There is a concentrated number of potential women entrepreneurs of diverse races among faculty in the United States' Historically Black Colleges and Universities (known as HBCUs and are called 'Black Colleges' herein). This study describes the potential for developing university technology transfer in these Black Colleges as a strategy for increasing diversity among women entrepreneurs in high growth, high tech fields using female academic entrepreneurs. We describe the results of a master's thesis in malware detection and discuss the connection to the learning goals of the project. As part of the thesis, we studied obfuscation of malware, conversion of files into images, image processing, and machine learning, a process of benefit to both the student and faculty.

Malware detection becomes significantly more difficult when the malicious specimen is obfuscated or transformed in an attempt to avoid detection. Problem definition: In 1992, FDA instituted the accelerated approval pathway (AP) to allow promising drugs to enter the market based on limited evidence of efficacy, thereby permitting manufacturers to verify true clinical benefits through post-market studies. However, most postmarket studies have not been completed as promised. We address this non-compliance problem.

Academic/Practical Relevance: The prevalence of this non-compliance problem poses considerable public health risk, thus compromising the original purpose of a well-intentioned AP initiative. We provide an internally consistent and implementable solution to the problem through a comprehensive analysis of the myriad complicating factors and tradeoffs facing FDA.

For nearly two hundred years, U.S. copyright law has assumed that owners may voluntarily abandon their rights in a work. But scholars have largely ignored copyright abandonment, and case law on the subject is fragmented and inconsistent. As a result, abandonment remains poorly theorized, owners can avail themselves of no reliable mechanism to abandon their works, and the practice remains rare. This Article seeks to bring copyright abandonment out of the shadows, showing that it is a doctrine rich in conceptual, normative, and practical significance. To sue a firm is to sue an artificial person, making the most reliable service method—physically handing papers to the defendant—unusable. This problem illustrates notice risk: if a plaintiff’s service obligations are loose, it is advantaged (because the defendant may never receive notice), whereas if they are strict, the defendant is advantaged (because the plaintiff may struggle to effect service). For litigation involving corporate defendants, civil procedure and corporate law mitigate this problem through a technology for managing notice risk: registered agency. วิทยาศาสตร์และเทคโนโลยีเป็นสิ่งสำคัญสำหรับขับเคลื่อนอุตสาหกรรมและสร้างความได้เปรียบในการแข่งขัน มีการใช้ประโยชน์จากข้อมูลขนาดใหญ่ในยุคเศรษฐกิจข้อมูลอย่างกว้างขวาง อย่างไรก็ตามข้อมูลวิชาการ เช่น บทความตีพิพม์และสิทธิบัตรยังไม่ถูกนำมาใช้ประโยชน์อย่างเป็นรูปธรรมเพื่อสร้างโอกาสทางเทคโนโลยีและเชิงพาณิชย์ ดังนั้นงานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ออกแบบต้นแบบกระบวนการวิเคราะห์โอกาสทางเทคโนโลยีและเชิงพาณิชย์ 2) ทดสอบกระบวนการกับกรณีศึกษาและการทดสอบการยอมรับ 3) ศึกษาปัจจัยที่เกี่ยวข้องกับกระบวนการในการสร้างความร่วมมือในการวิจัยระหว่างมหาวิทยาลัยและบริษัทภาคอุตสาหกรรม และ 4) ศึกษาการนำกระบวนการสู่การทำธุรกิจนวัตกรรมเชิงพาณิชย์ ต้นแบบกระบวนการมี 4 ขั้นตอนหลัก คือ การระบุประเด็นหรือหัวข้อ การรวบรวมข้อมูล การวิเคราะห์ข้อมูล (องค์ความรู้และเครือข่ายการวิจัย) และการนำเสนอข้อมูล จากการนำบทความวิชาการและสิทธิบัตรจากกรณีศึกษาเทคโนโลยีการยืดอายุผลไม้สดไปทดสอบกระบวนการ พบว่า ผู้เล่นหลักของเทคโนโลยีนี้คือมหาวิทยาลัย โดยมีประเทศชั้นนำ คือ จีน สหรัฐอเมริกา และสเปน สำหรับในประเทศไทยพบว่าระบบเศรษฐกิจองค์รวมให้การสนับสนุนด้านการวิจัย การพัฒนาศักยภาพบุคลากร และการสร้างความร่วมมือกับผู้เชี่ยวชาญ ซึ่งผลการวิเคราะห์นี้สามารถนำไปใช้วางแผนกลยุทธ์ความร่วมมือกับผู้นำทางเทคโนโลยีได้ต่อไป นอกจากนี้ได้นำกรณีศึกษาไวรัสโคโรนาจากบทความวิชาการทดสอบกระบวนการนี้เพิ่มเติม ผลทดสอบการยอมรับกระบวนการจากการสัมภาษณ์ พบว่า เห็นด้วยในประโยชน์และผลลัพธ์จากการใช้กระบวนการเพื่อช่วยให้ทราบประเด็นการวิเคราะห์และขั้นตอนอย่างเป็นระบบ หลังจากนั้นได้ทดสอบปัจจัยที่ส่งผลต่อความร่วมมือในงานวิจัยระหว่างมหาวิทยาลัยและบริษัทภาคอุตสาหกรรม พบว่า ปัจจัยการสื่อสาร การสนับสนุนจากภาครัฐ และการถ่ายทอดความรู้ส่งผลต่อความร่วมมือมากที่สุด ความเป็นไปได้ในการนำกระบวนการสู่การทำธุรกิจ คือ การจัดตั้งบริษัทที่ปรึกษาโดยให้บริการวิเคราะห์ข้อมูล ให้คำปรึกษา และนำเสนอผลลัพธ์ด้วยการใช้งานกระบวนการ ภายใต้ชื่อกระบวนการ "Strategic Technology Intelligence" (STI) นอกจากนี้การให้บริการของธุรกิจครอบคลุมการฝึกอบรมให้ความรู้กระบวนการ STI และวิธีการวิเคราะห์ข้อมูล ตลอดจนบริการจับคู่ธุรกิจระหว่างมหาวิทยาลัยและบริษัทเอกชนเพื่อโอกาสต่อยอดการพัฒนางานวิจัย ผลตอบแทนการลงทุนประเมินในประเด็นมูลค่าปัจจุบันสุทธิ อัตราผลตอบแทนภายใน และระยะเวลาคืนทุนพบว่ามีความคุ้มค่าและเป็นไปได้ในการนำไปใช้จริงเชิงพาณิชย์

