of their children. Researchers of language learning suggest that if children learn skills and content in their first language, they will later transfer that knowledge to their second language. To accomplish that end, literature packets that contain a book in Spanish or English with corresponding activities were created. The packets will be taken home by students to use with their parents to enhance reading skills and parent involvement.

An alternative method for the development of second language acquisition and literacy in a second language program was explored. A collection of Spanish children's songs and lessons utilizing "whole language" teaching strategies were compiled to supplement the language arts cμrriculum. The premise for this study was that children's songs could be used to develop activities that would enhance second language acquisition and literacy skills. Implications for the integration of music to provide a cogent transitional vehicle from spoken to written language structures are discussed.

The purpose of this project was to develop parent involvement workshops and home reading activities for Spanish speaking migrant parents of the Highland School District. Four one-hour workshops were designed and implemented. In addition, kindergarteners participated in book reading activities. This project demonstrated that Spanish speaking parents could be successfully integrated into school-related activities; and through this integration, positive changes in attitudes and behaviors of both parents and children could be achieved.

Bilingual Language Arts objectives were established by grade level, K-4, in both Spanish and English. One hundred six limited English proficient students are participants in the bilingual program for which this curriculum was designed. This study suggests how selected objectives can be implemented using a whole language approach during a 1-week cultural unit. The intent of the curriculum design was that children learn language naturally when it is in a meaningful context. Implications for success in using a whole-language approach are discussed.

The purpose was to create a series of stories for children that deal with sexual and child abuse. The stories were written in Spanish and English. Special attention was given to make them relative to the Hispanic culture. Background research supported the existence of sexual and child abuse. Symptoms were listed and the rights and responsibilities of teachers to report suspected cases were identified. The use of creative fiction and bibliotherapy was suggested for prevention programs in an elementary curriculum.

The purpose of the present investigation was to examine the attitudes of Spanish speakers of an Albuquerque community toward local and standard Mexican Spanish. The preferences expressed and the linguistic elements involved in such decisions were explored. Sociolinguistic factors related to individual and group choices were also considered.

In order to probe the relationship between social and linguistic facts, a single community was investigated. Martineztown, a small, insular Albuquerque Spanish-speaking community was first observed with regard to availability of formal models of Spanish. Teachers of Spanish are often concerned primarily with the mechanical aspects of language. A student's knowledge of the language is principally determined by his mastery of vocabulary, correct verb forms, etc. By devoting so much concern to the purely linguistic aspects of communication, other important dimensions have often been ignored; for example, the "appropriateness" of language use in a given social context. Once this dimension is considered, it becomes clear that besides knowledge of the mechanical construct of language, the student must also acquire knowledge of what language choices are appropriate for each social situation.

This is a collection of basic survival English instructional materials for adult Spanish speaking migrant workers. The materials were developed under a U.S. Office of Education Right to read Grant through the Mid-Columbia regional Library in Kennewick, Washington from 1973-74 and were used in teaching migrant workers in the agricultural area of Eastern Washington.
