This dissertation argues that Gloria Steinem became one of the most visible feminists of her generation because two political inheritances — postcolonial India and the Cold War liberal United States — converged in a single career. In 1957 and 1958, on a Chester Bowles Asian Fellowship, Steinem spent eighteen months in India, where she moved from elite intellectual circles in Delhi to Gandhian and Sarvodaya peace work in the villages of Ramnad. Walking with Bhoodan fieldworkers through caste-riot-stricken communities, she absorbed a repertoire of organizing practices — listening across difference, lateral and leaderless structure, decision by consensus, and the conversion …

In this thesis, I examine and re-center the roles of archaeological artifacts and conceptions of ownership in global politics, drawing on debates about cultural heritage and diplomacy. This thesis will emphasize debates around ownership and repatriation, articulating their value in international relations and diplomacy between Western countries and postcolonial nations, as well as between federally recognized Native American Indigenous Tribes and the United States government. The thesis review takes the Elgin Marbles, arguably the most debated subject, as a model for my case study analysis. I will explore complications driven by conversations of repatriation. The 1961 Route 40 campaign in Maryland became a critical battleground where three competing approaches to addressing racial segregation revealed deep contradictions in Cold War America. Route 40, a major highway between Washington D.C. and New York, became an international embarrassment when African diplomats from newly independent nations were repeatedly refused service at restaurants and hotels. This crisis prompted responses from three distinct actors: the Congress of Racial Equality (CORE), which employed grassroots organizing and direct action; the State Department's Special Protocol Service Section (SPSS), which pursued top-down diplomatic solutions; and the Federal Bureau of Investigation (FBI), which conducted extensive …

In recent years, countries around the world—those of Europe but also Japan, China, and Russia—have accelerated their efforts to use military assets as instruments of diplomacy. This trend has contributed to the rising prevalence of the term “defense diplomacy” in national security discourse. The United States is no exception. Its abundant military assets and its global network of bases clearly demonstrate that it is the world’s leading practitioner of defense diplomacy. Yet the United States lacks a clear strategic document outlining the concept. This article utilizes new sources released through the Margaret Thatcher Foundation and The National Archives of the United Kingdom, which contain an extensive record of correspondence by the prime minister on most international issues. While the sources necessarily approach SDI from a British perspective, they also detail wider European opinion towards Reagan’s initiative. Both Thatcher and other NATO allies shared many of the same questions and concerns regarding SDI. How would SDI impact arms control negotiations with the Soviet Union? Would SDI lead to a decoupling of the United States from Europe? And, most importantly, would the adoption of SDI …

The Moscow Urban Renewal Initiative (Инициатива обновления городов Москвы, 2017-) is the joint project of President Vladimir Putin (1999-2008, 2012-) and Moscow Mayor Sergey Sobyanin (2010-) to remove dilapidated housing structures in Moscow. Since 2017, the programme has already displaced about 20,000 Muscovites, with plans to displace 1.5 million more by its completion goal of 2032. These displacements have revealed significant economic deficiencies in the post-Soviet market economy of the Russian Federation. This essay discusses the welcome banquet held in February 1945 in honour of the newly appointed French diplomatic envoy to Ireland, Jean Rivière, hosted by Éamon de Valera at Iveagh House, the headquarters of the Irish Department of External Affairs. The banquet took place at a moment when ‘an intriguing but ambiguous privilege’ had been granted by Charles de Gaulle’s Provisional Government to Ireland as the only country permitted to retain its diplomatic representative to France in the post-liberation period. This paper argues that the mode and historical context in which piracy ascended in the Caribbean after the War of the Spanish Succession, as well as the historical interrelation between maritime technology and pirate tactics, coalesced into a diachronic Damocles Sword that resulted in the downfall of piracy in the Golden Age. Sanctioning piratical enterprises as a subconventional maritime strategy displayed a geopolitical reliance on piracy by great powers. However, the depraved treatment conventional sailors received across all major European navies generated a social stratum that eventually bore the Golden Age of Piracy, while simultaneously contributing significantly to British naval …

