In 2005 the Base Closure Realignment Commission and Secretary of Defense recommended joint basing; as an indirect result starting in 2009 and culminating the following year, Charleston, Dover, McChord, McGuire, and Travis maintenance groups (MXG) took command of aerial port squadrons (APS). Various entities have discussed at length the impact; however, there did not appear to be a documented hard look into the strengths, challenges, opportunities, and threats (SCOTs) which emerged. Identifying accurate tradeoffs between loiter time, range, and loiter altitude for jet aircraft are critical for mission planning, but current methods are cumbersome and time and labor intensive. This research introduces a new method for determining tradeoffs between loiter time, range, and loiter altitude for jet aircraft utilizing specific aircraft performance characteristics and the Bréguet range and endurance equations. Results from this new methodology are compared to the existing model used by the National Air and Space Intelligence Center for flight planning. In 2017 Hurricane Maria devastated Puerto Rico. The humanitarian aid community scrambled a response to support the 3.4 million people affected by the disaster. In response, thousands of shipping containers filled with supplies were sent to the island. Numerous reports surfaced regarding significant delays in receiving the shipments. This research reviews the historical account of cargo throughput into Puerto Rico following Maria. A computer simulation built in ARENA compares various what-if scenarios based on empirically collected data and interviews with FEMA, port authorities, and commercial cargo carriers to determine how the humanitarian supply chain could improve for future disaster planning. …

During the life of an aircraft, several failures may occur causing unplanned maintenance and costs of parts, labor, transportation, lost opportunities, and operations, among others. The prediction of these events becomes especially difficult for new airframes, since they do not have many flight hours or enough data to observe failures. The United States Air Force (USAF) is currently facing a 2,400-pilot shortage in an increasingly constrained budgetary environment. Without pilots to engage the enemy, deliver weapons, and provide logistics support for operations, the USAF could lose the ability to fly, fight, and win global engagements and defend the homeland. This study focused on Undergraduate Pilot Training (UPT) as a means of producing the USAF’s pilots to offset the current shortage. Launched in 1996, EXPRESS (Execution and Prioritization of Repairs Support System) is a program integral to the Air Force reparable supply chain. Daily, EXPRESS relies on a number of data sources and individual modules like the Supportability Module to determine which necessary repairs can and should be made. The Supportability Module examines the prioritized list of repairs and checks four constraints in order to decide whether each repair can be made given current resources. The three food crops of wheat, maize, and rice make up almost two-thirds of the world's dietary energy needs. Of these three, just six countries provide 70% of the global supply. Furthermore, soybeans account for three-quarters of global livestock feed, and only three countries provide 80% of the global supply. Considering over half of the world's exported supply of these four commodities are exported via maritime means, the free ow of marine traffic becomes paramount. Recent Better Buying Power (BBP) initiatives have sought to better contractually align contractor profit with performance. Profit should incentivize efficiency in cost and schedule and only be awarded when earned. The current research seeks evidence that BBP has been effective in improving performance. The first part of the research examines the trends of profit margin and cost growth both before and after the implementation of the first BBP initiative. The United States Small Business Innovation Research (SBIR) Program invests $2.2 billion annually into domestic innovation stimulation. The Department of Defense (DoD) contributes almost $1 billion of that investment; of which the Air Force accounts for 25%. Commercialization, either the transfer to programs of record or further industrial investment, is the program’s objective. Data from this research indicates that Air Force programs have a 7.6% commercialization rate; representing an opportunity to improve. While current military doctrine embraces sound practices for identifying, communicating, and mitigating risk, the complex nature of modern operational environments prevents the enumeration of risk factors and consequences necessary to leverage anything beyond rudimentary risk models. The accuracy of budget estimates is vital in ensuring cost efficiency and decreasing the possibility of budget and schedule growth. The goal of this study was to determine when budget estimates increase and what may cause those increases. Percent schedule and linear interpolation was used to analyze the budget changes. Space program budget growth does not increase at a constant rate between Milestone B (MS B) and Initial Operational Capability (IOC). When an exponential curve was fit to the deviations in budget growth, the mean and median R2 for the programs in this study were .83 and .91, respectively. Many …

This article provides insights into the current state of developmental testing (DT) and requirements management in Department of Defense information systems employing Agile development. The authors describe the study methodology and provide an overview of Agile development and testing. Insights are described for requirements, detailed planning, test execution, and reporting. The purpose of this study was to investigate the stability of the cost performance index (CPI) for environmental remediation projects as the topic is not addressed in the literature. CPI is defined as the earned value of work performed divided by the actual cost of the work, and CPI stability represents the point in time in a project after which the CPI varies by less than 20 percent (measured in different ways).

As the costs of Department of Defense (DoD) Weapon Systems increase, the ability to estimate the Operating and Support (O&S) costs accurately for the various weapon systems has become vital to long-term affordability. This research focuses on the O&S costs of the Air Force fixed-wing arsenal (i.e., platforms) for 1996–2016. First, the Cost Element Structure (CES) for 52 aircraft platforms and seven operational mission categories is analyzed to derive the descriptive statistics per aircraft category through examination of actual historical costs. The United States Air Force relies upon information production activities to gain insight regarding uncertainties affecting important system configuration and in-mission task execution decisions. Constrained resources that prevent the fulfillment of every information production request, multiple information requestors holding different temporal-sensitive objectives, non-constant marginal value preferences, and information-product aging factors that affect the value-of-information complicate the management of these activities. This dissertation reviews project selection research related to these issues and presents novel methods to address these complications. Quantitative experimentation results demonstrate these methods’ significance.

This research focuses on two barriers to using EEG data for workload assessment: day-to-day variability, and cross- participant applicability. Several signal processing techniques and deep learning approaches are evaluated in multi-task environments. These methods account for temporal, spatial, and frequential data dependencies. Variance of frequency- domain power distributions for cross-day workload classification is statistically significant. Skewness and kurtosis are not significant in an environment absent workload transitions, but are salient with transitions present. LSTMs improve day- to-day feature stationarity, decreasing error by 59% compared to previous best results. A multi-path convolutional recurrent model using bi-directional, residual recurrent layers significantly increases …
