Air Force policy states the fundamental reason for participating in technology transfer is to maximize the return on investment (ROI) on research and development (R&D) funds. Public law dictates that federal agencies, including the Air Force, are to spend no less than 0.5% of their overall R&D budget in the pursuit of technology transfer. However, there is currently no ROI model available to the decision maker in the evaluation of alternative transfer opportunities. Because of continuing budget and personnel limitations and the need to fund weapons modernization, the Department of Defense has increased its emphasis on outsourcing support activities. Recent studies have suggested that aggressive outsourcing of support activities by the DoD could produce billions of dollars in savings. The overriding purpose behind this research was to determine to what extent projected savings can be substantiated. To explore the potential for savings, this thesis examines the evolution and impact of outsourcing and privatization in both the private and public sectors. A Note On Going-Concern Modified Audit Reports And Subsequent Bankruptcies Before And After Sas No. 59, Marshall A. Geiger, Kannan Raghunandan, Dasaratha V. Rama

Several papers have examined the proportion of bankrupt companies which did not have a prior going-concern modified report (a type II reporting error) before and after Statement on Auditing Standards No. 59 became effective. This paper contributes to the debate by examining the subsequent viability status for companies that received a first-time going-concern modified audit report (type I reporting errors) before and after SAS No. 59. The results indicate that 13.6 (10.1) percent and 24.3 (20.2) percent of companies receiving a first-time going concern modified audit report in the post-SAS No. 59 (pre-SAS No. 59) period entered bankruptcy within one …

With companies today increasingly becoming networks and with the growth of outsourcing, teleworking and electronic commerce, work is being undertaken by multi-functional teams and project groups whose members are based in different places. These 'virtual' teams are held together by shared visions and values, common opportunities, and compatible goals and beliefs. While Coulson-Thomas is enthusiastic about the possibilities of the virtual organisation, he draws attention to potential pitfalls and underscores the need to think through aspects such as the stability of virtual relationships, protection of intellectual property, and the development of a common code.

We describe a new exact procedure for the discrete time/cost trade-off problem in deterministic activity-on-the-arc networks of the CPM type, where the duration of each activity is a discrete, nonincreasing function of the amount of a single resource (money) committed to it. The objective is to construct the complete and efficient time/cost profile over the set of feasible project durations. The procedure uses a horizon-varying approach based on the iterative optimal solution of the problem of minimising the sum of the resource use over all activities subject to the activity precedence constraints and a project deadline. A gap exists between theoretical stances that acknowledge the importance of dialogue as a dynamic within socially constructed structures, and "steersmanship" of those constructs--e.g., directing, intervening or transforming organizations. A "mechanism" which links theory with practice is missing, leaving practitioners with an acknowledgment of dialogue's central position, but without tools to enact this centrality in practice or research. This research constructs a conceptual model of dialogue, derived from the literature. Recent reports show that 95% of organizations conduct some form of sales training and organizations spend more than $30 billion dollars annually on sales training programs. According to {\it Sales \& Marketing Management\/} (1993), the average estimated field training costs for a sales trainee is \$37,000. Due to the accelerating investments in sales training, Honeycutt, Ford, and Rao (1995) found that 57% of sales training executives said that the major area in greatest need of additional research is determining sales training effectiveness.

Extrapolating from the results of a 10-year INSEAD Survey, the author offers some views on the future for manufacturing in Europe. The model on which the Survey was based indicates that competitive priorities and action plans in manufacturing changed over the 10-year period. Taking lessons from these, the author makes some 'informed guesses' on the future implications for European manufacturers in the form of seven normative features: innovation in the value package; close integration between manufacturing and service; the importance of internationalism; flexible project-based organisation; more integrated management of the value added chain; successful transformation of operational programmes into strategic …

Pollard posits that the link between the two is to be found in people, all of whom are made in the image of God. This project is a study of three Latino nonprofit middle class socio-political institutions, The League of United Latin American Citizens (LULAC), The Mexican American Legal Defense and Education Fund (MALDEF), and The National Council of La Raza (NCLR). This case study will support and strengthen Philip Selznick's institutional theory to explain how these organizations resist external and internal pressures. This project also includes Albert O. Hirschman's insights into Exit, Voice, and Loyalty to clarify the reasons members in organizations remain loyal participants and how this contributes to stability.

Environmental Change And Management Staffing: An Empirical Examination Of The Electric Utilities Industry, Ram Subramanian, Carol M. Sanchez

This paper examines the relationship between environmental change, changes in competitive dynamics, and top management staffing in the electric utilities industry during the period surrounding the passage of the Energy Policy Act of 1992 (EPAct 92). The findings suggest that following the passage of the EPAct 92, competition in the electric utilities industry intensified placing greater emphasis on achieving internal, firm-level efficiencies. This external environmental change and the corresponding shift in the competitive context resulted in an adjustment in the composition of the top management coalition in these firms. Previous studies on national identity have centered around national identity formation by individuals because of the influence of values and preferences; social connectedness through social interactions; and values orientation of individuals and groups and their ability to change. Talking to a cross section of ordinary Canadians in their own setting about their experiences, stories and thoughts on what is happening in Canada provides an opportunity to assess their thoughts and ideas about a unique Canadian identity.
