Beyond The Gray Ghost: John S. Mosby And The Power Of Legend, Kevin R. Youngberg

Civil War generals are among the most celebrated figures of their time. In the post-Civil war era, many of these officers retreated to farms, and businesses and disappeared into obscurity. This was not the case with Colonel John Singleton Mosby, who quickly transformed into a figure whose legacy from the Civil war gave him a unique place in the American imagination as the legendary Gray Ghost of the Shenandoah Valley of Virginia. He lived until 1916, a remarkable fifty years filling those decades with a host of accomplishments in public service both at home and abroad. His legacy is complex, …

Through The Eyes Of A Guard: Watson Kirkconnell And Great War Internment In Canada, Daniel R. Meister

Histories of internment in Canada have paid much attention to internees’ experiences but far less to those of the guards. Correcting this trend, this article offers a detailed case study of one soldier, Watson Kirkconnell, who worked at the Fort Henry and Kapuskasing internment camps. Drawing on his valuable but heretofore unutilised archive of material, this article provides a vivid social history of the camps through Kirkconnell’s eyes. Nuancing the historiography of wartime internment, this article demonstrates how commandants determined the experiences of both internees and guards alike and, at the same time, that staff could sometimes mitigate their superior’s …

“Your Lads […] Looked Much Like The Reappearance Of Jesus Christ To Us”: Canada, The Iccs And The Release Of Us Prisoners Of War In Vietnam, Jean-Michel Turcotte

Abstract : Between January and July 1973, 240 Canadian military personnel took part in the International Commission for Control and Supervision (ICCS), responsible for monitoring the Paris Peace Agreements ending the American war in Vietnam. Canadian military observers notably supervised the release of 595 Americans prisoners of war (POWs) as well as over 32,000 Vietnamese captives. This article suggests that the ICCS, often viewed in the historiography as ineffective because of the numerous violations of the agreements, was much more successful in terms of monitoring US POW releases. Abstract : The Canadian War Museum holds nearly 250 identification discs from Canadian soldiers and nurses of the First World War. Identification discs were objects of bureaucracy, designed to ensure accurate record keeping of the dead and their places of burial. But these discs were more than just an administrative tool, they represented the hopes and fears of soldiers and their loved ones—the hope of being identified in death and the fear of being one of the missing. A More Perfect Peace: Can The Russia-Ukraine War End Justly?, Nathaniel B. Davis, Marlon A. Thomas
The US Army War College Quarterly: Parameters
This article argues that thinking creatively about war termination, both philosophically and politically, utilizing jus post bellum principles and counterintuitive political trade-offs, reveals an opportunity to achieve a sustainable peace that approximates justice. The article surveys how war aims among belligerents have changed, indicating that further change is possible, particularly at the point of war termination. Next, the article examines jus post bellum principles and their application to the Russia-Ukraine War. Finally, the article contends that Ukraine relinquishing Crimea and the Donbas in exchange for NATO membership might be the key to achieving a durable peace that addresses long-term security.

China’S Role In A Future Korean War, Jake Rinaldi

This article argues that China’s intervention in a Korean conflict will hinge more on North Korea’s ability to hold territory than on bilateral ties. Rather than treat Chinese intervention as a yes-or-no proposition, this study models three scenarios—full intervention, sustained support, and limited support—based on North Korean resilience. Using Chinese-language sources and scenario-based analysis, it assesses how each model would shape key functional areas such as ISR, cyber, materiel, and force posture. The findings offer US defense planners a framework for anticipating variable People’s Liberation Army involvement in a future Korea contingency.

The Pentagon needs to embrace a new methodology called mission-based planning to size and shape the defense enterprise properly. This article critiques several proposals for reestablishing the long-standing two major theater war construct in the face of ongoing shifts in the strategic environment, including the nation’s $36 trillion debt and prospects of annual interest payments beyond $1 trillion. It presents a mission priority alternative focused on strategic prioritization based on the authors’ four decades of experience in strategy/force planning at the service, the department, and the Office of the Secretary of Defense levels. This article argues that the current National Security Strategy lacks the necessary coherence and fidelity to mobilize collective action against the emerging Russia-China axis. It merges multiple theoretical concepts to assert that the “rules-based order” theme is insufficient for mobilizing public support. Using textual analysis of the strategy compared with publicly available polling to determine levels of popular resonance, the authors find that the “rules-based order emphasis” does not resonate. This study’s conclusions will assist practitioners as they develop an updated National Security Strategy in the new presidential administration.

The Zeitenwende, or “watershed moment”—announced by Chancellor Olaf Scholz in February 2022, days after Russia’s invasion of Ukraine—outlined a set of policy shifts, including the development of Germany’s first-ever National Security Strategy, that appeared to signal a greater role for Germany in the defense and security of Europe. The German National Security Strategy draws a clear connection between the need for a robust defense-industrial base and the foundation for the capabilities needed to meet North Atlantic Treaty Organization (NATO) defense and deterrence commitments, support Ukraine, and provide for the recapitalization of allies and partners. The paper examines Brazil’s unique role in Latin America as the only country in the region to actively participate in both World Wars, which led to its emergence as a key ally of the United States. The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. Since the Vietnam War’s conclusion, scholars have stubbornly concentrated on campaigns like LINEBACKER I and II instead of diverse close air support missions. The consequent ignorance of close air support’s maturity and forward air controllers’ contributions during Vietnam obscures the Air Force’s greatest success in Southeast Asia. A new way of looking at airpower in Vietnam is required as few historians have addressed the relationship between evolving close air support practices and United States Air Force (USAF) doctrine. In the Vietnam and Iraqi conflicts, the U.S. Army Special Forces teamed up with indigenous ethnic monitories to bring the fight to all corners of the battle space, and to take advantage of their immense local knowledge and strategic locations. The Montagnards of Central Indochina and the Kurds in Northern Iraq allied with the Special Forces for a number of reasons: protection from their ruling governments, recognition for their movements for autonomy, increased access to better medicine and equipment, and the opportunity to strike back at their historical enemies. “The combatants had not felt they were participating in wider events,” once wrote the well-known military historian Sir John Keegan. Perhaps, this is why most studies of World War II, popular history and academic history alike, leave out the people of Greece. They were simply fighting for their country, not the world. They simply did not know—or did not care—about the wider war all around them.
