Public Policy And Postsecondary Accessibility: An Agenda For Action, Jacqueline Stalker

Accessibility has become a major problem in Canadian postsecondary education. The phenomenal and continued growth in student enrolment over the past twenty-five years has placed the concept of universal access in peril. Of particular concern in the Province of Manitoba is the restricted access to community colleges. In this research project, the problem is assessed and information is provided to support planning and social policy development.

Adults are returning to post secondary education in increasing numbers as a response to the rapid technological changes evidenced in contemporary society. These adult learners are older and better educated than their traditional counterparts. the 18 to 22 year old Student. The presence of these mature students in the classroom poses a challenge to provide the curriculum programs and services to continue to meet their needs. The number of applicants for the Electronic Data Processing program far exceeds the number for possible admission. Admission procedures must be established to select those applicants who are most likely to succeed academically and to persist to graduation. The faculty and administration at Fayetteville Technical Institute believe that the current admission policies are not adequate to screen those students with the least likelihood of success.

Northeast Wisconsin Vocational, Technical and Adult Education (NWVTAE) District employed 1200 part-time teachers of adults to teach adult and continuing education courses offered throughout the seven county district to neatly 90,000 participants during fiscal year 1981. The problem was a lack of organized in-service education for part-time teachers of adults throughout the District. The purpose of this study was to develop a model for an in-service education plan for part-time teachers to improve instructional quality.
