Despite the rapid increase in enrollment of students who speak a language other than English at home, little prior research examines the resources required to implemented instructional programs for emergent bilinguals and whether school districts receive adequate funding for these programs. This policy brief (a) synthesizes research on implementation of bilingual education, (b) describes research on the cost of bilingual education programs, and (c) reports the findings of a study showing that bilingual education programs are severely underfunding in Texas and nationally.
The brief offers recommendations for local and state policymakers. School leaders can use bilingual education models to support …

On May 3, 2016, House Bill (HB) 879—the Georgia Seal of Biliteracy—was signed into law by Governor Nathan Deal and went into effect on July 1, 2016. Outside of the language education sphere, many educators and policymakers may not fully understand the benefits of studying other languages. Yet, this policy hinges on the utility of simultaneously demonstrating proficiency in a foreign language and an advanced command of English, thus forming the foundation of biliteracy. Military mental health clinicians (MMHCs) have been essential to Operations Enduring Freedom and Iraqi Freedom. They served in extreme stress conditions, including on the front lines. As co-combatant/clinician, the MMHC bridged unique perspectives on the effects of war stress experienced by Active-Duty Service Members (ADSMs). To date, no study has focuses uniquely on MMHCs narratives as they provided care from this multiple perspective. This investigation was carried out from a phenomenological perspective. A single, open-ended question was asked of seven MMHCs about lived experiences while serving, resulting in in-depth interviews. These were textually coded. In 2014 the Ministry in Charge of Moroccans Abroad and Migration Affairs, adopted the National Policy of Immigration and Asylum detailing efforts to realize an adaptive education system, sensitive to migrant education and inclusive of teaching and learning strategies directed towards children of foreign heritage. As migrant networks grow more and more fortified, and people all over the world experience improved mobility, destination countries are finding multicultural and inclusive education systems integral to the wellbeing of its new residents, and the tolerance of its native citizens. A survey about diversity and school climate, based off of the National Climate Survey used by the Gay, Lesbian and Straight Education Network (GLSEN), was distributed to students electronically in 2015. In all, 536 students took the survey. Those who did not finish the survey (29 students), or who marked all possible choices for sexual orientation or gender (implying inauthentic responses, 7 students) were removed from the sample. This report covers some of the major results from the study.

By using databases and institutional reports, the study examines the issue of data availability of Sierra Leone’s education sector and the data collection process. Through analysis of documents and interviews with experts, the study identified the importance of education reconstruction and the role of ministry of education. This research serves as a consolidation of information regarding the global response to LGBT prejudice, and in particular, the response of organizations situated in China, Hong Kong, and Thailand. Interviews with activists and researchers from organizations that address LGBT prejudice served as the main form of data. Findings and subsequent analysis point to the ways in which organizations respond to the lack of visibility of the LGBT community, and how this invisibility is related to various manifestations of LGBT prejudice. On 21 September 2012, California Assembly Bill 2193 was approved by Governor Jerry Brown. The bill added sections to California’s Education Code defining the terms long-term English learner and English learner at risk of becoming a long-term English learner. It mandated that the Department of Education collect data on the number of students corresponding to both new categories and report those data to school districts. This longitudinal study examined associations between changes in School Connectedness and changes in Affiliation With Deviant Peers among students from high-poverty backgrounds during the year immediately following the transition to middle school. Sixth-graders (N = 328) attending two middle schools in a large school district completed measures of School Connectedness and Affiliation With Deviant Peers at three points across the year. Results from parallel process modeling showed that students’ reports of School Support significantly declined across the school year, School Support and Affiliation With Deviant Peers were negatively associated at the beginning of the school year, and students who reported …

We describe a rural/micropolitan example of the intertwining of school consolidation and demographic change with exacerbated segregation and inequality. To do this we consider Dawson County, Nebraska, which hosts the state's most Latino/a school district (Lexington) and which saw its number of schools decline from 37 to 19 during this century's first decade, and the number of local school districts lessened from 18 to 5. In particular, we call attention to the irony that consolidation was pursued with an explicit call for more equality in schooling in Dawson County (Swidler 2013) and yet population concentrations and variation in expenditures seemed …

The purpose of this research project is to examine the ways in which the classroom, teacher, and student dynamics of a South African urban primary school create a site for nation-building, citizenship, and the promotion of social cohesion. Understanding that the school serves as an institution for the production of ideology, socialization, and spreading of knowledge, this research will investigate how curriculum, authority, and policy influence what it means to be a “good” South African citizen, and thus, a contributor to forming both personal and national identity. Teen pregnancy continues to be a problem for families, educators, health care professionals, and the government. Teenagers are not afforded the opportunity to learn or receive reinforcement on God's laws on abstaining from premarital sex because religious education is not allowed in the public school system. This increase has led to the creation of the Teenage Parenting Center (TAPP), located in southwest Georgia. TAPP is one of 64 schools in a school district that offers special benefits for pregnant and parenting teens. The Gastón Institute collaborates with government agencies, community organizations and foundations in applied research aimed at evaluating the impact of policies, programs and practices. This poster describes a three-way collaboration among researchers and practitioners from Boston Public Schools (BPS), the Gastón Institute and the Center for Collaborative Education (CCE) which yielded two comprehensive studies: 1. The enrollment and outcomes of English language learners in BPS; 2. Best ELL practices in four schools that were consistently high performing or steadily improving with respect to ELL student outcomes.
