It is my sad duty to inform the members of the Swiss American Historical Society of the recent death of Emil J. Schaefer. Emil Schaefer was born on May 10, 1892, in Zurich and came to this country in his late teens. After some traveling he settled in Madison, Wisconsin, where he worked in several capacities, founded a family and became one of t he active members of a number of Swiss organizations.

The American reaction to a critical act of aggression is studied in its many facets. Using a case study approach, the Administration's response to the Anschluss is considered in detail and conclusions are drawn regarding the Anschluss problem specifically and the foreign policy of the Roosevelt Administration in general. Among the repercussions are the diplomatic reaction, the dispute over the pending sale of helium, the Austrian debt, the refugee problem and other problems of a more technical nature which often arise in the forcible takeover of a nation. The Italian Communist Party (PCI) emerged from the chaos of the Italian defeat in 1943 as a powerful and cohesive movement. Based upon organizational development throughout the years of Fascist rule in Italy, plus a combination of vigorous partisan activities and a willingness to compromise politically in exchange for governmental participation, the PCI showed promise for achieving economic and social change in Italy. Conservative countermeasures and Allied pressures, however, diminished the Communist advantage until, by 1947, the Party was no longer represented in the postwar government. It is my sad duty to announce to the members of the Swiss American Historical Society that Dr. Imre de Kosinski died unexpectedly on August 17, 1975. The Society has thus lost an active and trusted member who - as former Treasurer - has decisively contributed to its successful revitalization. Dr. de Kosinski was born in Budapest, Hungary, 'Where he earned his doctorate in political science. In 1944 he left his native country and -went to Switzerland to assist the Hungarian goverment in exile. He then married Edith Nussbaumer of Basel. In 1954 Dr. de Kosinski and his family moved …

This thesis analyzes a variety of sources such as printed books, diplomatic correspondence, letters, and notes, from which a description of Tudor ideas in relation to proposals to hold a general council can be derived. This Tudor Conciliar Theory has a definite beginning.

Henry VIII developed a flexible foreign policy to deal with continental suggestions to hold a general council of the church. The position which he took was that the English nation was not opposed to such a gathering, but on every occasion, matters of detail were used to block English participation. The Washington meeting of October 5, 1963, was an encouraging sign of interest in the usefulness of the Swiss American Historical Society on the part of the official representative of Switzerland in this country. It did not solve any of the immediate problems, however. The society was without leadership and its activities had ceased a number of years ago. Thanks to the initiative displayed by the embassy, however, thigs were put in motion again. This thesis is an analysis of the relationship between the national communists and "Moscow emigres" in the government of Hungary, between the Hungarian government and that of the Soviet Union, and between the Hungarian government and the various insurgent groups in Budapest and the Hungarian provinces immediately preceding and during the Hungarian Revolution of 1956. An attempt is made to evaluate the effect of each of these forces on the course of revolution and its final outcome. The study is based on traditional sources and on interviews with leading figures involved in the revolution.

Throughout the period of the American Revolution, Great Britain pursued a policy of reconciliation and reunion toward its North American colonies. While this was but one of the several policy alternatives open to British leadership, it was always an element of British strategy toward the colonies from 1775 to 1783.

This thesis follows the evolution of reconciliation and reunion in the final days of crisis in 1774-1775. It seeks to define its development during the war itself, and especially during the abortive American Peace Commission of 1778. Traditionally, improvements in the quality of life in Britain resulted from the temporary fusion of sometimes opposite interests which spurred Parliamentary action. Therefore, reform was rarely a party issue. Each reform question was treated separately and never as a part of a body of similar measures. Individuals were free to support or oppose particular reforms according to their own interests and motivations. The result of this lack of strong consistent reformist sentiment was a pattern of piece-meal legislative action with a notable absence of comprehensive social planning. The First World War, however, brought new challenges to British society. As the …
