This is a report on the basis, data, findings, and models developed for US Transportation Command and Headquarters Air Mobility Command. Focusing on the dynamic scheduling problem that arises during management of airlift assets into space-constrained airfields during a crisis, this research explains the conditions surrounding this event, discusses several areas of potential cross-functional applications, presents analysis of current performance, and provides several modeling possibilities for schedule efficiency. This study was undertaken to determine the current trends in third party logistics. The Air Force Material Command Lean Logistics office sought information for improving USAF logistics support. The purposes of this study were to report results of third party logistics use, determine characteristics of successful third party relationships, and to discuss the implications for USAF logistics managers. A qualitative research methodology was chosen using multiple case studies. Logistics managers from eight third party users and ten third party providers were administered an extensive research protocol. The results revealed an industry which is growing rapidly. This study describes the prioritization schemes utilized in the Air Force logistics reparable pipeline. The reparable pipeline is defined and illustrated with flowcharts. A literature review examines previous research conducted on the reparable pipeline, including analytic and conceptual pipeline models, and pipeline management studies. In addition, the topic of prioritization as defined in the production/operations management academic discipline is reviewed. Prioritization schemes of the reparable pipeline are reported in tabular format in addition to descriptions of the various prioritization schemes. THE GOAL SYSTEM™ version 2.2 is the latest in a lineage that includes Optimized Production Technology (OPT) and DISASTER™. Earlier work with DISASTER™ revealed potential shortcomings with sequential schedule building algorithms when multiple interactive constraints exist. Since THE GOAL SYSTEM™ version 2.2 has a capacity for simultaneous schedule building, this study evaluated differences between the two algorithms. Previous research concerning base closure and reutilization focused on the roles of government agencies and the assistance they provided. This study looks at the community and the impact of installation closure. The process of planning for reuse of an installation is difficult and confusing. The guidance provided by the government has changed drastically since the first closures announced in the 1988 Base Realignment and Closure Committee recommendations. In an effort to provide a timely and reasonably accurate methodology for determining C-130 intratheater airlift requirements, this research concentrated on a rough-cut capacity approach using a straight forward linear programming spreadsheet model. To provide more detailed analysis, a more sophisticated linear program was investigated. Specifically, the spreadsheet model calculated the minimum number of C-130s required to carry required cargo, passenger, and aeromedical loads based on user-defined daily requirements. For a given scenario, inputs include the daily requirements and the expected capacity for C-130 aircraft, trucks, and 22-car trains. Included in the capacity inputs are the number of daily cycles …

The Aircraft Availability Model (AAM) provides the Air Force with a worldwide peacetime requirement for reparable spare parts. This research models AAM methodology as it relates to the concept of diminishing marginal returns in resource application. Three separate modeling techniques are investigated with the goal of reformulating the AAM as a mathematical programming model that provides a comparable solution and a capable tool for the conduct of sensitivity analysis. The purpose of this study is to explore potential alternatives to the current Department of Defense (DoD) acquisition process for low demand, high dollar value, not commercially stocked, spare parts in order to better utilize diminishing resources, reduce cycle costs, and sustain the defense industrial base. The Air Force currently uses an expected value model in the Aircraft Availability Model (AAM) to calculate aircraft availability. However, even with the application of Lean Logistics, the failure-demand rate and the depot repair time are not fixed and the mean value is still used in the model. The purpose of this research was to compare two lean logistics infrastructures to See which one would provide better support for the C-5 aircraft. The level of support was defined as the average number of mission capable parts (MICAPs) created by system operation. One infrastructure had the central storage facility (CSF) located at the depot and the other had a geographically separate CSF. This thesis discusses the appropriateness of the Defense Logistics Agency's (DLA) requirements model in managing consumable support for Air Force peculiar items. Currently, DLA uses a lot sizing technique referred to as the classic Economic Order Quantity, (EOQ) model. One of the key assumptions of this model is that demand is constant and continuous. Lean Logistics is an innovative proposal designed to reduce the costs associated with reparable inventory management. The purpose of this thesis is to determine whether a wartime lean logistics pipeline can