Over the last several years there have been a number of calls for the development of a new theoretical doctrine to govern the force structure of the United States military. The last big change in doctrine occurred in the post-Vietnam era. It involved not simply the change to the all-volunteer force, but an abandonment of escalation brinkmanship and open-ended missions. The subsequent Powell Doctrine demanded the use of overwhelming force and clear objectives and boundaries for military intervention. Research has shown that application errors exist with variable–rate technology (VRT) systems. Consequently, using prescription maps for economic and agronomic analyses can generate misleading results. The intent of this article was to develop and validate a spatial data model for generating “as–applied” maps to support the advancement of precision agriculture practices. Previous research modified ASAE Standard S341.2 to include a 2–D matrix of collection pans to assess fixed–rate and variable–rate (VR) deposition of granular fertilizers and agricultural lime from a spinner disc spreader. In between creativity studies of idea generation and knowledge management studies of the codification and transmission of knowledge are a fuller set of cognitive activities, including problem-solving and creative impulses. This paper examines the case of designers in the US videogame industry to develop a set of frames for determining how their ideas come about, how ideas are transformed in the process of product development, and when different models of organizing innovation are efficacious. The Chinese software industry is small and underdeveloped, compared with its computer and other information technology (IT) hardware industry and compared with India’s software industry. Yet, current status is not necessarily a good guide to future prospects, as China’s recent history amply demonstrates. An important difference between the Chinese and Indian software sectors is the former’s close links to domestic users, notably industrial and commercial users. This has fostered intensive learning in the area of product development for a large and rapidly growing domestic market. Inventors lacking assurance of a market, or even the right to practice patented inventions, face considerable risk. Those who qualify for patents, in return for disclosure, receive only the assistance of the courts in excluding others from economic exploitation of their inventions. Already subject to many legislative and judicial limitations, patents should not be further subject to the functional equivalent of private inverse condemnation without congressional action.

The success of chilled ceilings and displacement ventilation systems as a means of sensible cooling in buildings has prompted a review of evaporative cooling technology as an effective means of generating the required cooling water. When such cooling water is generated at low approach conditions (2–5 K), at the higher temperatures required in these systems (14–18°C), very high levels of availability result. In many north western European locations the levels of availability are such that the prospect of supplanting rather than simply supplementing the refrigeration system, for sensible cooling purposes, arises. We propose a research strategy for creating and deploying prescriptive recommendations for spreadsheet practice. Empirical data on usage can be used to create a taxonomy of spreadsheet classes. Within each class, existing practices and ideal practices can he combined into proposed best practices for deployment. As a first step we propose a scoping survey to gather non-anecdotal data on spreadsheet usage. The scoping survey will interview people who develop spreadsheets. Using digital media, we wanted to give readers full access to a scholarly argument, the historiography about it, and the evidence for it. Our early models of the article contained neat squares and lines and carefully arranged explanations of the links from one part to another. Through two sets of readings by peer reviewers and presentations to a range of audiences, we have revised our presentation and our argument while maintaining the original purpose of the article. This essay introduces the electronic article and explains its development, as well as our intentions for it.

Recent developments have prompted a review of evaporative cooling technology as an effective means of cooling modern deep plan buildings. Prominent among these developments is the success of high temperature sensible cooling systems, particularly, chilled ceilings, which require a supply of cooling water at 14–18 °C. Crucial to the success of evaporative cooling technology, as a significant means of cooling in modern applications, is the ability to generate cooling water, in an indirect circuit, at a temperature which closely approaches the ambient adiabatic saturation temperature (AST) or wet bulb temperature (WBT). Part I of this Article provides an overview of § 102 of the Patent Act, the role of prior art in the patentability analysis, and the origin of the limitation on relevant non-patent, nonpublished art to that existing "in this country." Part II then analyzes the constitutional deficiency of the limitation in light of the express and implied purposes of the Intellectual Property Clause as informed by judicial decisions, technological changes, global contraction, and expanded notions of inventive research sources. An important role of education – and the resultant accumulation of human capital – for a less-developed economy is to facilitate technology diffusion in order for it to catch up with developed economies. This paper presents a model linking education, the accumulation of physical capital and technological progress. In the model, investment in education and the accumulation of physical capital are complementary, and intertwine with the technology progress through related effects on technology diffusion and the expansion of the technology frontier. Developmental financial institutions (DFIs) in emerging economies regularly assess new technology platforms to support their investments in new ventures, established firms, and technology institutions (TIs). Their financing decisions are guided by national priorities such as achieving technological self-reliance. By providing attractive financing options and related support, DFIs are well placed to consciously channel finance into designated priority technology areas. To better understand DFI roles, we conducted multiple interviews with participants affiliated with DFIs, firms and TIs in India. Spillover Effects Of Fdi On Innovation In China : An Analysis Of Provincial Data, Kui Yin Cheung, Ping Lin

We use the provincial data from 1995 to 2000 to test the impact of inward FDI on innovation activity in China. We found a positive effect of FDI on the number of patent applications filed by the domestic firms. This positive relationship persists when we divide the patents by types (invention, utility model and external design) and when we group the provinces into regions (the coastal, central, and the western regions). This positive spillover effect is much stronger for minor innovations such as external design and utility model, highlighting a "demonstration effect" of FDI. However, FDI into the coastal region …
