Parental input and participation on curricular decisions influence the educational process in private schools. Parental participation in the development and continual examination of the curriculum is essential to maintaining an educational environment that reflects the ideals and goals of all of the stakeholders. However, parents often have differing ideas from schools on what the curriculum should encompass. The problem facing private school leaders is how to negotiate the tensions resulting from conflicting parental expectations for the curriculum of the school. This study analyzes the impact of armed conflicts on the development of education policy and particularly science education program in Uganda. Since independence from the British colonial rule, Uganda has experienced a series of armed conflicts, with the most devastating being the 21 years of conflict in Northern Uganda.

The research study was guided by the following questions: (1) What is the level of government funding towards improving science education program in Uganda? Improving principal quality in Arkansas may be a partial solution to the public policy problem of low performing public schools. Just as policymakers in other states are beginning to explore incentive-based compensation policies to improve principal quality, education policymakers in Arkansas should look to these policies as a way to align goals and minimize agency costs. Setting incentives tied to transparent, publicly available performance measures can resolve monitoring difficulties inherent in principal-agent relationships and can improve goal congruence by signaling clearly about policy priorities. Since the 1980's, the tuition at public colleges and universities has increased at a rate far beyond that of normal inflation. During this period, many public institutions have increased their tuitions exponentially, while others have chosen or been able to retain stable and relatively inexpensive tuition rates. The aim of this study was to examine what policies and external trends are responsible for public institutions having such wide variation in their tuition costs. The Institute Brief Series, Institute for Community Inclusion

The Individuals with Disabilities Education Act, last amended in 2004 (IDEA 2004), encourages parents and educators to work collaboratively, emphasizing that as a team they are uniquely suited to make decisions that help improve the educational experiences and outcomes of children with disabilities. The Advancing Parent-Professional Leadership in Education (APPLE) Project was funded to develop the leadership skills of parents individually and within their communities. The project took place in Massachusetts, where school districts are required to have a special education parent advisory council (SEPAC).

Arkansas’s state standardized tests have changed over the past few years. Since the ACTAAP legislation of 1999, Arkansas students have taken criterion-referenced Benchmark Tests based on the state’s curricular standards along with national norm-referenced exams each year. Prior to 2004, students in grades 4, 6, and 8 were administered the Benchmark tests in Mathematics and in English Language Arts. Starting in 2005, the odd-numbered grades were added so that students in grades 3-8 took the week-long Benchmark tests, in accordance with the requirements of the federal No Child Left Behind act.

This study focuses on the academic experience of English Learners (ELs) in Boston’s public schools in the year before and in the three years following the implementation of Referendum Question 2. In 2002, this referendum spelled an end to Transitional Bilingual Education (TBE) as the primary program available for children requiring language support in Massachusetts public schools, replacing it with Sheltered English Immersion (SEI). In November 2002, the voters of Massachusetts approved Referendum Question 2. This referendum spelled an end to Transitional Bilingual Education (TBE) as the primary program available for children requiring language support in Massachusetts. In its place came a radically different policy called Sheltered English Immersion (SEI). Unlike TBE, which relies on the English learners’ own language to facilitate the learning of academic subjects as they master English, SEI programs rely on the use of simple English in the classroom to impart academic content; teachers use students’ native language only to assist them in completing tasks or to answer a question. …

In 2002, Massachusetts voters approved a referendum against the continuance of Transitional Bilingual Education (TBE) as a method of instruction for English language learners. The study undertaken by the Mauricio Gaston Institute at UMass Boston in collaboration with the Center for Collaborative Education in Boston finds that, in the three years following the implementation of Question 2 in the Boston Public Schools, the identification of students of limited English proficiency declined as did the enrollment in programs for English; the enrollment of English Learners in substantially separate Special Education programs more than doubled; and service options for English Learners narrowed. …

The first major revision of the ACA Code of Ethics in a decade occurred in late 2005, with the updated edition containing important new mandates and imperatives. This article provides interviews with members of the Ethics Revision Task Force that flesh out seminal changes in the revised ACA Code of Ethics in the areas of confidentiality, romantic and sexual interactions, dual relationships, end-of-life care for terminally ill clients, cultural sensitivity, diagnosis, interventions, practice termination, technology, and deceased clients.

In response to the centrally controlled Bantu Education system, the resistance movement advocated a decentralized system of educational governance that included local voices in the running of schools. In 1996, the government satisfied the movement’s demands by including local school governing bodies (SGBs) as apart of the South African Schools Act (SASA). Attached to the powers of SGBs however was a right not advocated by the movement: the ability to set school fees. In response to the well publicized crisis situations that have occurred in the nation's schools, the development and implementation of school safety plans has become a priority of states and school districts across America. One element of these policies is the school lockdown procedure designed for securing a school building. The State of Michigan currently requires that all schools perform a minimum of two lockdown drills each school year.

In this Essay we introduce a model of copyright law that calibrates authors’ rights and liabilities to the level of originality in their works. We advocate this model as a substitute for the extant regime that unjustly and inefficiently grants equal protection to all works satisfying the “modicum of creativity” standard. Under our model, highly original works will receive enhanced protection and their authors will also be sheltered from suits by owners of preexisting works. Conversely, authors of less original works will receive diminished protection and incur greater exposure to copyright liability. We operationalize this proposal by designing separate rules …
