Logistics is dynamic, expansive, and critical to organizational success. While it is generally believed that effective logistics management is associated with positive performance outcomes, the links between organizational practice and performance are understudied. This dissertation leverages resource-based theory and organizational learning theory to examine organizational practice and performance in non-traditional logistics settings, with particular focus on military organizations and humanitarian operational settings. First, a meta-analytical study establishes generalizable associations between various operations management practices and performance outcomes. Maintaining an adequate level of aircraft availability through Agile Combat Support (ACS) is crucial for the Air Force to perform its mission. During normal day to day operations, demands for depot repair including spare parts and maintenance man-hours typically fall within a range supportable with current assets and capabilities. Last year, Congress approved $17.1 billion dollars, an increase of $4 billion dollars more than originally was requested by the Bush Administration, for US Army vehicles to be repaired or replaced (commonly referred to as reset) as a result of military operations in Iraq and Afghanistan. A large portion of the repair workload falls upon the Army depots in Anniston and Red River in Texarkana, Texas and must rely on the DOD transportation system for air and surface movement of retrograde cargo deemed serviceable and unserviceable to fill requisitions and backorders for entry into the national supply inventory. This dissertation applies and extends some of Colletti's (1999) seminal work in group theory and metaheuristics in order to solve the theater distribution vehicle routing and scheduling problem (TDVRSP). Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The upward feedback instrument developed in this study was designed to measure effective leadership behaviors utilizing an existing five-dimension leadership taxonomy and a new dimension that represents creating a fun workplace. Traditionally, logistics analysts have treated the delivery problem separate from the inventory and repair problems. In other words, each of these three problems-delivery, inventory, and repair-are treated individually. We combine the vehicle routing problems and inventory allocation problems in a single formulation. Furthermore, lateral re-supply is considered, in that supplies are not only available from the main depot, but also from other bases. After we get the lateral re-supply information, we set a delivery allocation plan out of the main depot. Such allocations are then delivered via vehicles stationed at the main depot. The purpose of this thesis is to develop a model to forecast civilian personnel inventory for the National Security Agency (NSA). Accurate prediction of personnel inventories will help the NSA with issues ranging from hiring, promotion, and ethnic/gender diversity to the development of cost-effective force reduction programs. The model must be capable of producing multiple-year forecasts of the NSA's civilian force structure with a minimum fidelity level that allows for break-out by years-of-service, career field, and grade. Strategic performance measures are being used to define and communicate longer term planning imperatives to organizational members and external stakeholders. These measures are designed to support the concept of a strategic management process, in which the progress towards strategic goals, and also the goals are continuously reviewed and updated. For the wing level logistics planner, an important war planning product they are responsible for is the base support plan (BSP). Computer simulation was used to evaluate the impact of a Logistics Control Facility LCF with a Total Asset Visibility TAV system on the AF logistics systems ability to support a weapon system. For this study, the B-1B was chosen as the weapon system of interest. Two performance measures, expected fully mission capable rates and expected pipeline quantities, were used to evaluate the simulation results. Two-sample tests were used to compare the current logistics configuration of the B-1B with the same configuration, but with an LCF controlling the movement of assets.
