The term "capacity building" has caught on quickly within the nonprofit sector, specifically with Nongovernmental Organizations (NGOs). In fact, many funding organizations, agencies and foundations are now requesting that their partners engage in capacity building activities. How then, do we determine which organizations have the capacity to adhere to their mission statements and to deliver their services in a sustained fashion? This study reviews the experiences of workforce development organizations in Singapore and Penang, Malaysia. On the basis of the similarities in population and workforce size, the study argues that lessons can be learned from the two places which can be applied to U.S. regions. The study further argues that place-based workforce development strategies, such as those implemented in Singapore and Penang, will be essential to the economic competitiveness of manufacturing and export-oriented regions in a globalized economy. The topic of entrepreneurship at midlife or later was studied against a background reflecting the scope and role of entrepreneurship in the U.S., the phenomenon of downsizing/early retirement, and issues around work and aging. The goal of the project was to understand the entrepreneurial process for later life entrepreneurs, and the relationship between that process and both the personal characteristics of and the environmental conditions for individuals who become later life entrepreneurs. “Specifically, issues of race, gender, disability, status, etc. provide a new context in which to judge the reasonableness of an individual’s actions.” The concept of the "reasonable man" is one of long standing in the legal profession of the United States. As the United States has become an increasingly polyglot society, the need to reexamine the sufficiency of a single "reasonable man" standard is clear. Specifically, issues of race, gender, disability status, etc. provide a new context in which to judge the reasonableness of an individual's actions.

Towards Relevancy In Financial Reporting: Mark-To-Market Accounting, Eunsup Daniel Shim, Joseph M. Larkin

The objectives of this paper are to: discuss the relevancy vs. reliability of current financial reporting practices, survey the literature that describes the impact of mark-to-market accounting, critically examine current GAAP financial statements by comparing them to market value financial statements. With theoretical discussions and a case study, this paper shows that the mark-to-market accounting could present better about the economic reality of transactions and, therefore, tends to provide more useful and relevant information than does historical cost financial reporting. Resource-Constrained Project Scheduling: A Survey Of Recent Developments, Willy Herroelen, Bert De Reyck, Erik Demeulemeester

We review recent advances in dealing with the resource-constrained project scheduling problem using an efficient depth-first branch-and-bound procedure, elaborating on the branching scheme, bounding calculations and dominance rules, and discuss the potential of using truncated branch-and-bound. We derive conclusions from the research on optimal solution procedures for the basic problem and subsequently illustrate extensions to a rich and realistic variety of related problems involving activity preemption, the use of ready times and deadlines, variable resource requirements and availabilities, generalized precedence relations, time/cost, time/resource and resource/resource trade-offs and non-regular objective functions.

The growth of the convenience industry suggests that time-scarce consumers represent an important potential target market for firms that offer time and/or effort saving attributes in their product offerings. The research contained herein addresses a gap in the marketing literature by examining a proposed series of relationships involving household expenditures for "convenient services." These proposed relationships were captured in a "Conceptual Framework of Convenient Services Consumption" which synthesized the various existing theoretical conceptualizations relating to convenience consumption and the number of factors said to influence consumers' convenience orientation. The political sensitivity of the area under audit to adverse media exposure and litigation concerns the nature rather than the size of an amount, such as illegal acts, bribery and corruption, related party transactions, snowballing patterns of error and other risks that grow over time. Qualitative materiality considerations should not be ignored-they can and frequently do influence the nature and scope of governmental audits. Financial Accounting Standards Board Concepts Statement No. 2 defines materiality as the magnitude of an omission or misstatement that would influence the decisions of a user of financial statements. The Fischer Black Hypothesis: Some Time-Series Evidence, Tony Caporale, Barbara Mckiernan

We estimate an ARCH-M model to analyze the relationship between the conditional standard deviation of real gross national product (GNP) and its growth rate for the period 1871-1993. We find that variability significantly increases output growth rates. In addition, impulse response functions show that the effect of variability on growth rates is dynamic. These results provide evidence in favor of Black's (1987) business cycle hypothesis.

Managing For Flexibility: A Manufacturing Perspective, Ravi Kathuria

This paper investigates managerial practices that are conducive to the management of flexibility. Using data from manufacturing plants in the United States, this paper identifies managerial practices that manufacturing managers strongly demonstrate in plants that place a high emphasis on flexibility. The results indicate that managers who pursue flexibility, emphatically engage in team building, employee empowerment, and other relationship oriented practices that generate enthusiasm among employees. These practices seemingly motivate workers to deal with the uncertainty and changes, in the form of product mix, customer delivery schedule, capacity adjustments, etc., that characterize manufacturing flexibility. A Framework For Understanding The Impacts Of The Everyday Low Purchase Price Policy In A Supply Chain, Yung-Jae Lee

This dissertation studies the effect of implementing everyday low purchase price policy (EDLPP) for a manufacturer in consumer non-durable market. In the framework, many .important retailer and consumer behaviors are considered. A major finding of the study is that temporary price discount (a Hi-Lo policy) is generally unprofitable to the manufacturer because the sales increase due to the discount is usually offset by the decreased profit margin and increased total production and inventory related costs. Another important finding is that the retailer plays a critical role as an active middle agent.
