Increasing costs, complexity and demanded endurance have been typical characteristics of new weapon systems during the last decades. Meanwhile, severe contraction of defense budgets makes cost effective and well-planned acquisition crucial to ensure weapon system whole life supportability. This qualitative research explores the role of acquisition logistics in the endeavor of purchasing effective, efficient, and supportable systems in four countries, namely the United States, Australia, Spain, and Portugal. There are currently only two force packages under consideration for Air Expeditionary Force (AEF) deployment: the Eagle package and the Falcon package. This thesis examines these and three other force packages for operational feasibility. The comparisons made between the five packages were based on five operational measures and two which describe the logistics involved with deploying each package. The operational measures and one logistics measure are obtained from the THUNDER simulation software package. This thesis examines the performance of the Cooperative Logistics Supply Support Arrangement (CLSSA) for Republic of Korea Air Force (ROKAF). As one of the biggest FMS customer countries, ROKAF buys a substantial portion of its weapon systems from the U.S. Government and relies on the follow-on supply support from the source of acquisition. Because of the advantage of the CLSSA program for its timely support to foreign countries, the CLSSA has been the preferred method of follow-on supply support for FMS customer countries and its magnitude and coverage are being increased. The Air Force requires a method to determine the most effective and efficient means of supply support for new weapon system acquisitions. This study is a qualitative research effort that examines this requirement in an environment that embraces interim contractor support for the F-22. A series of six propositions are suggested to incorporate in the supply support decision-making process. A conceptual model is developed from these propositions to describe the process for determining the optimal timeframe for making long term supply support decisions. This historical study details the U.S. Air Service's logistics operations at home and abroad in an attempt to determine the relationship between the process and more recently established logistic principles. The information in the study was collected through an extensive review of both first hand accounts and historical compilations of the nature of World War I aviation logistics. This research entailed a comparison of five software estimating models: PRICE-S, SEER-SEM, SoftCost-OO, SoftEst, and SPR KnowledgePLAN. The objective was to research the differences of the software models as related to software support cost. The following major question areas were addressed: (1) How do the differences between the models impact the resulting cost estimates? This research is an analysis of the effect that the added in-transit visibility (ITV) associated with applying Radio Frequency Identification (RFID) technology to Army resupply cargo makes on total cycle time (from entry into to exit from the system) within the Air Mobility Command (AMC) portion of the Defense Transportation System. This study is a first step in formalizing CRM training as part of Undergraduate Space and Missile Training (USMT) and individual Unit Training thereby capitalizing on techniques already developed and in place for pilots. We evaluated the usefulness of two modified versions of existing CRM measures. Because an attitude measure is easier to implement, this study analyzes the use of an established flight crew attitude measure, the Cockpit Management Attitudes Questionnaire (CMAQ), and a modified version of the Air Force Mobility Command AMC Form 128, March 1995. This thesis is an exploratory study of the management of cooperative acquisition programs. The investigation focuses on defining the nature of a cooperative acquisition strategy, identifying potential problems associated with this approach, and evaluating the effectiveness of the current guidance and support structure for such programs. The desired outcome of this strategy is a common solution. The operational definition of cooperative acquisition builds on the Department of Defense definition of Joint Service Acquisition. The main elements discussed are the sources, procedures, and items needed for the mobilization and supply efforts. Initially, the Union relied on the States to mobilize the military with the majority of the military being militia members or volunteers. The number of volunteers declined later in the war and the Union used both the bounty system and the draft for recruitment. This thesis evaluates selected F-16 avionics Line Replaceable Units (LRUs) transiting the logistics pipeline in order to examine the existence of bottlenecks and explore potential solutions within the current Department of Defense (DoD) logistics reparable pipeline. A previous study reported that a reduction in the overall pipeline resupply time of at least one day equates to a savings of approximately $25.45 million (Hill et al, 1990:iii). Bottlenecks cause movement delays to the entities moving through the logistics reparable pipeline. This study examines tactical military airlift operations conducted during three historical battles - Stalingrad, Dien Bien Phu, and Khe Sanh. Aspects of tactical military airlift operations are identified from these scenarios. The list of important issues that results can be considered when employing tactical military airlift in the future. Using inductive reasoning, tactical military airlift operations in each scenario, and their success or failure, are examined to develop a pattern for recognizing and describing similar situations in the future. This study was initiated by the assertion that it was taking a greater amount of time to transport assets from Support Center Pacific (SCP) to its Western Pacific Air Forces (WESTPAC) customers (Misawa AB Japan, Yokota AB Japan, Kunsan AB Korea, and Osan AB Korea) than it was taking to transport similar assets to the same locations from a CONUS repair facility. Aerospace Ground Equipment (AGE) is a large portion of any operational unit's mobility requirements. This study performed an investigation on determining the appropriate number and locations of continental United States aerial ports. To accomplish this a linear programming formulation was adapted with the optimizing function based on trading off the cost of shipping cargo against port operating costs. Cargo would travel from CONUS origin, through aerial port of embarkation (APOE), to aerial port of debarkation (APOD) at minimum cost to the DoD. For the wing level logistics planner, an important war planning product they are responsible for is the base support plan (BSP). The BSP is the installation level plan to support unified and specified command wartime operations plans, as well as MAJCOM supporting plans. The first purpose of this thesis was to study the effects of four factors on aircraft availability: the aerospace ground equipment (AGE) design configuration, the mean time between failure (MTBF) of AGE, the mean time to repair (MTTR) AGE, and the travel time to transport the AGE around the flightline. A simulation developed by Carrico (1996) that has its foundation based on the Logistics Composite Model (LCOM) was used. This thesis analyzes the financial impact of applying a single inventory requirements model to three separate classes of inventory at the Defense Logistics Agency's (DLA) Defense Supply Center-Columbus (DSCC) commodity management facility. DLA' 5 blanket application of its variation of the Economic Order Quantity (EOQ) requirements model may not be appropriate for all levels of demand, possibly suboptimizing DLA's desire to minimize inventory costs while still providing an appropriate level of customer service. Support equipment is currently maintained and accounted for by several units under the Logistics Group Commander. This research determined the feasibility and consequences of consolidating or realigning maintenance of powered and non-powered AGE, MMHE, engine trailers, and vehicles into one consolidated maintenance shop or unit per base.