การสั่นปอด เป็นเทคนิคหนึ่งที่ช่วยระบายเสมหะออกจากระบบเดินหายใจให้เเก่ผู้ป่วย สามารถทำได้โดยใช้มือเปล่าหรือใช้เครื่องสั่นปอดสร้างแรงสั่นผ่านผนังทรวงอกลงไปยังจุดที่เสมหะคั่งค้าง ซึ่งตลอดการสั่นปอดผู้ดำเนินการต้องสัมผัสใกล้ชิดผู้ป่วยในระยะเสี่ยงต่อการติดเชื้อ โดยเฉพาะในสถานการณ์การเเพร่ระบาดของโรคติดเชื้อไวรัส COVID-19 ที่มีเเนวโน้มรุนเเรงเเละควบคุมได้ยากยิ่งขึ้น จึงเป็นความเสี่ยงในการปฏิบัติงานของบุคลากรทางการเเพทย์ เครื่องสั่นปอด ChestViBe เป็นสิ่งประดิษฐ์ที่จะช่วยลดความเสี่ยงดังกล่าวได้ โดยจุดเด่นคือ เป็นเครื่องไร้สาย ควบคุมการทำงานผ่าน Smart phone ได้ในระยะที่ปลอดภัยจากการติดเชื้อ เเละเป็นเครื่องเเรกที่มีการศึกษาเเละพัฒนาขึ้นในประเทศไทย การศึกษานี้ มีวัตถุประสงค์เพื่อศึกษาความเป็นไปได้ในการนำเครื่องสั่นปอด ChestViBe ไปใช้ในเชิงพาณิชย์ โดยศึกษาเเละประเมินในด้านต่าง ๆ เพื่อสรุปความเป็นไปได้เเละเสนอเเนวทางการนำไปใช้ประโยชน์ในเชิงพาณิชย์ โดยเป็นการศึกษาแบบผสมผสานทั้งเชิงคุณภาพ เเละเชิงปริมาณ โดยเก็บรวบรวมข้อมูลจากแพทย์เวชศาสตร์ฟื้นฟู เเละนักเทคนิคการเเพทย์ ด้วยวิธีการสัมภาษณ์เชิงลึก เเละด้วยเเบบสอบถาม ผลการศึกษาพบว่า กลุ่มตัวอย่างกว่า 99% สนใจจะใช้เครื่องสั่นปอด ChestViBe โดยเห็นว่าเครื่องจะช่วยลดภาระ อำนวยความสะดวก รวมถึงจะช่วยลดความเสี่ยง ความกังวล และโอกาสที่บุคลากรทางการแพทย์จะได้รับเชื้อโรคจากการดูแลผู้ป่วยได้ ประกอบกับผลการประเมินด้านเทคโนโลยีเเละด้านการตลาดที่เเสดงให้เห็นถึงความพร้อม จุดเด่นเเละปัจจัยสนับสนุนในการนำออกสู่ตลาด จึงสรุปได้ว่า เครื่องสั่นปอด ChestViBe มีความเป็นไปได้ในการนำไปใช้ในเชิงพาณิชย์ โดยแนวทางการนำไปใช้ประโยชน์ที่เหมาะสม คือ การอนุญาตให้ใช้สิทธิ (Licensing) เนื่องจากใช้งบลงทุนน้อย ผลตอบแทนชัดเจน ความเสี่ยงในการทำธุรกิจต่ำ และผู้พัฒนายังคงเป็นเจ้าของสิทธิในเทคโนโลยี ซึ่งเป็นประโยชน์ในการต่อยอดในอนาคต ประมาณการ ค่าเปิดเผยเทคโนโลยี (Disclosure fee) เป็นเงิน 1,040,000 บาท และ ค่าตอบแทนการอนุญาตให้ใช้สิทธิ (Royalty fee) 4.8% จากยอดขาย/ปี

