Using student examination data linked to longitudinal teacher personnel data, we document that a teacher’s students have larger test score gains when she experiences an improvement in the observable characteristics of her colleagues. Using within-school and within-teacher variation, we further show that a teacher’s students have larger test score gains when she has more effective colleagues (based on their own students’ achievement gains from an out-of-sample pre-period). A one standard deviation increase in average teacher peer quality is associated with an increase of 0.02 and 0.04 standard deviations in student test score growth in reading and math respectively (about one …

Two prominent theories of legal decision making provide seemingly contradictory explanations for judicial outcomes. In political science, the Attitudinal Model suggests that judicial outcomes are driven by judges' sincere policy preferences -- judges bring their ideological inclinations to the decision making process and their case outcome choices largely reflect these policy preferences. This article takes a governance perspective to examine the contemporary revitalization of Guaraní, a “repressed” language that is spoken by a majority of the population in Paraguay. A historical overview highlights the striking endurance of the language in spite of two centuries of official subjugation. Although systemic bias may not be racism, it is a form of prejudice. Systemic bias exists throughout society in the practices and attitudes that people face on a daily basis. Very often educational programs are set up to accommodate special needs, but, although well meaning, they incorporate this form of bias. Systemic bias inhibits student progress and often presupposes the need for cultural change. This paper reports a study of Canadian Native people and their experience with the public school system.
