Airlift capacity is a definitive factor in the success of large-scale military operations. History proves that the demand for airlift soon exceeds its capacity during simultaneous deployment of forces. Therefore good solutions to the airlift capacity problem are important. This thesis contributes to the resolution of this problem by seeking ways to reduce readiness spare parts packages (RSPs) deployed for Air Force squadrons through addition of airlift criteria into the RSP selection process. A principal operational concept of Joint Vision 2020 is that of Focused Logistics, which promotes a merger of information and logistics technologies. The Defense Advanced Research Projects Agency's Advanced Logistics Project (ALP) supports this concept of Focused Logistics and seeks to leverage information technologies to obtain control over the logistics pipeline. The current campaign planning process is limited by the information made available to the decision-makers. In 1947, the Ridenour Report stated the importance and need of Air Force officers with technical graduate degrees. The Air Force has implemented various aircraft maintenance organizational structures. The implementation of the Objective Wing in the early 1990s was the latest occurrence of reorganization. This research looks at the effect of the type of aircraft maintenance organizational structure on aircraft maintenance performance. The type of organizational structure was defined by the functional centralization of the on-equipment maintenance. Aircraft maintenance performance was measured using TNMCM rates, fix rates, repeat/recur rates, man-hours per flying hour, and scheduling effectiveness rates. Selection of combat aircraft during crisis action planning can be of critical importance. In determining the value of force mixes, it is proposed that one can evaluate extrinsic and intrinsic value separately. Intrinsic value is the designed capability of a weapons platform to accomplish a specified aerospace mission. Extrinsic value is the expected appropriateness of such platforms, given the environmental characteristics in which they must operate. Air Force supply doctrine requires the management of large numbers of spare parts in Mobility Readiness Spares Packages (MRSPs). The MRSPs are designed to support deployed aircraft for the first 30 days of a conflict, and can be quite large. When units from several bases deploy to the same operating location, they each bring their full MRSP. This results in a large logistics footprint that may be reduced by taking a system-level approach. This thesis examined the impact of centralized MRSP management on kit size and cost. This research investigated the influence of exercise activities, situational factors, and personality on the Air Force submaximal cycle ergometry test (SCET). Data were collected via a questionnaire administered to 209 active duty students and faculty assigned to the Air Force Institute of Technology during their required annual SCET. Stepwise multiple regression and ANOVA were used to find the proportion of variance explained by the significant predictors of SCET results for various subsets of the sampled population. For the group as a whole, self-reported test anxiety explained 24% of the variance in SCET results, while reported aerobic caloric expenditure during exercise …

One of the biggest considerations for an Aerospace Expeditionary Force (AEF), in terms of cost and airlift requirement, is the use of aircraft spares kits to support combat operations. The Cooperative Logistics Supply Support Arrangement (CLSSA) is a program designed to provide follow-on supply support for weapon systems procured by foreign military sales (FMS) countries from the United States. CLSSA calculates a Stock Level Quantity (SLQ) for each item based on demand history, item lead-time, and requisitioning patterns. Item SLQs affects program cost and service levels to FMS customers; a high SLQ level improves service levels, but also creates higher costs. A numerous amount of Mission Capable Parts (MICAPs) are shipped throughout the world by the Air Force. These parts are required in order to meet mission requirements. MICAPs are often shipped via an express, small parcel air carrier, like Federal Express (FedEx). However, there is a lower cost alternative: Less-Than-Truckload express carriers. In using actual Air Force MICAP shipping data, an 11 percent savings was shown if the lowest cost carrier, either FedEx or Roadway Express, an LTL express carrier, was used in shipping these MICAPs. It is through practice and experience Air Force loadmasters are able to pack the Air Force standard HCU-6/E (463L) pallets efficiently. Although the loadmasters perform their jobs exceptionally well, the Air Force is in search of a model that will more efficiently pack the pallets. We have developed a mathematical formulation of the three-dimensional pallet-packing problem which minimizes the amount of unused space on a pallet. The formulation ensures each box is packed with the correct volume and dimensions, and ensures the volume of all the boxes packed is less than the available pallet volume. Traditionally, logistics analysts have treated the delivery problem separate from the inventory and repair problems. In other words, each of these three problems-delivery, inventory, and repair-are treated individually. We combine the vehicle routing problems and inventory allocation problems in a single formulation. Furthermore, lateral re-supply is considered, in that supplies are not only available from the main depot, but also from other bases. After we get the lateral re-supply information, we set a delivery allocation plan out of the main depot. Such allocations are then delivered via vehicles stationed at the main depot. This study examined the variability experienced in the administrative and production lead times of consumable items managed by the Defense Logistics Agency (DLA). Assets were categorized based on an item manager's determination that an asset was a problem part, and whether the asset was purchased for stock replenishment or direct vendor delivery. The methodology was a two-sample t-test of aggregated data to determine if significant differences existed between the mean deviations from the system lead times of various combinations of categories. Previous research had shown that pollution prevention measures were often costly and no expectation of cost savings could be realized. In contrast to previous analyses, which have examined the leasing versus buying issue on a base-by-base basis, this analysis studies the issue from an Air Force-wide perspective using a cost-buying model. The costs of DMSMS manifest themselves both in terms of monetary expense and diminished mission readiness. As the primary provider of the space-available privilege, it is important that the Air Force have an estimate of the burden that the administration of that privilege places on the budget. The purpose of this research was to explore the phenomenon of public-public outsourcing partnerships as it may be employed by the DoD from a Federal Government perspective. Current outsourcing methods, guidance, and models are discussed as well as outsourcing related theories. Based upon the literature reviewed, a conceptual public-public outsourcing decision model is presented. A case study of the Brooks AFB initiative is then used to analyze the conceptual model. As a result of our analysis, an analytical public-public outsourcing decision model is developed. The analytical model also depicts the overall process path along which a decision-maker will travel.