กระบวนการพัฒนาผลิตภัณฑ์ใหม่หนึ่งที่ได้รับการพิสูจน์ด้วยหลักฐานเชิงประจักษ์ถึงประสิทธิผลของการใช้งาน คือ ตัวแบบ Agile-stage-gate เนื่องด้วยความคล่องตัวในการดำเนินการและการรับมือกับอุปสรรคของโครงการ งานวิจัยก่อนหน้าจำนวนหนึ่งนำเสนอผลเชิงบวกในการใช้งานตัวแบบ Agile-stage-gate ในบริษัทขนาดใหญ่ที่ได้รับการยอมรับในการพัฒนาผลิตภัณฑ์ใหม่ อย่างไรก็ตามในบริบทของบริษัทสตาร์ทอัพที่มุ่งเน้นพัฒนาเทคโนโลยีที่ต้องเผชิญกับความกดดันที่ขัดแย้งกันของความยืดหยุ่นและความสามารถในการคาดการณ์ได้ รวมถึงข้อจำกัดด้านทรัพยากรและระดับความไม่แน่นอนที่สูงกว่าบริษัทที่ได้รับการยอมรับ ดังนั้นการใช้งานตัวแบบ Agile-stage-gate ในบริบทของบริษัทสตาร์ทอัพจำเป็นต้องมีการศึกษาเพิ่มเติมเพื่อพิสูจน์ประสิทธิภาพการใช้งานตัวแบบ งานวิจัยนี้อาศัยการศึกษาวิจัยเชิงคุณภาพตามยาวในบริษัทสตาร์ทอัพกรณีศึกษาในประเทศไทยเพื่อทำความเข้าใจการใช้งานตัวแบบ Agile-stage-gate ซึ่งบริษัทดังกล่าวมีโครงการที่ใช้งานตัวแบบนี้ในกระบวนการพัฒนาผลิตภัณฑ์ใหม่ทั้งที่ดำเนินการได้สำเร็จและไม่สำเร็จ ผู้วิจัยอาศัยการวิจัยเปรียบเทียบในหลายโครงการของบริษัทกรณีศึกษาเพื่อทำความเข้าใจกิจกรรมพื้นฐานที่สามารถทำให้การดำเนินโครงการสำเร็จ รวมถึงการสร้างตัวแบบเชิงกระบวนการเพื่อส่งเสริมการใช้งานตัวแบบ Agile-stage-gate ในการพัฒนาผลิตภัณฑ์ใหม่ในบริบทของบริษัทสตาร์ทอัพด้วยโครงสร้างข้อมูลจากการวิจัย ผลลัพธ์จากงานวิจัยนี้นำเสนอตัวแบบปรับสมดุลของความกดดัน 2 ด้านซึ่งแสดงทั้งความใหม่และความเหมือนในการจัดการโครงการในปัจจุบันเพื่อสนับสนุนการใช้งานตัวแบบ Agile-stage-gate รวมถึงการนำเสนอเครื่องมือและแนวทางเพิ่มเติมในการดำเนินการจากตัวแบบดังกล่าวเพื่อประยุกต์ใช้งานตัวแบบ Agile-stage-gate ในบริบทของบริษัทสตาร์ทอัพที่มุ่งเน้นพัฒนาเทคโนโลยีให้ประสบความสำเร็จ และในส่วนของการนำออกสู่เชิงพาณิชย์ ผู้วิจัยนำเสนอรายงานเส้นทางการขึ้นทะเบียนผลิตภัณฑ์ในประเทศไทยของต้นแบบเครื่องมือแพทย์จากโครงการกรณีศึกษารวมถึงรายการทดสอบที่จำเป็นเพื่อแสดงความสอดคล้องของการพิสูจน์ความปลอดภัยและสมรรถนะการใช้งานของต้นแบบเครื่องมือแพทย์ดังกล่าว

Successful use of prognostics involves the prediction of future system behaviors in an effort to maintain system availability and reduce the cost of maintenance and repairs. Recent work by the National Institute of Standards and Technology indicates that the field of prognostics and health management is vital for remaining competitive in today’s manufacturing environment.
