Human Rights & Human Welfare
I read the “Women’s Crusade” article that forms the centrepiece of this month’s roundtable with initial interest, gradually turning to a vague sense of disquiet spiced with occasional disbelief. After a few more readings, I tried highlighting the passages that bothered me and stringing them together. Countries “riven by fundamentalism”— that’s presumably the Islamic variety, rather than the Christian variant which holds such sway in the US. The suggestion that “everyone from the World Bank to the US [...] Chiefs of Staff to [...] CARE” now thinks that women are the answer to global extremism hides too many questionable assumptions …
Teaching Students And Teaching Each Other: The Importance Of Peer Learning For Teachers, Clement (Kirabo) Jackson, Elias Bruegmann
Teaching Students And Teaching Each Other: The Importance Of Peer Learning For Teachers, Clement (Kirabo) Jackson, Elias Bruegmann
C. Kirabo Jackson
Using student examination data linked to longitudinal teacher personnel data, we document that a teacher’s students have larger test score gains when she experiences an improvement in the observable characteristics of her colleagues. Using within-school and within-teacher variation, we further show that a teacher’s students have larger test score gains when she has more effective colleagues (based on their own students’ achievement gains from an out-of-sample pre-period). A one standard deviation increase in average teacher peer quality is associated with an increase of 0.02 and 0.04 standard deviations in student test score growth in reading and math respectively (about one …
The Nature Of Feedback Provided To Elementary Students In Classrooms Where Grading And Reporting Are Standards-Based, Dawn Hopkins Souter
The Nature Of Feedback Provided To Elementary Students In Classrooms Where Grading And Reporting Are Standards-Based, Dawn Hopkins Souter
Educational Policy Studies Dissertations
THE NATURE OF FEEDBACK PROVIDED TO ELEMENTARY STUDENTS BY TEACHERS IN SCHOOLS WHERE GRADING AND REPORTING ARE STANDARDS-BASED Feedback is one of the most powerful influences on learning and achievement. Hattie (2002) found that the giving of quality feedback to students is one of the top five strategies teachers can use to improve student achievement. Research has confirmed that the right kind of feedback is essential for effective teaching and learning (McMillan, 2007). The University of Queensland (Australia) notes that feedback is the entity that brings assessment into the learning process (1998). The evidence also shows, however, that how feedback …
An Analysis Of The Impact Of Charter Schools On Desegregation Efforts In Little Rock, Arkansas, Nathan C. Jensen, Gary W. Ritter
An Analysis Of The Impact Of Charter Schools On Desegregation Efforts In Little Rock, Arkansas, Nathan C. Jensen, Gary W. Ritter
Arkansas Education Reports
The aim of this report is to address the challenge by the Little Rock School District (LRSD) that open-enrollment charter schools in Pulaski County (PC) are impeding the efforts of the three PC school districts (Little Rock, North Little Rock (NLRSD), and Pulaski County Special (PCSSD)) to become racially integrated. A key motivation for this analysis is the ongoing debate about how expanded school choice, in this case charter schools, impacts racial segregation. Critics of charter schools argue that these schools lead to greater racial segregation, whereas proponents of charter schools suggest that there is no necessary link between racial …
Evaluating The Teacher-Intern-Professor Model In A Professional Development School Partnership Setting Using A Bayesian Approach To Mix Methods, August Elena Ogletree
Evaluating The Teacher-Intern-Professor Model In A Professional Development School Partnership Setting Using A Bayesian Approach To Mix Methods, August Elena Ogletree
Educational Policy Studies Dissertations
Two needs of Georgia State University Professional Development School Partnerships are to show increases in both student academic achievement and teacher efficacy. The Teacher-Intern-Professor (TIP) Model was designed to address these needs. The TIP model focuses on using the university and school partnership to support Georgia State University student intern preparedness and student academic achievement for those participating in the program. TIP Model outcomes were analyzed using a quasi-experimental design for achievement data and a Bayesian approach to mix methods for efficacy data. Quantitative data, in the form of test scores, were analyzed to compare mean student academic achievement at …
The Quest To Retain Teachers: One School System's Story Of Teacher Movement, Karen Smits
The Quest To Retain Teachers: One School System's Story Of Teacher Movement, Karen Smits
Educational Policy Studies Dissertations
ABSTRACT THE QUEST TO RETAIN TEACHERS: ONE URBAN-SUBURBAN SCHOOL SYSTEM’S STORY OF TEACHER MOVEMENT by Karen Smits Recent data on teacher attrition indicate that approximately 15 percent of teachers either leave the profession or move from one school to another each year. The attrition rate is highest for teachers new to the profession with 30-50 percent leaving within five years. High rates of attrition are a contributing cause of various educational problems including reduced student achievement, teacher shortages, declining teacher morale, and organizational discontinuity. The purpose of this study was to examine the reasons why teachers choose to leave the …
Race Scholars On The Politics Of Race, Research, And Risk: A Narrative Inquiry, Sibby Anderson-Thompkins
Race Scholars On The Politics Of Race, Research, And Risk: A Narrative Inquiry, Sibby Anderson-Thompkins
Educational Policy Studies Dissertations
This qualitative study examined the experiences of race scholars whose agenda include investigating and writing about racial issues which run counter to the entrenched ideas, values and philosophies of the dominant academic culture. It questioned the possible risks associated with race work, and it examined the available support and validation for race scholars within the academy. Perceived prejudices and micro-aggressions are examined, as well as coping strategies for navigating the political academic landscape. Designed as a narrative inquiry, the study utilized in-depth interviews and the analysis of written documents of four prominent race scholars, while critical race theory (CRT) served …