This chapter explores dining with Irish heads of state and heads of government based on a chronological scope from the Anglo-Irish Treaty of 1921 to the 1937 Constitution of Ireland. It quickly becomes clear that between 1922 and 1932, the Irish government, led by William T. Cosgrave, undertook a broad range of hospitality, entertaining important persons from around the globe. Between 1932 and 1940, the Fianna Fáil government led by Éamon de Valera built on the foundations of state hospitality put in place by the Cosgrave administration but also implemented significant changes in official entertaining. For centuries, western observers had looked to Russia and seen a place fundamentally different from their home countries. In their accounts, Russia was distinctly oppressive, a state characterized by tyranny, barbarism, and Mongolian influence. But these accounts were faulty. They were written by merchants, diplomats, and explorers, wealthy white men who had never experienced the kind of repression they witnessed in Russia. When Black Americans looked to Russia, however, they saw a place fundamentally similar to the United States. Both countries were large, multiethnic empires driven by territorial acquisition and fueled by forced labor. By tracing the coverage of Russia …

The United States established internment camps during World War II, detaining families from Latin American Countries for national security, with a focus on German, Italian, and Japanese ethnicities (Roosevelt 1941). However, German ethnicity families living in Latin America who were taken to internment camps in Crystal City, Texas, are less visible in history, Jane Jarboe Russell’s book “The Train to Crystal City” made some of the internees’ stories more visible. This article explores the use of the diplomatic meal to confer prestige within Irish international relations between 1934 and 1940 when Éamon de Valera was both President of the Executive Council of the Irish Free State and Minister for External Affairs. It examines how state hospitality evolved under de Valera’s leadership and how de Valera used the meal to confer varying levels of prestige, indicative of rank, status and provenance, on his guests of honour at Dublin Castle. Since the late nineteenth and early twentieth centuries, baseball at professional, collegiate, high school, and youth levels has become increasingly prominent within each nation. As baseball became increasingly central to each nation's social and cultural identities, it also began to play a critical role in furthering the nations’ bilateral relationship.

The French Foreign Legion, part of the July Monarchy’s 1831 expansion of the Army of Africa, sought to create a non-French force entirely deployable outside of the metropole. The creation of the expatriate corps intended to solve two of France’s most pressing problems at the time: an excess of foreign migrants at home, and a dearth of French soldiers abroad. The Paris government hoped to attract recruits from its considerable non-national male population, particularly political exiles and migrant workers fleeing Europe’s 1830 revolutionary wave. In 1699, the French established the colony of Saint Domingue following their acquisition of the western third of the island of Hispaniola from the Spanish Empire. The colony relied on a significant number of enslaved Africans to work on sugar cane plantations as the primary workforce. This led to a plantation-based economy, a large number of enslaved Africans, and the production of sugar cane, which quickly made Saint Domingue the wealthiest colony in the New World. The British Empire is often traced back to the late sixteenth century and Sir Francis Drake's circumnavigation, but Tudor monarchs had been eyeing expansion beyond Britain long before Drake. John Cabot, commissioned by Henry VII in the late fifteenth century, became the first European to step foot in the Americas in five centuries. Half a century later, adventurers like Richard Chancellor and Sir Hugh Willoughby sought a possible Northeast Passage to Asia, interacting with the Sami and Russians along the way. When the former senator and vice president assumed the Oval Office in January 1969, President Richard M. Nixon inherited a nation in crisis with drugs playing a central role. At a campaign stop a few months earlier, Nixon announced to a packed convention center in Anaheim, CA, that if elected president he would end the flow of the illicit drugs coming into the United States “decimating a generation of young Americans.”

True to his word, Nixon moved aggressively after his election victory to refocus the federal drug enforcement bureaucracy on drug source control, blaming Mexico as the main culprit. On …
