The Economics And Politics Of Carbon Taxes And Regulations: Evidence From Voting On Washington State’S Initiative 732, Michael Reed, Patrick O'Reilly, Joshua Hall

n November 2016, Washington State voters were presented with a ballot initiative (Initiative 732) advancing the first carbon tax on production and use of fossil fuels in the United States. Initiative 732 promised to reduce fossil fuel consumption by taxing carbon emissions, while remaining revenue-neutral by lowering taxes on businesses, consumers, and working families. In promising revenue-neutrality, Initiative 732 sought support beyond environmentalists and similarly sympathetic voters. It failed to pass, achieving 41.2 percent of votes cast. To investigate this initiative’s failure at the ballot, we analyzed zip code-level voting patterns and demographic data. Relying on a two-step LASSO (Least …

The global and domestic dairy markets promise exciting opportunities for companies willing to adapt to a continuously evolving consumer market. However, local dairy farmers face a myriad of challenges as they navigate low milk prices, shrinking margins, increasing production cost, and a rising demand for plant-based varieties of milk, yogurt, cheese and other dairy-based foods. © 2019 The Author(s). Background: The purpose of this experiment was to evaluate the potential combined effects of acute exercise and mindfulness mediation on episodic memory. Methods: All data collection occurred in the authors’ laboratory (January to May of 2019). In this three-arm, within-subject design, participants (N=20; Mage=21.6 years) completed three counterbalanced laboratory visits, including Exercise Only, Exercise + Meditation and Control. Learning and memory were assessed from a word-list task. A one-factor repeated-measures ANOVA was computed for two memory outcomes, including the learning outcome (average performance across the 6 trials) and the long-term memory recall (10-minute delay). The thesis presented consists of two essays that analyze input substitution and decision making in crop and livestock production systems. The first essay consists of a whole-farm analysis that sought to optimize feed mixes and enterprise combinations for an organic dairy operation in the Southeastern United States. This was accomplished through mathematical programming where whole-farm net returns were maximized, and total feed costs were minimized simultaneously for four milk production level cases. Additionally, the sensitivity of the system and break-even milk price were explored. Results suggest substitutability in ration components where an increase in supplemental feeds is justified by additional …

Some jurisdictions permit on-farm emergency slaughter (OFES) as one end-of-life option for dairy cows and other animals that cannot be transported humanely but are deemed fit for human consumption. Anecdotal reports suggest that OFES is controversial among dairy industry professionals, but to date their perceptions of OFES have not been studied systematically. Twentyfive individual interviews and 3 focus groups with 40 dairy producers, veterinarians, and other professionals in British Columbia, Canada, revealed positive and negative perceptions of OFES influenced by (1) individual values, (2) the perceived operational legitimacy of OFES, and (3) concern over social responsibility and public perception of …

Proponents of databases as defensive protection posit that having sources of traditional knowledge easily accessible to, and searchable by, examiners during the prosecution process should minimize the grant of patents covering traditional knowledge, and avoid the problems such erroneously granted patents may produce. Some countries, such as India, which support an international sui generis positive protection instrument, also support the use of traditional knowledge databases, as the two approaches are not mutually exclusive. Taking advantage of inherent natural systems, aquaponic practices hold the potential to serve as an educational, sustainable, and profitable hobby for home gardeners facing common constraints such as temperature, space, and pests. The goal of this research was to assess the feasibility of implementing a small scale (4,542-liter) home -based aquaponic system in a small (48.768 square meter) greenhouse to produce fresh produce and fish protein. Nearly 10% of Americans reside in low-income urban food deserts which are low-income areas that lack access to affordable and nutritious foods. Food deserts in Arkansas contribute to a food insecurity rate above the national average, making it one of the most food insecure states in the country. Therapeutic delivery technology is a current area of high interest in both university and industrial settings. These technologies are being developed in order to deliver therapeutic agents, such as genes, proteins, and drugs, to patients more efficiently. Nanoscale delivery vehicles have proven to be useful for these applications; these vehicles may either be naturally produced or chemically synthesized. The physical properties of these nanomaterials must be characterized correctly using instrumentation that evaluates their size, morphology, and potential for agglomeration. Formation of harmful microbes and their associated mycotoxins on rough rice during storage presents negative socioeconomic impacts to producers and consumers. The objective for this study was to investigate the impact of treating rough rice with selected infrared (IR) wavelengths at different IR intensities and heating durations, followed by a tempering step for further inactivation of microbes (mold and bacteria) on the grain. Freshly-harvested long-grain, hybrid, rough rice (XL 745) with initial moisture content (IMC) of 18.4% wet basis (w.b.) was used. Plasma gasification (PG) complements traditional recycling when applied to contaminated or mixed plastics. Without PG these plastics cost recyclers more to process than they are worth on the market, and sometimes they are landfilled or incinerated instead of being recycled. Plasma gasification can take plastic not suitable for traditional recycling and break it down into high-quality syngas for use in electricity generation, chemical manufacturing, or hydrogen production. The technology can be implemented without changing the behavior of consumers, which is a major advantage over attempting to decrease contamination or reduce use of low-value plastic.