Brookings Scholar Lecture Series
In addition to “forming a more perfect union” and “justice” and “domestic tranquility,” we focused on three cores, or what we thought were the three core missions of the federal government at the time of founding: providing for a common defense, promoting the general welfare, and securing the blessings of liberty. And we tried to think across the institution, how do we marry up against that and against those three core objectives of government and how we assess and understand where the country and world is at any one time? How do we connect the local, the national, and the …

Competing In The Federal Race To The Top, Nathan C. Jensen, Gary W. Ritter
Competing In The Federal Race To The Top, Nathan C. Jensen, Gary W. Ritter
Policy Briefs
The federal Race to the Top is a national competition between states intended to support education reform and innovation in classrooms. States at the forefront of school reform are eligible to compete for $4.3 billion in Race to the Top grants. Since this is a competitive grant, it is possible that some states will not receive awards, and President Obama assures that “politics won’t come into play.”
What Is Highly Qualified For Arkansas Teachers?, Nathan C. Jensen, Gary W. Ritter
What Is Highly Qualified For Arkansas Teachers?, Nathan C. Jensen, Gary W. Ritter
Policy Briefs
In response to the No Child Left Behind Act of 2001, state departments of education, including the Arkansas Department of Education (ADE), established rules to define a “highly qualified” teacher (HQT). While the spirit of this provision is clear and reasonable, the devil is, of course, in the details. That is, what exactly does highly qualified mean? Observers had good reason to be suspicious early on when many states claimed to have 95% or more of teachers being highly qualified. (For instance, according to Education Commission of the States, 100% of North Dakota teachers are considered highly qualified and 14 …
Polishing Cornerstones: Tift College, Georgia Baptists' Separate College For Women, Darin Scott Harris
Polishing Cornerstones: Tift College, Georgia Baptists' Separate College For Women, Darin Scott Harris
Educational Policy Studies Dissertations
This dissertation examines Tift College, formerly in Forsyth, Georgia, and the problems Tift faced as Georgia Baptist's women's college. Many of these difficulties were a result of the beliefs of Georgia Baptists on educating women and the fact that Georgia Baptists placed a greater value on education for males. This work also examines the role of feminism in a southern women's college. To complete this task, the dissertation examines the beliefs and attitudes of Georgia Baptists about education in general, and educating women in specific and how funding played a part in their education. The dissertation addresses Tift's struggle to …

To Be African Or Not To Be: An Autoethnographic Content Analysis Of The Works Of Dr. Asa Grant Hilliard, Iii (Nana Baffour Amankwatia, Ii), Qiana M. Cutts
Educational Policy Studies Dissertations
The purpose of this research was to explore the work of Dr. Asa Grant Hilliard, III (Nana Baffour Amankwatia, II) in three areas: (1) traditional African education and socialization, (2) responsibilities of African teachers, and (3) the need for inter/multicultural teacher education programs. It was also the purpose of this research to explore my African identity development and transformation as I interacted with, studied, and read works by Dr. Hilliard. Data used in the study include a selection of works by Dr. Hilliard, fieldnotes, fieldletters, original poetry and essays, and memory data (St. Pierre, 1997). Qualitative content analysis and autoethnography …

