This thesis analyzes the 1994 U.S. decision to grant Sinn Féin leader Gerry Adams a visa and what it reveals about American counterterrorism policy in the immediate post–Cold War period. Long suspected of senior involvement in the Provisional Irish Republican Army during the Troubles (1968–1998), Adams had previously been denied entry under terrorism-related immigration provisions. His case became a flashpoint inside the U.S. government: officials debated whether diplomatic opportunity, domestic political incentives, and momentum toward peace in Northern Ireland warranted a departure from the prior “no concessions” posture toward IRA-linked figures. Theorists and advocates of air power argued that aircraft, not ground forces, would become the dominant platform for victory in war. They promoted the concept of strategic bombing, using aircraft to bypass ground forces and directly attack a nation's industrial capacity to wage war, hoping to ensure quick victory and avoid a repeat of the prolonged slaughter in the trenches of WWI. In 1947, led by advocates of strategic bombing, the United States Air Force (USAF) became an independent and equal branch of the U.S. military. This case study analyzes China's geoeconomic retaliation against Norway after the 2010 Nobel Peace Prize was awarded to Liu Xiaobo. China employed non-tariff barriers, diplomatic freezes, and restricted exchanges, severely impacting sectors like salmon exports. This occurred despite the Nobel Committee's independence from the Norwegian government. Although Norway's overall economic impact was mitigated by market adjustments, the six-year diplomatic freeze significantly influenced its human rights foreign policy. This case exemplifies China's strategic use of informal economic tools to punish and deter, showcasing the link between political sensitivities and economic leverage in international relations.

Morocco’s unique situation as a Mediterranean “gateway” between Africa and Europe makes the country a key strategic partner to the European Union. When it comes to migration diplomacy, however, cooperation between the two actors is hardly a given. This paper studies Morocco-EU migration diplomacy between 2000 and 2020. It provides an overview of the events and agreements that have shaped the relationship, with a focus on Morocco’s rationale. This article explores the use of the diplomatic meal to confer prestige within Irish international relations between 1934 and 1940 when Éamon de Valera was both President of the Executive Council of the Irish Free State and Minister for External Affairs. It examines how state hospitality evolved under de Valera’s leadership and how de Valera used the meal to confer varying levels of prestige, indicative of rank, status and provenance, on his guests of honour at Dublin Castle. The U.S. Department of State’s Bureau of Public Affairs and Public Diplomacy is the primary government institution in charge of overt, foreign-directed propaganda. This paper argues that the institutional culture of this institution was born and came to fruition in the period 1941-1953, and has not significantly changed since. That institutional culture includes a fierce adherence to a “strategy of truth,” with aesthetic norms being reserved and largely unemotional as a result of positioning themselves in moral and aesthetic opposition to Nazi and early Cold War Communist propaganda. This dissertation is an international history of the role of the United States in the process of decolonization in Angola, a former colony of Portugal. I argue that the United States embraced Portugal, Angola, and neighboring Democratic Republic of Congo as irreplaceable Cold War allies. Decolonization in Africa challenged America’s relationship with all three countries, as competing forces within the American public called for Washington to adopt an anti-colonial, anti- racist ideology, while others demanded their government to support white supremacy at home and abroad. The CCP strongly opposes a formal declaration of independence from Taiwan, and has threatened military force should Taiwan take that step. This paper seeks to explain the underlying reasons for the CCP’s aggressive policy. To do so, it uses a two-part methodology composed of a comprehensive engagement with existing secondary sources from the academic literature and four new interviews with experts in the field. The paper considers three main explanations for China’s opposition to independence: nationalism, international geostrategic factors, and factors of domestic politics. Humanitarian organizations provide aid and assistance to millions of individuals impacted by natural disasters and armed conflict every day. However, not all individuals are equally impacted by humanitarian crises. Since the 1995 Beijing Conference on Women introduced the term ‘gender mainstreaming’, humanitarian organizations have recognized and taken steps to address gender specific needs in crisis situations.
