Since the 1960s, agriculture has waxed and waned as a key theme of U.S. international development assistance. In the 1970s, the United States and other donors focused on “growing the pile of food” through the use of high-yielding cereal grain varieties, mineral fertilizer, and synthetic pesticides in developing countries—the Green Revolution. This led to huge productivity increases and lower food prices in Asia and Latin America. But donors paid less attention to questions of equity, environmental sustainability, and gender equality. The Camp David Accords, September 5-17, 1978, were a momentous development in Middle East relations. For over 30 years Israel and her neighbors weathered periods of warfare and aggression, but when leaders from Egypt, Israel, and the United States descended on Camp David in the United States for two weeks of peace negotiations everything changed. Egyptian President Anwar al-Sadat and Israeli Prime Minister Menachem Begin became the first leaders in the Middle East to negotiate peace after decades of war between the two countries. Foreign Affairs: Policy, Culture, and the Making of Love and War in Vietnam investigates the interplay between war and society leading to and during the Vietnam War. This project intertwines histories of foreign relations, popular culture, and gender and sexuality as lenses for understanding international power relations during the global Cold War more broadly. By examining sexual encounters between American service members and Vietnamese civilian women, this dissertation argues that relationships ranging from prostitution to dating, marriage, and rape played a significant role in the diplomacy, logistics, and international reception of the war. However, this split of the original mandatory state into two sovereign states had been mapped out well before their official independence. The reign of Russian empress Anna Ivanovna (1730-1740) has been known primarily for disproportionate “German” influence, Anna’s refusing the “conditions” imposed by the supposedly backward-looking noble faction that engineered her succession, and unflattering court spectacle. Religion and foreign policy have received relatively little attention. Meanwhile, the formalization of Anglo-Russian diplomatic and trade relations during Anna’s reign has been seen as the triumph of “modern” nobility who rose as a result of the Petrine reforms. Examination of the concomitant diplomatic relations has focused on the strategies and personalities of Anna’s “German” advisers and portrays Russia as dependent. Finally, the Russo-Turkish War …

This dissertation examines the British naval blockade imposed on Imperial Germany between the outbreak of war in August 1914 and the ratification of the Treaty of Versailles in July 1919. The blockade has received modest attention in the historiography of the First World War, despite the assertion in the British official history that extreme privation and hunger resulted in more than 750,000 German civilian deaths. This revelation of a humanitarian disaster may be the main reason why the British government delayed public release of the history for nearly thirty years after its completion in the 1930s. Early in her Prime Ministership, Margaret Thatcher fought an unlikely diversionary war far from home for the ownership of the Falkland Islands. The Islands lie off of Argentina’s coast about 8,000 miles from London, but have been subject to Britain’s rule since 1836. In April 1982, hoping to distract from domestic political and economic turmoil, Argentina’s military dictatorship ordered a surprise invasion of the Islands. Thatcher, Britain’s first female Prime Minister, responded in full force. By early May, a British fleet reached the Islands. By June, despite American efforts to stop a war between its allies, Britain launched an assault …

George Clayton Foulk, the 1^st Naval Attaché to the United States Legation and the 2^nd U.S. Minister to Korea, brought his intellectual ability and passion to this East Asian country. This paper argues that officials at the Paris Peace Conference, in the White House, and in the U.S. Congress strove for the realization of competing visions for the international order following World War I, and thus were required to construct their own interpretations of how the conflict should be remembered and what must be learned from it. A pervasive sense of victors’ justice dominated the proceedings in Paris, leading to the creation of a settlement which would find lasting support from neither European nor American decision makers. When the Berlin Wall fell 25 years ago, on Nov. 9, 1989, symbolically signaling the end of the Cold War, it was no surprise that many credited President Ronald Reagan and Soviet leader Mikhail Gorbachev for bringing it down.

But the true heroes behind the fall of the Berlin Wall are those Eastern Europeans whose protests and political pressure started chipping away at the wall years before. East German citizens from a variety of political backgrounds and occupations risked their freedom in protests against communist policies and one-party rule in what they called the "peaceful revolution." By 1879 the Shanghai Jesuit, Li Wenyu, SJ, 李問漁 (1840-1911) had distinguished himself as one of Shanghai’s leading writers and editors; he had established both Yiwenlu, 益聞錄 Shanghai’s third newspaper, and the Gezhixinbao, 格致新報 the area’s most popular scientific journal. Less famous, though habitually consulted by historians of China’s turbulent Boxer era (1898-1900), was his protracted and hagiographic narrative of Boxer violence, the Quanhuoji 拳禍記. Li’s meticulous collection of witness testimonies and documentary materials recounting Boxer incidents remains an often-cited source in present historical research; this paper examines the historical reliability of his Quanhuoji, first published in 1905. For most of the Cold War, the United States attempted to maintain friendly relations with the Communist nations comprising the Eastern Bloc, but with no other Soviet satellite was the relationship as close as it was with Romania. As a prominent and influential missionary in Turkey in the early 20th century, Samuel Ralph Harlow offers a new perspective that should be included in historical literature on foreign missionaries and human rights. Through his correspondence and academic works, Harlow’s story unveils internal conflict among United States officials and missionaries in regard to Turkish treatment of Greeks and Armenians in the interwar period. Samuel Ralph Harlow represents the position in support of American intervention to rescue Greeks and Armenians from massacre and deportation, but as his superiors’ views on the matter changed, Harlow was silenced.