The Easy Way Versus The Hard Way: Middle-Class Black Male Students' Perceptions Of Education As It Relates To Success And Career Aspirations, Rita D. Williams
Educational Policy Studies Dissertations
ABSTRACT THE EASY WAY VERSUS THE HARD WAY: MIDDLE- CLASS BLACK MALE STUDENTS‟ PERCEPTIONS OF EDUCATION AS IT RELATES TO SUCCESS AND CAREER ASPIRATIONS by Rita D. Williams “Education is the key to success” is a common mantra on which schools base their goals and daily operations as well as the reason why most teachers enjoy job security. The majority of school personnel project two beliefs: (a) College is the appropriate next step after graduating from high school, and (b) white-collar occupations, such as professional, management, and supervisory positions, are desired career choices. However, after interacting with and observing the …

The Production Of Political Discourse: Annual Radio Addresses Of Black College Presidents During The 1930s And 1940s, Vickie Leverne Suggs
The Production Of Political Discourse: Annual Radio Addresses Of Black College Presidents During The 1930s And 1940s, Vickie Leverne Suggs
Educational Policy Studies Dissertations
The social and political role of Black college presidents in the 1930s and 1940s via annual radio addresses is a relevant example of how the medium of the day was used as an apparatus for individual and institutional agency. The nationalist agenda of the United States federal government indirectly led to the opportunity for Black college leadership to address the rhetoric of democracy, patriotism, and unified citizenship. The research focuses on the social positioning of the radio addresses as well as their role in the advancement of Black Americans. The primary question that informs the research is whether the 1930s …
Student Governance: A Qualitative Study Of Leadership In A Student Government Association, Walter Preston May
Student Governance: A Qualitative Study Of Leadership In A Student Government Association, Walter Preston May
Educational Policy Studies Dissertations
Student governance has been in existence as an integral part of higher education almost since the founding of the first college in colonial America. However, little is understood about the lived experience of students involved in student governance, and specifically those who participate in leadership positions within student government organizations such as the student government president. Therefore, the primary purposes of this study are to highlight experiences of students who served as presidents of a liberal arts college’s student government association and to examine the meanings these individuals construct out of their leadership experiences. This study employed qualitative methods, which …
A Monte Carlo Study: The Impact Of Missing Data In Cross-Classification Random Effects Models, Meltem Alemdar
A Monte Carlo Study: The Impact Of Missing Data In Cross-Classification Random Effects Models, Meltem Alemdar
Educational Policy Studies Dissertations
Unlike multilevel data with a purely nested structure, data that are cross-classified not only may be clustered into hierarchically ordered units but also may belong to more than one unit at a given level of a hierarchy. In a cross-classified design, students at a given school might be from several different neighborhoods and one neighborhood might have students who attend a number of different schools. In this type of scenario, schools and neighborhoods are considered to be cross-classified factors, and cross-classified random effects modeling (CCREM) should be used to analyze these data appropriately. A common problem in any type of …
A Monte Carlo Study Investigating Missing Data, Differential Item Functioning, And Effect Size, Phyllis Lorena Garrett
A Monte Carlo Study Investigating Missing Data, Differential Item Functioning, And Effect Size, Phyllis Lorena Garrett
Educational Policy Studies Dissertations
ABSTRACT A MONTE CARLO STUDY INVESTIGATING MISSING DATA, DIFFERENTIAL ITEM FUNCTIONING, AND EFFECT SIZE by Phyllis Garrett The use of polytomous items in assessments has increased over the years, and as a result, the validity of these assessments has been a concern. Differential item functioning (DIF) and missing data are two factors that may adversely affect assessment validity. Both factors have been studied separately, but DIF and missing data are likely to occur simultaneously in real assessment situations. This study investigated the Type I error and power of several DIF detection methods and methods of handling missing data for polytomous …
Congressional Debates Over Prisoner Education: A Critical Discourse Analysis, Mark Timothy Yates
Congressional Debates Over Prisoner Education: A Critical Discourse Analysis, Mark Timothy Yates
Educational Policy Studies Dissertations
The United States has the highest incarceration rate of any country. The causes for the large number of prisoners can be traced, in part, to a politicized war on crime that resulted in harsh sentencing and high recidivism rates. Prisoner education provides the potential for slowing the revolving door of prison by helping to create engaged citizens, who are committed to bettering themselves and their communities. However, there is a paucity of support for programs such as Pell Grants, which could facilitate emancipatory education in prisons. The purpose of this work is to examine why prisoners are provided few meaningful …