maintain acceptable aircraft availability rates in response to induced variations of order and ship time (OST) and flying hours for deployed forces. The Dyna-MEIRIC Version 6.4 simulation program was used to evaluate nine different factor-level combinations. The factors, OST and flying hours were varied at three different levels, low, medium, and high. Analysis of the results was accomplished using a two-factor ANOVA. This study introduces the construct of consistency to production operations management research. As a job passes through a job shop, its priority may or may not remain consistent relative to other jobs in the system. A new classification of priority rules is introduced. Consistent priority rules maintain a jobs priority relative to other jobs throughout the system. Inconsistent priority rules allow a job's relative priority to change as it moves through the system. Current Air Force demand forecasting systems, DO41 and REALM, assume reparable demand is solely flying hour driven. The purpose of this study is to evaluate the relationship between demands, flying hours, and number of sorties at the work unit code level and improve reparable demand forecasting. A three phase methodology is used to analyze the demand, flying hour, and sortie relationship. The first phase uses multiple regression to determine a relationship at various work unit code levels. This research was conducted to determine the accuracy of statistical forecasting techniques forecasting the inventory of pharmaceutical items. Because pharmaceutical items are subject to a degree of seasonality of demand, the Director of Medical Logistics at the Wright-Patterson Medical Center believed that the use of such techniques may provide a more accurate forecast for the items stocked by the Outpatient Pharmacy. Lean logistics (LL) is a new logistics system that applies state-of-art business practices utilized in private industry to Air Force logistics processes. Several LL demonstrations have been initiated to develop the best way to implement these new practices in the operational arena. This study focused on the Command, Control, Communications, and Computers (C4) lean logistics demonstration. The repairables in this demonstration differ from aircraft repairables in that they are highly reliable and high-value items. This research investigated the way four Air Force Materiel Command (AFMC) single manager organizations operationalized the Integrated Weapon System Management (IWSM) concept of "seamless processes." In this thesis, the IWSM concept of "seamless processes" refers to the degree of integration between acquisition and sustainment organizations. Four SPO organizations were involved in six case studies. This research focused on the way "seamless processes" affect the shifting of the organizational "center of gravity" within or between single manager organizations. With ongoing public scrutiny of defense system acquisitions, due to numerous program failures resulting from cost and schedule overruns, now, more than ever, cost and schedule-management competencies are critical to program success. This research examined the schedule-management competencies required of defense program managers. A schedule-management competency model was developed from a foundation of past research. The model was evaluated through a mail survey of 484 intermediate and senior level military program managers assigned to Air Force Materiel Command. The three main objectives of this research were to identify the actual reasons for schedule problems across large Air Force system development efforts, to quantity the importance of each category of reasons in terms of frequency and severity, and to demonstrate that the reasons for schedule problems are not program unique, but are common across system development efforts. This research solicited expert opinions regarding how well the Single Manager for Conventional Ammunition (SMCA) manages the DoD wholesale ammunition stockpile. Members of the Army, Navy, Air Force, and Marine Corps, as well as members of the SMCA, were surveyed twice. The first survey contained four statements, each referring to a different area of responsibility for the SMCA. These four areas of responsibility were SMCA storage of ammunition, SMCA demilitarization of ammunition, SMCA tiering program for depots, and SMCA customer support. This study analyzes two alternatives for printed circuit board (PCB) diagnosis for the F-16 depot PCB repair shop from a life cycle cost (LCC) perspective. Alternative 1 assumes the use of the current F-16 automatic test equipment (ATE) while Alternative 2 augments the current ATE with infrared imaging test equipment. Infrared imaging is a developed technology that is currently available to the Air Force in a commercial-off-the-shelf (COTS) form. This study evaluates current and alternative physical inventory methodologies for the Wright-Patterson Medical Center Supply Activity. Four potential physical inventory alternatives were examined 1 100 percent annual physical inventory 2 statistical sampling, 3 continuous cyclic and 4 stratified cyclic. For each alternative the researchers used historical data and a site survey to estimate the effect on physical inventory costs and impact on customer service. The researchers found that statistical sampling was the most economically feasible alternative for the Wright-Patterson Medical Center.
