This thesis examines the intricacies of the diplomatic policies of the French in the Italian states of Naples, Milan and Genoa in the middle of the fifteenth century. The particular emphasis concerns French activity with regard to claims in Naples and Milan and control of Genoa during the latter years of the reign of Charles VII and the first two years of his son, Louis XI. The Kingdom of Naples was claimed by Rene of. Anjou, brother-in-law of Charles VII, as the named successor of the Neapolitan queen, Joanna II. Republican ideology is the basis of a case study of the diplomatic careers of John Jay and James Monroe. Both men were committed to a republican form of government but each perceived it differently. Likewise they viewed diplomacy and the role oi a diplomat differently. In establishing the republicanism oi both Jay and Monroe extensive use was made of their private and public correspondence. Through these letters it becomes apparent that Monroe's republican commitment fed his incipient paranoid personality in that he constantly looked homeward for approval. This thesis is an examination of the British Foreign Office's response to the Central American policies of the Franklin Pierce administration. When the Pierce administration came to power in 1853 the United States government abandoned the idea, contained in the Clayton-Bulwer Treaty of 1850, of an Anglo-American partnership in Central America and instead launched a diplomatic offensive designed to force Britain completely out of the area. The major source for this study is the Clarendon Manuscripts which contain the personal correspondence of Foreign Secretary Clarendon and his minister in Washington, John F. The views of Henry A. Wallace with respect to China underwent a number of changes through the years. One constant theme ran throughout all of his references to the "Middle Kingdom," however--the importance of that nation to world peace and prosperity. Wallace publicly affirmed his support for the Chinese Nationalist Government during his diplomatic mission to Soviet Asia in 1944, but in a private report to President Roosevelt confided his true criticisms of and fears for Chiang's regime. The present study is an examination of the effect of the Spanish-American War on the formal relations of France and the United States. Because France was the neighbor and friend of Spain and also at least an erstwhile friend of the United States, the war presented certain difficulties for the French government. At home colonialists and royalists sympathetic to Spain demanded overt support of the Spanish cause. The Spanish government looked to France first to lead a diplomatic coalition against the United States and then to mediate the dispute. This study analyzes United States foreign policy toward Communist China in the transitional period since 1966, based on the American China experts' writings in journals dealing with international affairs and their views expressed in Congressional hearings. The contents explain the changing of American policy toward China from "containment without isolation" toward a rapprochement with Peking and progress toward normalization. The achievement of normalization has been a basic policy goal of the United States and has received bipartisan support, but the formula to accomplish normalization still remains obscure, due mainly to the settlement of the "Taiwan question."

This thesis views the efforts of American oil interests to participate in the exploitation of Middle East oil resources in the 192Os as a point of departure in United States foreign policy. In its opposition to official involvement in the affairs of private business, the United States Government insisted that American oil companies negotiate directly with the British Government­ dominated companies which controlled the Near and Middle East. By placing the execution of its international oil policy under the control of private industry, the United States Government surrendered its capacity to conduct diplomacy with regard to a vital strategic resource. …

This thesis is an examination of the role of American policy makers in the transformation of Japan from a defeated, disarmed enemy to a Cold War ally on the path to rearmament during the Allied Occupation (1945-1952). The original Occupation goals of disarmament and demilitarization for Japan were embodied in Article IX of the American-sponsored Japanese Constitution of 1947. My topic for this thesis, the U. S. Military Mission in Berlin in 1919, was the organization responsible for tending to allied prisoners imprisoned in Germany after the First World War. Most of these prisoners were Russians cut off from their homes by the Russian Revolution and the allied strategy for containing the Soviet threat. At no time did the Mission's staff number over 1,000, but this small organization worked wonders in sustaining and repatri­ating thousands of non-American prisoners. The scope of the Mission's work created numerous problems in organization and presentation.

The American reaction to a critical act of aggression is studied in its many facets. Using a case study approach, the Administration's response to the Anschluss is considered in detail and conclusions are drawn regarding the Anschluss problem specifically and the foreign policy of the Roosevelt Administration in general. Among the repercussions are the diplomatic reaction, the dispute over the pending sale of helium, the Austrian debt, the refugee problem and other problems of a more technical nature which often arise in the forcible takeover of a nation. One of the most significant events in the Cold War-dominated years of the 1950's and early1960's was the Cuban Missile Crisis of 1962. It not only has been reputed by most authorities as a major turning point in the Soviet Union-American struggle, but it dramatically illustrated the critical dimension of thermo-nuclear weapons in international relations. In addition, and of particular interest to one directly involved, it showed that firmness in policy and proper application of military power are key factors in obtaining favorable and peaceful settlements of international disputes.

Throughout the period of the American Revolution, Great Britain pursued a policy of reconciliation and reunion toward its North American colonies. While this was but one of the several policy alternatives open to British leadership, it was always an element of British strategy toward the colonies from 1775 to 1783.

This thesis follows the evolution of reconciliation and reunion in the final days of crisis in 1774-1775. This study is an attempt to combine the disciplines of Asian history and United States diplomatic history in analyzing the 1871 Korean-American Incident. The Incident revolves around the Low-Rodgers expedition to Korea, and the subsequent breakdown of peaceful negotiations into a military clash of arms.

To describe the Incident as merely another example of American "imperialism,'' or as a result of narrow-minded Korean isolationism, is to oversimplify its causes and miss the larger implications that can be learned from it. David Rowland Francis of St.Louis, Missouri was appointed United States ambassador to Russia by President Woodrow Wilson in 1916. Without question Francis was a well-known, loyal Democrat. Having served as mayor of St. Louis, governor of Missouri, Secretary of the Interior, president of the Louisiana Purchase Exposition of 1904,and Democratic "dark horse" for the White House,he was active in local and national politics. His knowledge of Russia, however, was little and unfortunately vague. He had no previous diplomatic experience and had previously refused a diplomatic post to Buenos Aries, Argentina. The thesis traces the development of the Marshall mission from its inception in late 1945 to its failure in late 1946. Concentrating on Chinese internal affairs, the thesis examines the reaction of the Nationalists and Communists to mediation, and reveals the sources of failure of American policy. The concluding chapter views American China policy within the context of the civil war and suggests that the mission was incapable of altering the historical processes of the Chinese revolution.

This thesis contends from the time of September 1940 to the Japanese attack on Pearl Harbor, the United States and Japan offered each no workable concessions that might have deterred war. A stalemate was finally established between the two countries. The position of the Japanese nation was to expand and control "Greater East-Asia," while the position the United States held was one that claimed all nations should uphold certain basic principles of democracy, that all nations should honor the sanctity of treaties," and that they should treat neighboring countries in a friendly fashion.

This study of the 1929 Sin-Soviet conflict over the Chinese Eastern Railway represents an expanded narrative of the conflict in relation to four major processes which guided its development and resolution: (1) Chinese "rights recovery" policy, (2) the effects of Chinese internal politics, (3) differing perceptions of the reasons for and legitimacy of the conflict, and (4) the effects of international mediation and conciliation efforts.

Interpretation of the significance of the conflict is offered, along with explanatory appendices and suggestions for analytical approaches.
