This manual outlines an interactive computer software system to evaluate a given frequency assignment for a particular communication network. The system checks each circuit and ship against the lowest permissible order of intermodulation and the minimum separation required for a receiver/transmitter or transmitter/transmitter pair on a ship. If there are any violations, the software shows the type and location of the violation. Using this information, the user can interactively change one or more of the frequencies until an acceptable set of frequencies is found. The manual includes the description of the program, program listings, and sample input and output.

A two-dimensional Markov Decision Process model is used to combine the Production-Inventory problem and the Equipment Replacement problem (PIER). This dissertation presents the problem of selecting secondary keys and indices as a zero-one nonlinear programming model. The ASSIST model, originally proposed by Hoffer [30], has been taken as a starting point and base. Specifically, two contributions are made. First, as a front-end enhancement, the model has been compacted to treat only two types of queries which actually cover the whole spectrum of possibilities, that is, known and ad hoc queries in disjunctive normal form. Relatively little attention has been given to methods for estimating and auditing distribution network inventories in the aggregate. This article shows a polynomial equation of the form I_T = Σ(w+mD_i+aD_i^b) which has theoretical verification is a good, basic tool for estimating overall inventory levels as well as providing insight into the effectiveness of inventory control policies at different stocking points. It also serves as a method for auditing and controlling current inventory policies on an on-going basis. Analytical techniques of operations research have been widely used in industrial inventory control. Health-care inventory control can benefit from this knowledge. The analogies, however, are not perfect and their limits must be recognized. The theory must be enriched by considerations specific to the health-care industry. Two models for evaluating option spread positions are described. The general procedure is to search through numerous candidate spreads and to screen out those which fail a desired risk reward relationship. The strength of the screening procedure is largely dependent on the nature of the speculator's utility function, with the procedure becoming more effective as the utility function becomes more explicit. This manual outlines a search enumeration (or backtrack) algorithm contained in the radio frequency intermodulation (RFI) backtrack code, SEARCH, and presents user operating instructions and sample computer printouts. Program RFIBCK, written as a FORTRAN subprogram, can be used to find the lowest order of an intermodulation product for a fixed set of frequencies, given such parameters as the guard band, the maximum number of concurrent threats, and the lowest permissible order of intermodulation. A listing of the program, and several randomly generated sample problems, together with their optimal solutions, are also included.

This paper describes the results of a computational study using a particular enumeration procedure, called a backtrack algorithm, to find the lowest order of radio frequency intermodulation. The average lowest order and its standard deviation, the average computer time and its standard deviation, along with other relevant statistics are obtained for a series of randomly generated problems with sets of 5 to 75 threat or source frequencies. Other parameters, such as the guard band, the maximum number of concurrent threats, and the size of the frequency band on the lowest order of intermodulation are varied during the computations. This study evaluates the effectiveness of eleven solar energy programs for industrial and utility applications using a Delphi Panel Workshop. Four factors—financial return, financial risk, administrative requirements, and regulatory requirements—were used to assess programs across three Delphi rounds. Rounds I and II involved evaluating factor weights and program-project values, while Round III ranked the programs. A scoring method was employed, and data were collected, verified, and corrected to address calculation errors. Results include consensus values for industrial and utility projects, with true means and standard deviations provided. The study analyzes the reliability and validity of the Delphi results.

This paper presents a comprehensive evaluation of the strengths and weaknesses of the Zero-Base Budgeting (ZBB) process during the initial year of its implementation in the Federal Government. The evaluation includes ten Departments and six agencies of the Federal Government representing 74 percent of the total budget authority of $60 billion dollars. It is based on the information received in responses from federal agencies to the Office of Management and Budget (OMB) Bulletin 78-1.
